4 Ominous impediment to more active role of trade unions also in the future is the fact that in the most numerous new small, medium-sized and also big private enterprises there is no not only social dialogue, but there is often no trade union organization as well. According to the results of research conducted on the rights of workers in middle and large domestic and foreign companies in Serbia compiled and documented by Freedom Fight (2007), none of the 50 examined companies had unions or other forms of labor organizations. Workers who attempted to organize were discouraged and stopped through various informal means such as managers giving strong ''advice'', or by simply firing individuals-scapegoats-in order to discourage others from organizing. One of the most surprising discoveries of the research was to find that two of the companies have explicitly stated in their code of conduct for workers that labor organizing is not welcome.
Understanding that with the current high level of unemployment (hovering around 45%) employers have the added advantage of being able
to force workers to give up their labor rights, puts those who attempt to actualize their rights in the situation where they can find themselves on the street tomorrow. Without trade union support, employees seldom go to court from fear of losing even the job under bad working conditions like not remunerated long working hours.

The regularity that in 2007 the respondents active trade union members more often than respondents not trade union members preferred privatisation does not hold true in the case of electricity, but here the difference in attitudes of these two respondents’ categories has narrowed down very much.


6 There exists econometric evidence on the positive link between minority employee participation in traditional capitalist enterprise results and productivity in the West. According to D. Kruse’s (1991) review of 36 formal empirical studies, out of 265 estimated measuring coefficients, 91.7% take on a positive value. Increases in productivity were found to be the largest in small companies adopting cash plans (Perotin, Robinson, 2003).

7 Thus the argument of many neo-liberal scholars like Friedman, policy makers and international financial institutions like the World Bank, that efficient corporate governance would be best achieved through outside strategic owner with sufficient percentage of shares stake needed for effective monitoring, simply could not have been implemented everywhere.
