    Are foreign satellites operators free to contract directly with telecommunications operators? If not, could India elaborate on the reasons why this is not possible? Resale of telecommunication services is not allowed in India. Could India explain the reasons behind this policy choice? Will these issues be addressed in the New Telecom Policy 2011?
