Subject: Indira Awaas Yojana - Release of 2nd Instalment of Central Assistance for the year 2010-2011 to the District Rural Development Agency (DRDA), DODA of JAMMU & KASHMIR.

Sir,
       I am directed to convey the sanction of the President of India to the payment of grants-in-aid amounting to Rs.31,59,500/-(Rupees Thirty-one Lakh Fifty-nine Thousand and Five Hundred only) to DRDA, DODA as 2nd instalment of Central Assistance for the implementation of the Yojana for the year 2010-2011 as per Annexure attached. No Utilization Certificate is pending in respect of Indira Awaas Yojana for the previous year.

2. The grant is towards the Plan expenditure and will be utilized for construction of new houses/upgradation of kutcha houses into pucca houses, subject to the conditions laid down in the guidelines under the Indira Awaas Yojana (IAY) from time to time. No deviation from the provisions of the guidelines is permissible.

3. The expenditure on the implementation of the programme is to be shared on 75:25 basis between the Centre and the State respectively.

4. The opening balance in the district i.e. the aggregate of balance with DRDA/ZP and the Panchayats should not exceed 10% of the total availability of the funds as on 1.4.2011. In case the opening balance exceeds this limit, the Central share of the excess will be deducted at the time of release of 2nd instalment in the next financial year.

5. The State Government should release its share within a month of the date of release of the Central assistance. The State Government should have released all its contribution (including those of previous year) due up to the date of application for the 2nd instalment. In the event of shortfall in State share, corresponding amount of Central share will be deducted from the 2nd instalment. They are requested to invariably endorse the copy of the release orders to the Central Government addressed as under:

6. The expenditure is debitable to the following Head of Accounts under Demand No.81, Department of Rural Development (2010-2011).

7. The Pay & Accounts Officer, Ministry of Rural Development (Tele:011-23070539) will be the Drawing & Disbursing Officer for the purpose. The amount mentioned in the Annexure will be sent by TT/DD in favour of the Assistant Commissioner (Development) of the concerned DRDAs. The Accounts of the grantee institution or organization shall be open to inspection by Internal Audit of the Pr. Accounts Office functioning under Chief Controller of Accounts, in terms of Rule 211 (1) of GFR 2005”.

8. The DRDA who had furnished their Bank A/C No. for telegraphic transfer may approach their Bank for the amount of Grants-in-aid after one week from the date of receipt of the sanctions. If any difficulty is faced regarding non-receipt of money by telegraphic transfer, the concerned DRDA may please approach Senior Accounts Officer (Special Cell), Room No.548-B, Krishi Bhavan, Ministry of Rural Development, New Delhi. 09. This issues under the powers delegated to this Ministry and in consultation with the Integrated Finance Division vide their U.O.No.2067/Fin.I/2010-11 dated: 01/2/2011.
