AVRUPA TOPLULUĞUNDA SİVİL KORUMA OLGUSU ve İTFAİYE TEŞKİLATLARININ ULUSAL AFET YÖNETİMİNDEKİ YERİ
Tarihsel Gelişim
Avrupa Topluluğunda sivil koruma (civil protection) alanında ortakların iş birliği 1985 yılında Roma’da yapılan bakanlar arası toplantı ile başlamıştır. Bu toplantının ışığında 1985 ile 1994 arasında altı önemli konu ortaklar tarafından benimsenmiştir. Bu konuların uygulaması hem bir afete müdahele, hem de sivil korumaya hazırlıkta pekçok operasyonel olgunun ortaya çıkmasına neden olmuştur. 1997 yılının sonunda Avrupa Konseyi bu işbirliğinin temellerini daha ileriye götürerek, sivil koruma alanında topluluğun eylem programı kararını benimsemiştir. Eylem programının uygulanması bu tarihten sonra sivil koruma alanındaki komisyonun birinci ve ana önceliğidir.
