SAILING INSTRUCTIONS


April 8, 2018

1 RULES

1.1 The Regatta will be governed by the rules as defined in the 2017-2020 Racing Rules of Sailing (RRS), and by the INSA, C420, and CFJ class rules.
1.2 All Sabot A, B and C1 entries must abide by INSA class rule, Section 8.A.1 in INSA year book: For Junior Championship regattas and all Junior A, B and C1 regattas (excluding Sabot II), the gross weight of the skipper plus hull and equipment, as defined in specifications, must equal 220 pounds
1.3 USCG approved PFDs shall be worn at all times by competitors while on the water, other than brief periods while adding or removing clothing. The ‘Y’ flag will not be flown. This modifies RRS 40 and the preamble to Part 4.

2 NOTICES TO COMPETITORS

Notices to competitors will be posted online and on the notice board located on the window of the Lido Isle Yacht Club boardroom.



3 CHANGES TO SAILING INSTRUCTIONS

Any changes to the Sailing Instructions will be posted online and on the notice board located on the window of the Lido Island Yacht Club boardroom no later than 10:30am April 8th.


4 SCHEDULE OF EVENTS For April 8, 2018
C420, CFJ, Lasers, Teras, Sabot A,B,C1, C2, C3

0930-1030 Entry Window

There will be a registratation desk with NOR, course chart’s, and SI’s available. Check in is not required.

There will not be a skipper’s meeting.

1200 First Warning for all classes.

No race shall start after 1500


5 RACE VENUES AND FLEET ASSIGNMENTS

Race Venue #1 will be located near LIYC

Teras, Sabot C1,C2, and C3 will race at Venue #1

Race Venue #2 will be located in or near the Turning Basin

C420s, CFJ’s, Lasers, Sabot A’s and B’s will race at Venue #2
6 THE COURSES

Attachment A below shows diagrams and approximate mark locations for listed courses. Diagrams are a general guide only, as mark locations are subject to change. Diagrams are not drawn to scale.


7 SCHEDULE OF RACES

The Race Committee boat may change the starting order from race to race. Competitors are encouraged to stay near the start area where they can hear Race Committee announcing which class is starting.


8 MARKS

Marks 1,2,3,4 will be orange balls.




9 THE START/FINISH
9.1 Races will be started using 2017-2020 RRS US Sailing prescription Appendix U.

9.2 The start line will be between an orange flag on the Race Committee boat and an orange mark on the port side of Race Committee boat

9.3 For Venue #1 the finish line will be in a separate location from the starting line between an orange flag on a Race Committee boat and an orange mark on the port side of the boat. See diagram.

9.4 For Venue #2 the finish line will be between an orange flag on the Race Committee boat and an orange mark on the starboard side of the boat.

9.5 The start and finish lines are restricted except for when starting or finishing.

10 TIME LIMITS AND TARGET TIMES

10.1 If no boat has passed the first windward mark set in either course within 10 minutes, the race will be abandoned. Failure to meet the target time will not be grounds for redress.

10.2 Boats failing to finish within 15 minutes after the first boat in their Class finishes the same course will be scored Time Limit Expired (”TLE”) without a hearing. In such case, the RC may terminate the race and score the boat points equal to the number of boats finishing plus two (2). This changes RRS 35, 63.1, A4, A5, and A11.

11 PROTESTS AND REQUESTS FOR REDRESS

11.1 A boat intending to protest shall notify the Race Committee as soon as possible after she finishes the race.

11.2 All protests or requsts for redress must be submitted in writing on forms provided by the OA. Forms are available at the protest desk located in the Boardroom at LIYC.

11.3 The time limit for protests to be filed is 30 minutes after the docking of the Race Committee Boat.

11.4 The Protest Committee will hear protests as soon as possible.

11.5 Only the skipper may represent a boat in a hearing. No coach or other person may represent a boat or file a protest on her behalf. This changes RRS 63.3(a).


12 SCORING

12. 1 Two (2) races must be completed to constitute a series.

12.2 When five (5) or fewer races have been completed, a boat’s series score shall be the total of her race scores with no score excluded.

13 SAFETY REGULATIONS

A boat that retires from a race shall notify the Race Committee as soon as possible.


14 EQUIPMENT

A boat or equipment may be inspected at any time for compliance with the Sailing Instructions. If the boat does not have the required equipment or meet class rules, a DSQ will be given in that race.


15 COACHING & SUPPORT BOATS

Coaches shall agree to monitor channel 72.



16 RADIO COMMUNICATION

Race Committee will be monitoring channel 72.



17 TROPHIES

Regatta trophies will be awarded as soon as possible after the conclusion of racing



18 DISCLAIMER OF LIABILITY

Sailing is an activity that has an inherent risk of damage and injury. Competitors in this race participate entirely at their own risk. See RRS 4, Decision to Race. The race organizers (OA, race committee, PC, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this race. By participating in this race, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.
