Study on the tradeoff between coding efficiency and implementation cost of enabling / disabling inter-layer prediction based on temporal sub-layer has been reported in JCTVC-L0278. Furthermore, the initial design for signalling method to support controlling the use of inter-layer prediction based on temporal sub-layer at sequence level has been provided in JCTVC-L0449. This contribution re-proposes the signalling of inter-layer prediction at sequence level as described in JCTVC-L0449 and also provides use-cases describing the asserted benefits of such signalling.
It is claimed that computational complexity can be saved. It is also claimed that potential DPB size saving is possible. However, encoders can control the encoding anyway to achieve such savings without the proposed change.
The indication can be useful for streaming servers, middle boxes or decoders to avoid sending or decoding of non-required lower-layer pictures. However, if the indication is not used in any normative decoding process, then it could also be signalled in an SEI message. Is there any advantage of signalling the indication in the VPS compared to in an SEI message?
M0209 proposes a method to utilize the information in reference picture marking.
Decision (affirming BoG M0450 recommendation): Agreed to syntax and semantics of M0203, with a change of "<=" to "<" in the loop of the added syntax.
