The contribution contains two proposals, the BoG recommended considering the second one.
This proposal is aimed at bit rate savings in the VPS. It replaces a semantic constraint with an inference.
In the existing design, a decoder could ignore the value of splitting flag. With this proposal, the flag has normative changes.
Some editorial improvement would be needed to handle setting default values for scalability type dimensions that are not present.
Decision (affirming BoG M0450 recommendation): Adopting proposal 2. Note that the editorial improvement noted above should be addressed in a revision.
Decision (affirming BoG M0450 recommendation): No signalling of the last dimension_id_len_minus1[ i ], when splitting_flag is equal to 1.
