İletişim teknolojisi alanındaki gelişmelerin eğitim alanında kullanılmasına başlanmasıyla beraber eğitimin ,verilme şeklide değişmeye başlamıştır. Bilgisayar kullanımının giderek yaygınlaşması sonucunda internet kullanımı da artmaya başlamıştır. İnternet kullanımının artmasıyla internet üzerinden eğitim verme çabaları da giderek artmaya başlamıştır. Bilgiyi kullanan kişilerin nitelikleri söz konusu olunca insan kaynaklarına yönelik yapılan yatırımlarda değişmektedir. Her geçen gün bilgisayar teknolojisinin daha ekonomik duruma gelmesi sayesinde bilgisayarların uzaktan eğitimde kullanılabileceği düşüncesi de giderek kabul görmeye başlamıştır.

Bilgisayarların uzaktan eğitimde kullanılmasına başlanmasıyla, uzaktan eğitim hizmeti alan birey çoklu etkileşimli ortam imkanı sağlayan bilgisayar yazılımları ile çalışma imkanına kavuşacaktır.

Uzaktan eğitim, kavram ve sistem olarak eğitimde çağdaş gelişmelerin en önemlilerinden biridir. Yeni bir kavram ola.n uzaktan eğitim sisteminde bireyler yaşamları boyunca sürdürdükleri öğrenmeyi farklı öğrenme imkanları ile yapmış olurlar. Uzaktan eğitimle beraber bireysel eğitim, kitlesel eğitim, bağımsız öğrenme, programlı öğrenme, sanal ortama dayalı öğrenme, sürekli eğitim, dönüşümlü eğitim, yaşam boyu eğitim, açık üniversite, açık öğretim, elektronik iletişimli-etkileşimli eğitim gibi yeni seçenekler geliştirilmiştir.

Uzaktan eğitim, uygulanması açısından standart eğitim modellerinden farklılık gösteren bir modeldir. Uzaktan eğitimin üniversitelerde uygulanabilir duruma gelmesiyle kütüphanecilik bölümlerinde lisans ve yüksek lisans programlarında web tabanlı uzaktan eğitim verilebilecektir.

As the developments in the field of communication technology has started to be used in the field of education, the style of teaching has started to change too. As a result of the worldwide increase in the use of computer, the use of internet has increased dependently. With the increase in the use of internet, the efforts of providing education through the net has started to built up. As far as the qualifications of the people who would make use of the information are concerned, the investment related to the Human Resources change as well. Every day, owing to the fact that the computer technology has become lass expensive, the notion that computers may be used in distance education has started to receive approval.

The individuals, who receive distance education, will have the opportunity to study with softwares that provide a multi-faceted incteractive environment with the beginning of the use of computers in distance education.

Distance education, as a concept and system, is one of the most important modern developments in the field of education. Within the system of distance education, which can be regarded as a new concept, individuals go through the learning process with the help of alternative learning methods. Together with the distance education there has been developed new alternatives such as individual education, massive education, independent education, systematical education, computer-based education, continuous education, lifelong education, external education and electronic communicative-interactive education.

Distance education differs from standard education models in practice. The most specific feature of this model is that the teacher and the student are in different places during most of the process of education. Distance education, which was practised first by mail, has developed to be practised through television, tele-conference and internet owing to be improving communicative technology.

With the combination of communication and education technologies, distance education has opened the way of modern education to every person who wants education and university at his home. Every individual who wants to take part in education will have the opportunity to have without leaving his place. If distance education is put into practice at universities, the web-based distance education will be available in the undergraduate and postgraduate programmes at the Departments of Library and Information.
