Max Neuendorf, FhG-IIS, asked about the decoder architecture, specifically, what happens when the tool is combined with MPEG Surround tool. It may be that this will require a second set of QMP Analysis/Synthesis filterbanks if the Tonal Components tool is run in mono and the MPS tool is used to produce stereo. The Chair clarified that the CE was run on stereo signals and the MPS tool was not used.
The Chair summarized issues for further discussion:

Is a 210 ms (10240 sample) encoder delay an issue?

The listening test reports are not consistent: Zylia and FhG-IIS agree that id4 is improved, but FhG-IIS additionally reports that one other item is better (salvation) and one item is worse (phi7). This is in conflict with the “one better none worse” rule and conflicts with the desire that all listening tests are generally consistent in terms of what items are perceived as better.
This proposal will continue to be discussed.
