New Secondary/PSAV programs were developed in Digital Media Technology and Technology Support Services. The CCC, Help Desk Support Technician, was added to Computer Information Technology, AS. A new AS in Network Systems Technology and related CCCs were added. Networking Services Technology, AS and related CCCs were daggered. The following Secondary/PSAV programs were daggered: Multimedia Design Technology (including PSAV 1 and 2), New Media Technology, and PC Support Services.

Program Update:
The CET Curriculum Review Committee has finalized their review of the Computer Engineering Technology curriculum frameworks. Their recommendations include removal of the associated certificate programs in order for them to be aligned with a more appropriate degree program. They are also recommending that the CET program be reassigned to the Manufacturing cluster due to the highly technical engineering core and focus of the program. After comparing the CET engineering core with the existing Engineering Technology core, the committee believes that there is sufficient difference to warrant retaining CET as a separate AS/AAS degree program and not attempt integration into the Engineering Technology degree program.

Program Update:
The new Applied Information Technology program has been finalized and readied for implementation in 2012-2013.
The Applied Cybersecurity Curriculum Committee has completed its work. The resulting 4-year comprehensive program is the first of its kind in the country and was granted an emergency waiver by Commissioner Robinson for implementation during the current school year. The program is currently being reviewed by the National Security Agency (NSA), the National Initiative for Cybersecurity Education (NICE), and other nationally focused cyber security organizations.
The Business Computer Programming Committee has now completed all four of the new programming programs slated for release in 2012-2013. Completion of the final program in the suite, Web Application Development & Programming, will result in the outdated Web Programming Services PSAV program to be daggered for deletion. Students will now be able to focus their programming instruction to Java, .NET, database, or web applications.
The Computer Systems Technology Committee has completed its work and has prepared a curriculum framework for a new program entitled “Computer Systems & Information Technology (CSIT)” slated for release in 2012-2013.
A new Information & Communications Technology (ICT) Essentials program has been created for Florida middle school students. This three-year comprehensive program is designed to meet CAPE Middle School Academy requirements, ensuring that completing students are prepared to earn an industry certification, and enter any IT secondary program, or any CTE or academic program.
A three-course suite of middle school courses spanning grades 7 and 8 has been created to orient students to the Information Technology cluster, and in the case of the two eighth grade courses, provide foundational knowledge preparatory to entering an IT career field. The two eighth grade courses are year-long entitled “Fundamentals of Networking and Information Support” and “Fundamentals of Web and Software Development.”
An Information Technology Cooperative Education – OJT course has been created for use in conjunction with any program in the IT Cluster.
An Information Technology Directed Study course has been created for use in conjunction with any program in the IT Cluster.
Due to competing resources and an accelerated publication timetable, the PC Support Committee was not able to complete their curriculum framework effort in time for release in 2012-2013. The new program, Technology Support Services, will shift to next year’s plan of work and be targeted for release in 2013-2014.
The IT AS/AAS Curriculum Review Committee has commenced their work in reviewing the three major IT technical degree programs and their associated certificate programs. The Computer Engineering Technology Subcommittee has been appointed and will be reporting the results of their assessment with suggestions and recommendations on 11/17/2011. This subcommittee is comprised of two representatives each from three colleges along with two industry representatives responsible for vetting the program changes. Sergio Cobo (MDC) is the Chair of the subcommittee.
An initiative has been launched from Broward County to create curriculum related to Health IT Networking, as advanced by Cisco Systems’ Healthcare Information Networking curriculum. Though Cisco does not currently offer a related industry certification, the curriculum does prepare students for the new CompTIA Healthcare IT Technician certification. Current estimates place the program as a 300-hour curriculum that might be used as an alternative specialization path for students in the Networking or the new CSIT program. At this time, this is just a heads-up; more to come as the initiative matures.

Program Update:
The IT Program Review Committee has finalized its work on the new program, which will be released for the 2012-13 school year.
The Business Computer Programming Committee has completed three of the four new programming programs that have resulted from their review. The three completed programs that will be released for the 2012-13 school year are Java Application Development, Database Application Development, and .NET Application Development. The fourth course is Web Application Development and is still being developed.
The PC Support Review Committee has been formed and has begun their review. Veryl White, Information Security Manager for Badcock, and Skip Wyatt, The Geek Squad, have volunteered to serve as SMEs on this committee. Veryl White serves as committee chair. Preliminary discussions indicate that the program is significantly out of date and since the computing environment has evolved dramatically, they have recommended and are proceeding with replacing PC Support Services with a new and extensible program entitled Technology Support Services. This new program will include standards related to supporting remote and mobile technologies (e.g., phones, blackberries, et al) in addition to laptops and tablet devices.
A new review committee has been formed to conduct a collective review of the Computer Engineering Technology (CET), Computer Information Technology (CIT), and the Networking Services Technology (NST) technical degree programs and their CCC programs. Faculty and industry advisory council members from FSCJ, MDC, and VCC will be participating. Kick-off being scheduled for early August.
A cyber security curriculum framework committee has been formed and is in the process of creating the framework for a four-year Applied Cybersecurity program to build and maintain a talent pool of cybersecurity technicians. This effort is being spearheaded by Sypris Electronics in partnership with The MITRE Corporation. The committee also has representation from CompTIA, (ISC)2, FLDOE, Badcock, Miami-Dade Public Schools, an industry consultant, Valencia State College, and the National Center for Computer Security (NCSC), a branch of the National Security Agency (NSA). Career Technical Education Foundation (CTEF) is formalizing the supporting curriculum and hopes to pilot the program beginning in the fall of 2011. Current interest in sponsoring a pilot has been expressed by four districts in Florida and two in Alabama.

Program Update:
The IT Program Review Committee has finalized the first three courses in the new program and is proceeding to finalize the Year-4 elective courses that will be available to extend the program into specialization areas of interest. Next meeting date: 5/18/2011
The Digital Media Technology Committee is currently reviewing a preliminary macro-design for this very technical program. In addition to in-house expertise, Skip Wyatt from The Geek Squad will be a Subject Matter Expert (SME) and ensuring appropriate technology and skill coverage. A separate program will be created in the Arts & A/V cluster to address industry needs on the creative aspects of the industry.

Program Update:
The Web Development program initiative is complete, has received industry approval, and has been published. This new program combined and upgraded the previous Web Design and Web Programming Services programs.
The IT Program Review Committee has made tremendous strides and is nearing completion of their revamping effort of the IT program. With key industry input coupled with NAF representation, the new program will be significantly more aligned with industry than its predecessor. Next meeting date: 1/25/2011.
The Digital Media Technology Review Committee has had a few hiccups, but is now in the process of consolidating the input from the existing committee members. Given the very small size of the current committee, efforts are underway to enlist additional members from Orange and Polk counties. This initiative is an effort to merge the Multimedia Design Technology and the New Media Technology programs into a single IT-oriented program on digital media technology.
The Computer Systems Technology Review Committee has met a couple of times and preliminary indication are that the program requires revamping and aligned with the CompTIA A+ and Network+ industry certifications. Programs are being taught this way in different parts of the state. This will likely result in the creation of a new program. Impact of the new program on the Network Support Technology and the Network Systems Administration programs is being evaluated, but these two other programs may need to be infused into the new program as specialized OCPs. Input from Cisco and other industry representatives is being pursued. Next meeting: 2/1/2011.
The Business Computer Programming Review Committee met at Lake Technical Center and hammered out a completely new program to replace the current, but severely outdated program. The new Software Development program will feature a 600-hour programming core, with specialization OCPs related to Java Programming, .NET Programming, Database Programming, and Web Application Programming (from the Web Development initiative). Margaret Brisbane, the assistant director of ETSD (Enterprise Technology Services Division) from Miami-Dade County, is now a SME for the committee and has volunteered her programming staff to review the curriculum frameworks once they are produced. Program Update:
The IT Program Review Committee has been restarted and is currently reviewing industry competency documents for further discussion during their next conference call on 9/30/2010.
The Business Computer Programming Review Committee has been formed and has had their kick-off conference call. They are currently reviewing documents each committee member has shared for identifying the range of issues to resolve during the review. Lake Technical Center will be setting up a Blackboard environment for use by the committee.
The last of the course standards/benchmarks have been received for the new Web Development program. Duane will be collating the new courses into to the final curriculum framework for one final review by the entire Web Design Review Committee.

Program Update:
Web Design & Programming Services merge. Courses and standards for the first of the three new programs have been identified. Due to the significance of the changes in technology and corresponding skills, the first program will be launched as a new and separate program entitled Web Development. The existing Web Design program will go into a sunset mode for the next three years.
Information Technology program. Review stalled due to personal/family emergencies but should be restarting during the week of 8/16/2010.
An 18-hour Database & E-Commerce Security certificate program has been added to IT Security AS/AAS program and published.
The Business Intelligence Specialist AS/AAS program will likely be published by the end of August. The analysis has been completed, the standards and benchmarks have been identified, and Polk State College is in the process of submitting a formal New Program Request.
The group agreed that a slight modification to the review process was needed in order to accomplish the necessary reviews of the IT curriculum while remaining aligned with the NGOS goal of being industry-driven. The program review committees may be comprised on predominantly teachers or instructors who have volunteered their time to review or revamp programs. Each program review committee will be required to have their work product reviewed by industry representatives to ensure industry alignment. The industry review may be conducted by industry representatives from school, technical center, or college advisory councils, professional associations, or businesses.
The group agreed that all school districts, technical centers, and community colleges should be canvassed for volunteers to staff the program review committees in order to get the needed committees formed and started.
The group agreed that review of the Computer Systems Technology (CST) program should begin this year rather than next year since there is both interest and individuals willing to do the review. It was discussed and also agreed that given the similarity in content, CST should be reviewed in concert with the Network Support Services and the Network Systems Administration programs. A program review committee will be formed to achieve this.

The Business Intelligence Program Committee has completed the DACUM/analysis phase of this program initiative. The sponsoring college (Polk State College) is preparing the New Program Request Form and curriculum framework for submission to DOE.
The IT Working Group will be meeting between August 10 – 12 via conference call.

The Business Intelligence Program Committee has met several times to finalize the task analysis for this program. Based on industry input, the primary occupational title targeted for this program is the Business Intelligence Specialist. The consensus was that no employer would hire a Business Intelligence Analyst with less than a bachelor’s degree. The committee will meet again on 6/29/2010 to finalize the standards/benchmarks and attempt to reach closure on program length.
The Web Committee has created draft curriculum frameworks for each of the courses in the new program. These frameworks are currently being refined in terms of topic sequence and OCP alignment. Given the relatively significant scope of change, some consideration is being given to implementing this new program as a separate and new program while phasing out the current program over a two to three-year period.
The Information Technology Program Committee has met via conference call and work is underway in updating the associated standards. Due to a recent family emergency for the committee’s Chair, a more substantial update will be forthcoming.
Interest has been expressed by Polk State College to accelerate the review of the Computer Programming & Analysis and the Business Computer Program programs. The item will be taken up by the IT Working Group at their next meeting.
A new program on Cyber Security has surfaced that is currently being developed in Pinellas County as a collaborative effort involving the U.S. Air Force and the Defense Intelligence Agency. This is an extremely high demand field and a new program request is being crafted at this time.
The IT Working Group is attempting to meet again on July 7 or 8.

The Business Intelligence Program Committee met via conference call and decided on a strategy for developing the curriculum frameworks. Maximum use will be made of standards and competencies in existing programs, however a more formal task analysis will be conducted on May 10 at Polk State College with subject matter experts to validate identified standards, expanding as needed.
The Web Committee met via conference call, finalized the course organization, and divvied up the work. Each committee member signed up to complete one or more courses. The next status meeting will be during the week of May 16.
Jana Hambruch from Lee County Public Schools has joined the IT Working Group to replace Marshall Skinner (Martin County) who is retiring at the end of this week. Jana brings to the group a highly technical background from the private sector tempered with acute insight into educational and pedagogical issues.
Jason Shrewsbury, Director of Business Operations for TEK Systems, has joined the IT Working Group. TEK Systems is an IT staffing firm and Jason brings keen insight into the skill sets in demand by industry.

Web Design Committee – The committee welcomes its newest member, Stephen Schneiter from Certification Partners. This organization is the certifying agency for the CIW series of industry certifications. As a curriculum specialist, Stephen will be assisting the other committee members formalize the new program standards. The committee met via conference call on Tuesday, 4/13/2010, to finalize the organization and course sequence of the Web Design program and divide up the work effort. The committee will focus their efforts first on the Web Design program and will take the same approach with the other two programs when it is complete. Although Martha and Becky were unable to participate in the call, course development assignments made during the call included:
Becky Martin has had to bow out of the committee as she is coordinating the preparatory efforts for COE reaccreditation. We appreciate her contributions thus far and wish her the best. The committee’s next conference call is slated for 5/11/2010 to gauge progress.
IT Committee – The IT program committee is trying to set up their initial conference call during the last week of April. Aligning work schedules is proving to be quite a challenge.
Business Intelligence – The BI program committee is attempting to meet via conference call during the last week of April. Dr. Jerry Oglesby, Director of Global Academic Programs & Global Certifications in the Education Division of SAS, has joined the committee. SAS is a leading vendor of business intelligence applications.
The IT Security CCC program request is in the process of being revisited, specifically the CCC program will actually be an 18-credit hour CCC program entitled “Database & E-Commerce Security.” The program will exist as part of the existing IT Security AAS/AS program. Hillsborough Community College is resubmitting their request.

Duane Hume received a request from Polk State College and industry representatives to initiate curriculum frameworks for an AS/AAS degree program on Business Intelligence Analysis. Since this program area had been identified in both the Business Management and Administration Working Group and the Information Technology Working Group, two conference calls were conducted to discuss the scope and focus of the program(s). Participating in the conference calls were the chairs and co-chairs of the two Working Groups, representatives from Polk State College and numerous representatives from industry, including Publix, Florida Naturals, CSX Technologies, MidFlorida Banks, FedEx, Lakeland Regional Medical Center, and Badcock. Based on the consensus reached during these two calls, the following course of action will be taken:
There will be one AS/AAS degree program, placed in the Information Technology cluster, which targets the 15-1099.10 SOC code for Business Intelligence Analysts. Brian Terrell (Publix) will be chairing the program committee. Members of this committee have been identified and are currently getting organized.
Serena Peeler (Polk County) will be augmenting the committee to ascertain the need for a secondary/postsecondary program of study. If student progression is not readily discernable, Polk County will initiate a new program request as needed. Serena will also be assessing any implications on existing or planned business program review/revision.
The Program Committee will also be evaluating the potential or need for a certificate or specialization path for the business analytics aspect of Business Intelligence Analysis. This may be needed at the AS/AAS level or may be deferred to the BS Level, as determined by the committee.
Ron Mallory, Director – Technology Infrastructure for W.C. Badcock Corporation, will be chairing the Information Technology Program Committee. After a preliminary discussion on 2/11/2010, the initial conference call meeting will be scheduled for the committee members.
The initial standards for the new Web design programs have been crafted by Kim Williams (Lee County). The standards will be disseminated to the program committee members by 2/11/2010 for comment, discussion, and revision. Although the foundational skills required a respectable amount of updating, the overall range of skills has greatly expanded and is expected to span three programs (Web Design, Dynamic Web Programming, and Web Application Programming).

Planning Activities
The Working Group met via conference call on 11/19/2009 with nine members attending. The primary goal of this meeting was to form Program Committees for the following programs:
Information Technology (8207300/Y300300) and Computer Information Technology (CIT) AS/AAS
The secondary/postsecondary IT program is being updated and realigned to industry expectations and, subject to the committee endorsement, to the CompTIA A+ industry certification. With a large number of NAF academies in Florida, NAF has accepted an invitation to participate in this realignment. The review effort will commence once a committee Chair from industry has been identified (currently in process). As this program is realigned, the CIT program will be reviewed to ensure continuity and congruence.
Business Computer Programming (BCP) and Computer Programming & Analysis
The review of these two programs has been added to the work plan for 2010-2011 due to input from the field and the need to realign standards to a rapidly changing industry. The Program Committee may recommend restructuring BCP into multiple, more focused programs. The Computer Programming & Analysis AS/AAS program will be reviewed at the same time to ensure continuity and congruence. The review effort will commence once a committee Chair from industry has been identified (currently in process).
Digital Media Technology (Multimedia Design Technology & New Media Technology Merge)
The creation of the Digital Media Technology program will be the result of merging the Multimedia Design Technology program (8212400/B070200) and the New Media Technology program (8207400/B077400). The Program Committee for this effort will be comprised of industry representatives from the digital media and the information technology sectors, as well as educators from secondary and postsecondary entities. Preliminary discussions are underway and the committee members being identified. It should be noted that the direction and scope of much of the planned program development and review is contingent upon the current update effort of the foundational programs. For example, the new Web programs will include Web Design, Dynamic Web Programming, and Web Application Development. The depth of these programs will affect the focus and placement of other programs under review and consideration for development.
Program Changes
The Business Intelligence (Decision Support Systems) program targeted for creation is being expanded into the Business Working Group as well due to the mutual considerations for this emerging industry segment. SAS, the industry’s leading provider of BI software applications, will be playing a key role in the creation of a complete program of study.
The GIS Application Development program targeted for creation is being revisited in light of the Web Design overhaul establishing a program on Web Application Programming. Once that program is formalized, the need for a separate program on GIS Application Programming will be evaluated.
Based on input received from industry and the field, there is a definite need for a program of study related to Integrated Collaborative Environments (ICE). An ICE includes web-based conferencing and collaboration, desktop videoconferencing, and instant messaging to support the flow and sharing of information. Applications exist for document flow management, peer-to-peer collaboration, knowledge management, and social network systems. This program of study will focus on skills associated with the range of pertinent technologies, including their configuration, operation, and optimization. The Working Group will identify and form a Program Committee to begin work on this program in 2010-2011.
There are a number of AS/AAS programs that have been targeted for realignment as certificate programs under the Computer Information Technology AS/AAS program. Since this is primarily an educational organization issue, the Working Group will work with DOE to communicate and obtain input from colleges around the state currently offering the affected programs, and coordinate any realignment agreed upon.

Update Academy of Information Technology (AOIT) (Secondary) and extend to PSAV
Combine Web Design (Secondary/PSAV) and Web Programming Services (PSAV)
Extend Academy of Database & Programming Essentials (Secondary) to PSAV
Strategies for Programs being addressed in 2009/10
Academy of Information Technology - This program needs to be realigned to the NAF IT Academy and extended to PSAV students. Review currently underway by original author.
Web Design/Web Programming Services – These two programs need to be updated and combined into a single focused secondary and PSAV program.
Academy of Database & Programming Essentials – This program is modeled after the Oracle Academy and was recently updated to a 4-credit program. Requests have been received to extend this program to the PSAV level. Work involves identifying OCPs and creating new framework.

Conference call during the week following the Steering Committee meeting.
Important Note:
As a whole, the group felt that the majority of IT program offerings covered the range of IT occupations adequately, but that some updating and realignment was needed. Programs that were “state-of-the-art” at the time they were implemented are now considered routine in industry and are achievable at earlier completion points. Much of the discussion by the group focused on the combining of programs to improvement alignment with industry expectations. The group acknowledged that some of the programs from the STEM group would have implications in the IT cluster.
