Decision: Scalable Main bitstreams shall have a base layer that conforms to the Main profile and enhancement layers shall be 4:2:0 8b.

This contribution proposes two constraints for the SHVC main profile: (1) to restrict the total number of dependent layers, including direct dependent and indirect dependent layers, that can be used for inter-layer prediction for SHVC so as to limit the decoder complexity; (2) to require the base layer with TemporalID equal to 0 to be the dependent layer, direct or indirect, for all the enhancement layers so as to fulfill the conformance requirement of sub-bitstream extraction process.

The concept of limiting direct and indirect dependencies was agreed to be valuable. It was suggested that this be a matter of level definition rather than a profile constraint. However, another participant suggested that some constraint be established as a matter of profile specification.

Decision: Limit direct and indirect dependencies to 8 as a profile constraint.

Regarding the lack of base layer in the simulcast case, it was suggested that although we do not have a sub-bitstream extraction process to extract an independent non-base layer, this may be simply a non-normative ("re-writing") functionality that is envisioned but does not need to be specified.

It was suggested to consider providing an informative subclause to describe a method of enabling and performing re-writing.

It was suggested that if we care about rewriting, we might need to think about our parameter set syntax, due to modifications that precede the extension flag.

Further study of this was suggested.

The contribution includes two aspects related to the specification of the Scalable Main profile:



  • Profiles are indicated in the VPS extension syntax for each output layer set, not for the entire bitstream. Consequently, the constraints for profiles, such as the Scalable Main profile, are proposed to be written to concern output layer sets.

  • It is asserted that the constraint on avc_base_layer_flag appears to be true not only for the Scalable Main profile but for any bitstreams following the SHVC or MV-HEVC decoding process, because no mapping process of AVC motion fields has been specified. It is therefore proposed to move the constraint to Annex F.

It was remarked that we do not have a way to express a profile/tier/level constraint that applies to the whole bitstream – only to output layer sets, and this may be a problem.

A suggestion was to mandate that the bitstream include an output layer set that includes all layers in the entire bitstream. However, it was remarked that removal of the top layer of such a bitstream might create a non-conforming bitstream.

Decision (Ed.): Adopt first suggested change (no modification of constraint of avc_base_layer_flag).

Further study was requested on the issue of whole bitstream conformance.

No action was taken at this time on the 2nd item (basically a small editorial spec bug), since larger issues need to be resolved for this hybrid usage.

The purposes of the contributions were.


  • For verification test: JCTVC-O0332, JCTVC-O0360 and JCTVC-O0354 – some of these were included in the updated VT plan.

  • To add 16 bit sequences to RExt CTC: JCTVC-O0069 (considered in BoG D. Flynn Thu)

  • To add CTC for screen content coding: JCTVC-O0172, JCTVC-O0354, JCTVC-O0222, JCTVC-O0256 and JCTVC-O0268. (considered in BoG D. Flynn Thu)
