It is hereby proposed that members ratify the increase in the Import Levy approved by Council on 11 July 2008, from R300 to R500.

Proposed by : P J Garbutt

Seconded: Di Kruger, James Brodie, Lee Ermen, Dietmar Kriel
Accepted by required 75% of members: For: 36 Votes – Against: 12 Votes
PJ - To be passed this has to be approved by 75% members. Now that we are a society we have to inspect the animals that come in so the increased levy will help cover these costs. It is still low when compared to other countries.

Gavin explained that the levy was originally imposed to give extra revenue for the club, the extra charge for inspection does not warrant the increase. Importation costs much more than in the early days. Suggested that the inspection costs be carried by the importer and leave the levy as is.


Udo asked if the R500 include the inspection costs? (yes it does). He agreed that R500 was still a reasonable amount. It is fair to have a set fee because some inspections may cost more according to distances travelled etc.

Sally - better to have a standard cost than pay for the inspection independently.

There was discussion on the use of inspectors from other countries and this was left for Council to resolve.
Vote 5.1 Refund of Import Levy

It is hereby proposed that the importation levy be applicable and payable only when an alpaca is first registered.

Proposal rejected: For: 15 Votes – Against: 33 Votes
Gavin - it specifies on application form that it is applicable to the first registration of imported animals. Their were alpacas in his last consignment in the process of being registered when the animals died and Gavin had requested a refund.

Udo suggested that a time limit should be specified – he said that his responsibility ends when they come out of quarantine,

PJ said that the prescribed fee should be payable on submission of all documents to the secretary.

Dietmar - What if a cria is born in quarantine – then the new animal should also pay the R300 levy?

PJ – that would create lots of paperwork.

Udo - if the animal passes quarantine then it is officially in SA and the levy should be paid. What happens afterwards is irrelevant.

Lorna – we need new wording to make this clear
Proposal 6: Minimum Breed Standard

It is hereby proposed that Council amend the current Minimum Breed Standard in accordance with the requirements as detailed in the IAJS Breed Standard. (Copy to be attached)

Proposal rejected: For: 17 Votes – Against: 31 Votes
Lorna – the minimum breed standard as it is now is more of an inspection document and needs to be changed.

PJ disagreed. He carried out a detailed analysis and compared the MBS with the IAJS. Our MBS has more detail and was a higher standard than the IAJS.

Gavin mentioned that he was impressed with the angora goats society breed standards.

Andrew Pringle replied that we can’t compare alpacas to angora goats, one can’t compare breeds with species, one can’t prescribe things or you destroy the breed. The market must determine the minimum breed standard which by definition must be a default checklist.

Lorna says we need a definition – it needs to be separated into 2 documents.

Lorna - we can’t afford to import young high quality animals, the micron definition must be age related.

Marion mentioned that Mike Herrling of AZVD had offered to help us with screening.
Proposal 7: National Herdsire Catalogue

It is hereby proposed that a national herdsire catalogue be started for sires available for stud services. The herd sire’s description, progeny and histogram information should be presented.

PJ – we need to know what the costs would be and who would compile the catalogue.

Eva – no idea of costs

Lorna – excellent idea

Udo – can only produce this if you have proper male certification, so too early at the moment

Marion - maybe we could start by posting this information on the website at first ie male adverting board. Breeders to do it themselves rather than it be an official Society publication.
It was resolved that Council review and determine the way forward.


  1. Topics for discussion




    1. Report on the Society’s PR achievements to date, and future plans for the promotion of the industry – Gavin/Sally

Eva had previously made a suggestion that she be paid to handle Society publicity and proposed an advertising budget of R20,000. She explained that although this seems a large amount, based on the cost of advertising, it is not much.

PJ – as a Society we can’t afford R20 000 expenditure each year. Expenditure must be balanced with marketing the number of animals available for sale into the market or there is no economic benefit. It is up to each member to publicise and market as much as they can.

Sally – asked if Council had discussed a strategy

PJ said no we did not have the resources to follow this up and pay it the attention it deserved. It is easy to say marketing – but we have to first work out where we are going.

Andrew suggested that we rather use that money to have an annual sale, this could be done by video or internet. It would be useful for budgeting if you know that the sale will be at a specific time and then one can see what is out there.

Eva – we need to participate more in fairs and agricultural shows. So many people don’t know what an alpaca is.

Andrew – no point in advertising what we cannot produce – not enough product.

Eva – says the Society should sponsor stands.

Udo – would be very difficult for such a small society. Just an information booth will not interest people – we need something active. Breeders must do their own thing

Sally –we need direction from the Council. We need a basic booklet and information distributed by the breed society. People can do their own thing but incorporate the breed society marketing. Need a structured approach.

Lorna – still a very small society with very limited financial resources. Suggested a little fair – has a stall with alpacas and information which might stimulate buyers. If each of us could do a PR event for alpacas as a general topic rather than focussing on our individual studs it would create a lot of information.

Gavin – proposed a sub-committee responsible for publications and press releases and said that international speakers coming over would be of interest to the Farmers Weekly etc. The idea of a fleece show was a starter. But need information on how to prepare it. The Advantage of a fleece show is that you can have it in any venue.

Other suggestions – have a national alpaca Open day – all farms open to visitors with a list of farms in the area etc.

Society needs a placard – A3 or something – laminated, that can be used by anyone when having an open day – picture of an alpaca, some information, Pamphlets made by the society.

Gavin suggested that Faan’s company can design and give a quote.

Marion – there is a Mohair and wool festival in Port Elizabeth in January at which Jan Jamieson had a display with products, photos, an, A4 information leaflet etc, there were lots of enquiries afterwards.

Gavin – National alpaca open day – go to hospices, schools etc – let the press know. This generates awareness that doesn’t cost anything. Take them to mentally handicapped people.

Eva suggested the Royal Natal show -Warren Kay used to take animals for display and now this is done by PJ

Look for a unique angle – non slaughter.

Marion enquired whether there was any Government funding available for this.

Andrew – very important, alpacas don’t need a lot of space – but needs some expertise. Could put a sustainable unit on a property with alpacas?

At the last AGM we discussed a co-operative, is there something that can be made and then distributed for sale by breeders?

Udo – in UK made socks that they mixed with others – didn’t work.

Gavin – R20 000 in advertising is not going to get us anywhere.

Verena – Eva wrote an article for a German newspaper in Namibia as a result of which a person in a wool shop in Swakopmund bought all Verenas wool.

Sally – still need something from council to bring it all together.

PJ – sub-committee a good idea – anyone interested must contact Gavin.


It was resolved that Council would appoint a sub-committee to address this issue and that information brochures, leaflets, banners, marketing materials etc be put together and be available in 3 or 4 centres to be used by members in promoting alpacas. It was also proposed that Council consider contributing a set amount to members to assist them with the marketing of alpacas when they put up stands at the shows and fairs.

Yahoo group – can website be linked in to it?

Must have general info on alpacas

Quarterly newsletter recommended - keep it simple and 1 council member is responsible for an edition per year.

Commercial section – members must pay for putting information on. Herdsire be put on etc

Adverts might help pay for the website.

James –suggested we tone down our ambitions and offered to look into it and re-spec our requirements. The cost of sophisticated websites could run to R100,000.

Udo – website one of the most important tool of the society. What about contacting those that do other breed societies?

Marion – can’t it be funded by government?

Udo – what about Gavin’s contact in government?

PJ – we have already spent a lot of money on the website and must ensure that future expenditure is effective.

It was resolved that Council through James would investigate this and report back at the next AGM.


    1. Studbook - feedback from Di is detailed in her report.




    1. Process of Registration + Direct Dealing – Sally

Sally – questioned the way things are happening, there are too many problems.

The Registration process does not include separate book for crias – other breeds have this. Until the animal is inspected it is not registered but it is birth notified. This is entered into a separate logbook and would have a separate fee.

Gavin – could birth notification be done by the society, once inspected then it goes to studbook for registration - council to investigate

Sally – the onus and responsibilities must remain with the breeder – must contact studbook directly.

Andrew – a serious stud breeder will want to deal with studbook. If you have a problem and are just starting off then go through Di.

Lorna related her experience with Studbook, the repeated errors with the Registration Certificates and how Di had helped her resolve the problem.

Marion – agrees with birth notification idea – then we should ask the member if they want to become members of studbook so they move up to the next level of being a breeder.

Manfred – not all our animals are registered with studbook

Udo – the society has members with different ambitions, in order to stick together there must be provisions to go forward.

PJ – our industry is made up of breeders with different views and objectives - the breeding industry is a long way away from being sustainable. Many of our members only have a few animals and the Studbook Register is incomplete. Council’s decision to stop direct dealing and encourage all members to deal through Di is the only way to get that register up to date. There are many animals that have been “birth notified” but are not registered. Di’s knowledge of the members and her expertise will help get our house in order. Once it is sorted out then direct dealing can be reviewed. It must be our aim to get the register up to date by the time of the next AGM


    1. Fertility – definition – Udo Mettendorf

Udo presented a case study of an animal that was unable to produce a live cria. It conceived, absorbed it – and finally aborted. If a person buys an animal from an importer for breeding – what is the aim of that purchase? To breed. An animal that can’t breed is a waste of money. The Importer must be held responsible. There are different definitions of the word fertility. 90% of definitions mean the ability to produce a live offspring. What does the society feel about this – should we clarify fertility?

PJ - the society cannot provide a definition that will stand-up in court, anybody buying an animal is taking on a risk ie. the animal could be dead when they get home.

Udo – if I just buy an animal then I could get anything. If I buy a fertile animal then it should be fertile. But can be debated endlessly between lawyers from either side.

Lee – refered to code of conduct.

Sally – fertile does not mean breeding sound as defined by a vet.

Udo – the seller is shirking his responsibilities. This definition should be included in code of conduct. Our standard should be that we all agree that live crias are the standard.

Andrew – when a seller shirks his responsibilities do not deal with him again.

Sally – performance testing will solve these problems.

Manfred – what if something happened to the animal when conceiving, what happens if they mistreated it? The seller cannot be blamed for that.

PJ – it is difficult to specify that fertility means live cria.

Manfred – this comes back to after sale service

Stan – fertility must be specified in the sales agreement.

PJ – it must be defined clearly so that there is no confusion.




    1. Breed standard - A clear report back from council as to where this stands now, and a finalization.

Sally – seems to have been debated and debated but now has been finalised. Performance data is very important, this provides seed stock for a commercial industry. What you provide in the data is economically valuable traits – fleece qualities, trying to get a national herd average.

We need to send in date of birth, weight etc and build up data on the dam. This will then give you the Inter-cria Period (ICP) By inputting all this information then you can get performance statistics.

PJ – people shear differently so must define how these weights would be assessed.

Di – this information can be input into Logix

Andrew – the weaning index is very important. Shows how good the mother is. Gives the buyer an index to compare

Di to find out from Studbook exactly what information can be loaded into Logix.

Sally – we could do it all through ARC.

PJ – asked Sally to let us know what data is required.

Udo – suggested that then we should have an online workshop and one doesn’t have to be a stud breeder to participate.

Andrew – this allows quantitative measurement on the progress of your herd and comparative analysis to other breeders.


    1. Inspections – Peter-John

The checklist allows you to inspect all your animals and submit the complete and signed form to Di so that registration can be completed correctly.


It is up to each breeder to complete the registration process.
6.8 Code of Conduct – Lee Ermen
The Original Code of Conduct was written by Brian McCann and passed by council in 2005.

Lee has amended it – it was supposed to be a proposal that could be voted upon but was removed from the agenda due to timing discrepancies.


The proposed addition is clause 19 in respect of fertility and the wording is as follows:-


  1. A sales agreement should be entered into between the seller/buyer to cover any guarantees that are offered on the fertility of the alpaca sold with respect to her ability to conceive and / or birth a live cria. The definitions of the wording of this agreement must be fully understood and agreed to by both parties.

PJ – the wording is issued for comment and discussion by the members.

Gavin recommends that item no 1 be reviewed. Also look at point no 10.

Verena – herdguards – must they be neutered or not, can they be sold whole?

PJ – nothing has been legislated.

James – it is a problem, they ride the sheep.

Andrew – this kills the sheep.

James recommends neutering

Sally does not agree – says the buyer can be equally responsible but one must wait until it is a problem and then do something about it.

Andrew – must be careful not to neuter too soon, the testosterone needs to kick in.


The Code of Conduct that currently exists is binding.

Amendments shall be tabled at next AGM to be voted upon.


Lee also suggests that we need a code of conduct for council members as well – and provided a copy of the Australian one.
It was recommended that Council consider and review these proposals.


  1. Election of two new Council Members:–

Results: Jane Tyrer and Lee Ermen were elected.




  1. Elect new President and Vice-President.

PJ advised that he would not be standing for President as he had served a long term and it was time for another member to step into this role. He was however willing to stand as Vice-President if so elected.


The results of the elections for President and Vice President were:

President – James Brodie

Vice-President: PJ Garbutt.


  1. General:

    1. Fleece Processing – Peter-John

PJ discussed his trip to Peru and the male herdsires he seen. He is also awaiting delivery of a new de-hairing machine from China – which has been used successfully to remove guard hair from cashmere.

PJ will buy CLEAN leg fleece for R50 per kg.

Andrew – alpaca skins must be sent to the merino tanners and not to a game taxidermist.

PJ warned of a potential meltdown if we focus on breeding to the exclusion of fibre.




    1. Documentation

Gavin – went to the website and there are some forms that we should be using – ie the Service Certificate for verification of mating to herdsires not owned by the breeder.

Application of Transfer should be withdrawn as the reverse side of the registration certificate is sufficient.




    1. Next AGM shall be held before 30 May 2009 in the Western Cape.
