5 JC 3 is of a different nature to the first 2 JC. To assess the HIV/AIDS response of CFAs the advocacy and lobby efforts should also be analysed. As following evaluation questions will look at processes, outputs and outcomes at counterparts level in the South, the evaluators found it appropriate to include a specific judgment criteria on lobby in this evaluation question.

7 HACI is a grant programme set up by 7 international NGOs or foundations; it is implemented in nine African countries (Kenya, Malawi, Uganda, Ghana, Zambia, Ethiopia, Cameroon, Senegal and Mozambique) and administrated by regional and national secretariats

8 Only an evolution of the amount of funds allocated to awareness and campaigning over the years 2001-2004 can be showed. It did not lie within the scope of this evaluation to analyse in depth the proportion of these campaigning initiatives in relation to the whole campaigning portfolio of each CFA.
