INTRODUCTION

The actuality of the subject. Sustainable development of transport is the guarantee of integrity in the economic sphere, free exchange of goods and services, freedom of economic activity, competitiveness and living conditions of the population. The normal process of production and exchange of goods is provided by vehicles. Most logistic operations are carried out with the participation of different types of transport, from the initial source to the final consumption points. From this point of view, it plays a coordinating role between the functional areas of transport logistics.

Transmission of products into separate phases of the logistics circuit, that is, the harmonious organization of the production process, the rapid flow of logistic freight outlets from the circulation channels, and the level of production and commodity stocks are closely linked to transport logistics. These positive developments, which have been achieved as a result of the application of logistics to economic processes related to the transportation of goods, have been reinforced by the fundamental structural policy of the market economy in recent years. In the field of logistics, this means that for the transportation enterprises and departments, which have the opportunity to have market economical thinking, to build their own action strategies in this direction, to benefit from the advantages of logistics systems,

Obviously, this creates negative conditions for the economic activity of the transport companies, which requires a flexible transport fleet for the transportation of freight units, accepting consumers' orders and providing them with full-fledged work. The development of the transport system is of great importance for the Republic of Azerbaijan. Along with energy, communications, education, healthcare, infrastructure sectors of the country's economy, transport plays an important role in achieving social, economic, foreign policy and other state priorities by ensuring the primary needs of society. In the early 1990s, the Republic of Azerbaijan made the right choice towards the market economy. The reforms since then have had a major impact on the transport services, which have led to considerable changes in the regulatory environment of the transport sector. Since 1993, substantial renewal of transport infrastructure and management institutions has been undertaken.

Transportation is, according to the policy of the state, an important area in terms of meeting the public needs and serving the economic needs of the country along with other economic sectors of the country (energy, security, nuclear). While different transportation systems are different from each other, public transport is viewed as a single entity of macroeconomics. It does not require competition between different types of transport, but to transform those who use transport services into a single complex that provides complementary, mutual, diverse services. It cooperates with state regulation and supports the development of different types of transport. The object of the dissertation work is the national economy of the country, its transport and logistics complex, various sectors of the transport sector, the current state of transport sector development and other processes. The aim of the research is to define the concept and principles of legal regulation of transport relations formed in the transportation and logistics complex of the national economy, Investigation of the structure of the transport sector in the Republic of Azerbaijan, the objectives of the state policy in the field of transport system development in the Republic of Azerbaijan and the role of the state in regulating the transport system's activity, the complex economic analysis of the current state of the transport sector in the Republic of Azerbaijan, studying and investigating rational legal acts, legal provision of licensing of activity in the transport sector of the Republic of Azerbaijan and investigation of the legal status of the state policy in the transport sector. The research database is local and foreign

researchers and experts' research, working materials and documents of normative and methodological materials, public and government bodies, in particular the Ministry of Transport, State Statistical Committee, Ministry of Economic Development, other structures included in the Ministry of Transport, as well as other official bodies and international organizations series of seminars and conferences, scientific research and literature on the subject of research. The concept and principles of legal regulation of transport relations formed in the transport logistics complex under the condition of transition of theoretical-methodological base, state policy objectives in the development of transport system and the role of the state in the regulation of transport system activity research related to scholars, scientific approaches and conceptual implications horse, research on the main directions of reforms in the field of transport-logistics complex in the modern economy, the analysis of the current state of the transport sector's activity and the results of the local and foreign experts on the legal provision of the logistics complex. In order to achieve the solution of the issues raised in the study, reason, result, comparative analysis, statistical, functional, logical, structural and other methods were used.The structure of the dissertation consists of introduction, two chapters, conclusion and proposal.In the first chapter of the dissertation, the role and place of the transport logistics complex in ensuring the sustainable development of the national economy has been widely studied, the concept and principles of the legal regulation of transport relations formed in the transport logistics complex, as well as the concept of the subject of transport law is widely studied has been made. The second chapter explores the structure of the transport sector in the Republic of Azerbaijan, analyzed the current state of the transport sector's activity in the Republic of Azerbaijan, analyzed the role of the state in the regulation of transport system activities by defining the state policy targets for the development of transport and logistics complex in the Republic of Azerbaijan.
