4Component 3. ICT for Sector Applications


    1. Planned Sub-Components/Activities

  1. Adopt 6 Federal and Regional level software and standards(Unified Billing System-UBS, Trade Registration and License, EMIS, HMIS,HRMS, Acts and Civil Status Registry System etc)

  2. Develop and Implement Automation System for Priority 4 Sectors

  3. Develop and Implement Portal System for 26 Regional Sectors

  4. Deliver the Digital Library System to customer

  5. develop 7 different Open source Soft wares (Educational Simulations, Digital Notice board, Online Exam, etc)

  6. Repacking 2 Globally available information, Guidelines and knowledge to local needs

  7. Implement applications (Fax automation, Kebele automation, PIIMS, Mail server exchange, WIRS) for 5 Regional Sectors and Zone Offices.




    1. Accomplishments

  1. Adopt 6 Federal and Regional level software and standards(Unified Billing System-UBS, Trade Registration and License, EMIS, HMIS,HRMS, Acts and Civil Status Registry System etc)

As per our plan one application Software’s, Rural Kebele Database Management system taken from Tigray region is customized. For implementation, experts have conducted awareness after installed at Zone, selected Woredas and implement at Keble level.

User manual preparation and piloting at the agency level is carried out. In the same manner rural Kebeles were identified for Kebele database management system implementation in accordance to the criteria (Electric power, office, computer access and the like) set by the agency.



Software’s developed at federal level, like Electronic health management information system, education management system and trade license are also going well

  1. Implement Automation System for Priority 4 Sectors

Business Process Reengineering Automation developed for four Bureaus (Education 5 systems, Health 6 systems , Agriculture 6 systems , Labor and Social affairs 2 systems and 3 common systems for all Bureaus totally 22 systems developed for four Bureaus ), automation development is being completed. 3-14 days end user training is conducted by the developer. Currently the automation system is under hosting process.

  1. Implement Portal System for 26 Regional Sectors

Regional Portal System consisting of 26 Sectors is completed. End user training is conducted by the developer. Currently the portal is hosted and functional www.amhara.gov.et .

  1. Deliver the Digital Library System to customer

Development of digital library system for ANRS Peoples Martyrs Monument Office is developed and enriched by workshop participants. Supplementary documents are produced. Currently, teaching books, different softwares, video, images (figures) are uploaded to the system and is in use.

  1. develop 7 different Open source Softwares(Educational Simulations, Digital Notice board, Online Exam, etc)

Development of Attendance Database system is completed. This database is tested in pilot areas, and seen as a solution for time management and it is used for information transfer if the employee is in meeting or out of office. Online exam development is completed and currently installation of exams is being conducted. Educational simulation is completed and submitted for Bureau of Education for comment. BSC automation (BSC Excel) is completed and implemented in the agency. Next budget year it will be scaled up to other sectors. Store Management System, Materials Registration Data base Management System and the like are also completed.

  1. Repacking 2 Globally available information, Guidelines and knowledge to local needs

For effective and efficient service delivery and maintenances 103 software Galleries are collected and identified. These software Galleries are organized on the Agency FTP server.

  1. Implement applications (Fax automation, Kebele automation, Mail server exchange, WIRS) for 5 Regional Sectors and Zone Offices.

Through field visit and information exchange Applications so far developed and customized are in use. Amhara Region Kebele Data Base (ARKDB) customized from Tigray Region is improved according to the Region context and is completed. Usage manual is developed. Testing in three Woredas has been conducted. Currently expansion is done.

  1. Establish 15 Community Multipurpose ICT Centers

  2. Procure 20 CDMA-1X for Community Multipurpose Information Centers for the availability of internet and e-Mail services

  3. Conduct ICT outreach programs (promotion) through media like Radio, TV, printed media etc.

  4. Organize forums at region, zone, woredas and kebele levels that enable the growth of information society at various levels in the region through tasks like ICT contest and reward system at schools, colleges, communities, celebrating African ICT – Day, etc.

  5. Strengthen and Support Community ICT Centers by providing printed different invoices and training manuals




    1. Accomplishments

  1. Establish 15 Community Multipurpose ICT Centers

In this budget year two, Debre Tabor and Belesa by MCIT and 15 by the Agency totally 17 Centers are established and organized.

Two employees from Community Multipurpose Information Center, one from Dejen(East Gojam) the other from Gidan(North Wollo) attend the workshop organized by MCIT at Addis Ababa on “Impact Assessment of Implemented e-Government System and Software user Survey”.

Follow up, supervision and support for the existing centers is done as usual. Detail is as follows.


  1. Community Multipurpose Information Center

Totally 49 Community Multipurpose Information Centers, 19 by MCIT and the Region, 27 by Regional Government and 3 by the community themselves are established and organized so far. Services delivered by these centers are training, internet, fax, photocopy, etc. These centers played a fundamental role on information accessibility in rural and remote areas.

Besides on line supports in the begging of the year supervision and support at 12 Centers has been conducted. Currently the Region ICT Development Agency Management team has conducted supervision in 15 Centers. Most centers are in a better position of delivering services for the nearby communities. Boards commitment and Officials support is promising in most Centers. Among 34(old) Centers 64.71% conduct basic computer training and 44.12% deliver internet services. Some experiences seen across the centers are; Lalibela Community center earns Birr 10000 monthly from internet, Gondar Disabled Center conduct basic computer training for 32 disabled youths, Awra Amba management and supervision is given by the whole community members besides the committee and internet service available in this small village, Dessie Community experiences good relationship with different organization and has gained computers and other materials and came to consensus training on skill gap needs for the youths with Wollo University, Jabitehnan community gives internet services from WoredNet, and Dejen is on the best position in all activities.


Currently collected data from 34 old Centers shows that Basic computer training is conducted for 1355(M870 F485) Community members. These Centers opened job opportunity for 89(M 43 F46) youths and community members living around. Cumulative capital saved is Birr 590,723.39.


  1. Community Radio Centers

Two community radio centers (Kombolcha and Sekota) organized by MCIT and the Region played a vital role as of Community Multipurpose Information Centers for information accessibility across the area they cover around. There was a problem of coverage for Sekota radio, but now solved supported by ETV, Ethio-Tlecom and Ethiopia Broadcast Agency technically and in material. These two centers open job opportunity for 14(M10 F4) youths and community members living around. Two Centers face problems of shortage of money. All saved about Birr 15800.00.

  1. Bahir Dar ICT Business Incubation Center

Bahir Dar ICT Business Incubation Center was organized by MCIT and the Region for Center of excellence and entrepreneur of ICT and related subject graduates with licensed trade for two years or less duration in the incubation. The Center affords tenant rooms, ICT equipments and furniture, entrepreneurs training and support freely for not more than two years. The Center has 4 years long staring its first Companies registration. After 5 companies’ graduation in 2004 E.C., the center was engaged on selection of new tenants. 18 companies applied and registered. 11 new companies have been selected based on the criteria set before.

Currently the center has 12(3 old and 9 new) companies. When we see companies status in detail, they may be grouped into five occupational categories; 3 new in Promotion and Multimedia with 10(M8, F2) members, 4 new in maintenance with 10(M5, F5) members, one new in training with 2(M 1, F 1) members, 2(one old and one new) in Software and Website with 5 male members and 4(two old and 2 new) in Network with 9(M 5,F 4) members totally these 14 companies have 36(M 24, F 12) members.

The Center’s 2005 performances could be viewed in the following two major groups.


  1. Center’s Performances

One Company participated on Application Business proposal contest organized by Addis Ababa University Center of Excellence. This Company was selected among 15 best from 150 contestants from Micro and small Enterprises and has gained participation certificate. Similarly one company participated on ICT exhibition organized by MCIT. Auditing of status of Center’s finance and materials has been conducted by Agency’s pool Audit, and the Center is exercising the comments given.

Marketing promotion for Companies is being conducting and proposals are submitted to 5 sectors, organizations in the Region and Oromiya Region for one sector. Feedback is waiting for to start. Currently the Center saved Birr 605,771.46.




  1. Companies Performances

Companies have completed successfully maintenances in 8 sectors within the Region, Website development for Bahir Dar Textile factory, wireless network installation in Oromiya Region for one sector, for two sectors within the Region and 25 Woreda Agriculture Offices, Data encoding for Bureau of Education.

Twelve companies earned Birr 991165.00, expenditure is Birr 637408.00 and their balance is Birr 353757.00 which is saved.


In general, 34 old Community Multipurpose Information centers, 2 Radio and one ICT Business Incubation Centers opens job opportunity for 153(M 83 F 70) youth and community members. As a result they open job opportunity for 149(M82 F66) youth and communities which cover 96.73% of the intended plan. These all Centers saved Birr 1,566,101.85. From this total capital we can easily see that their share is; Community Multipurpose Information Centers have 37.72%, Community Radios 1.01%, Bahir Dar ICT Business Incubation Center 38.68% and Bahir Dar ICT Business Incubation Center Companies 22.59%.   1. Procure 20 CDMA-1X for Community Multipurpose Information Centers for the availability of internet and e-Mail services

Procurement of CDMA1-X is not yet done, as mentioned above, it is on bid process.

  1. Conduct ICT outreach programs (promotion) through media like Radio, TV, printed media etc.

The Agency has launched different ICT outreach programs through Radio and Television which strengthen ICT and aware the society. Conducting strong relations with Mass Medias, Agency’s performances are well organized and accessible to the community in different times. Regional magazine and brushers have been developed, published and distributed to the respective organs timely.

  1. Organize forums at region, zone, woredas and kebele levels that enable the growth of information society at various levels in the region through tasks like ICT contest and reward system at schools, colleges, communities, celebrating African ICT – Day, etc.

The African ICT week has been celebrated for the 5th time in the Region. The Agency has conducted an announcement on the status and achievements of ICTs in the Region before and during the African ICT Week. Objective of African ICT Week was also clearly announced through Amhara Radio themed “Promoting Pan-Africans and Africa Renaissance Through ICT”. The Agency discussed and organized steering and technical committees under it led by the management. The Committee prepared action plan on how this African ICT Week is celebrated and distributed to all Regional Bureaus, Zones and Woredas via Zones. The concept paper was organized by the Agency based on AU concept paper of the year. This African ICT Week has been celebrated at Region, Zone, Woreda and Kebele levels in the following two major occasions.
      1. Panel Discussion


All ICT Development Agency employees, Bahir Dar ICT Business Incubation Center’s (employees, graduate companies, and new applicants) and Internet Network Security Agency(INSA) employers who were here in Bahir Dar for BPR Automation installation were welcomed in this occasion. This discussion forum was held on 13, November 2012 with African ICT paperless day, where private and public institutions express their commitment to the digital revolution in Africa. The aim of African ICT week, the concept paper and others were uploaded on the Agency’s Website which contributes much to the essence of the Week. Totally 50 (Male 27 and Female 23) participants attained the occasion at Bahir Dar ICT Business Incubation hall.

For this workshop discussion points have been selected and gained common understanding. Discussion points include:



  1. What is the role of ICT for Pan-Africans unity and renaissance?

  2. Is it right to say that the Africa ICT week is celebrating in adequate and sufficient manner in the Region?

  3. What is the status of the Region in developing information society? How could we improve and more practically implement?

  4. What is our role in developing, using and scaling up ICT?
      1. Community Contest


A community contest on ICT was organized by the Agency according to the EFY 2005 plan. This contest covered the entire Region and the country as a whole broadcasted through Amhara Radio on line. All community members were estimated to follow the questions raised. 18 Male contestants were participated. These 18 contestants have got the opportunity of dialing to the Radio Station. Ranked 1-3, each were awarded 21” Television, Dish including Decoder and CDMA 1- X stood 1st to 3rd respectively. What differs this year event from the last years is that all the three winners are out of Bahir Dar contestants from three Woredas of East and West Gojam and Awi Zones. Two are teachers and one farmer. Two experts have been assigned for questions which need more clarification. Absences of female contestants are seen. This program was used as creating awareness on ICT among the community. Birr 20,937.60 was invested here for promotion work through Radio, reward and allowance for winners.

This year African ICT Day celebration in our Region has a particular event that is the celebration is conducted at local/Kebele level. In North Shoa Berehet Woreda celebrate the day at Woreda and local Kebele named Akrmit. 98(male 75, female 23) community members have been participated. At Woreda level 312(Male 201, Female 111) and totally 410(Male 276, Female 134) attendants attained the ceremony. Different African ICT Day programs have been conducted, among these ICT contest has been conducted and best performers were rewarded timely.
