WMO Information System Data Communication Networks WHY?

  • Fred Branski

  • Office of the Chief Information Officer

  • NOAA’s National Weather Service

Why do we need the WIS?

  • Why do we need any Data Communication Networks?

  • To move data and products?

  • To feed processing systems?

  • To tell someone something?

  • To Improve life! By satisfying societies needs.

  • Hold that thought -

WIS Data Communication Network Needs

  • Full functionality for current requirements

  • Relative ease to expand functionality

  • Extensible virtualization

  • Transition to new technology

  • Network centric systems to provide interconnectivity

  • Highly scaleable architecture

  • Routine technology refresh

WIS Data Communication Network Needs

Challenges and Opportunities for the WIS

  • Demand for data and prediction services has dramatically increased

    • Climate Services: Drought / El Niño/La Niña
    • Seismic data for Tsunami Warning Systems
    • Non traditional data sets / Mesonet Data
    • Extra-disciplinary (other sciences) data sets
  • International Data Policy: Open & unrestricted use of weather, climate and ocean data

  • Inter/Intra regional cooperation & programs

  • Global Earth Observing System of Systems (GEOSS)

  • WMO code migration

  • DAR technologies

  • Technology infusion: Keeping up with advances in science and technology

  • IPv6

New Technologies

  • Geographic Information Systems (GIS)

  • Digital Audio / Video Broadcast (DAB / DVB)

  • Optical Networks

  • Multi Protocol Label Switching (MPLS)

  • Wireless

  • Public-Key Infrastructure (PKI)

  • New Data Formats

    • Table driven – Binary & XML
    • Array based – HDF & NetCDF
  • Data discovery based exchange (DAR)

WIS Data Communication Systems

  • GTS

  • IGDDS

  • DAR

  • Internet

  • Radio

  • Phone

US GISC / VGISC

  • US WIS development planning & implementation underway

  • Major infrastructure upgrades in process & need to be completed.

    • Replacement Message Switching System
      • File switching capability built into new systems
    • Geographically separated , fully functional back up system
      • Data synchronization via database snapshoting using Db change logs.
    • Nationwide MPLS cloud
      • All connectivity will transition to direct connect or a gateway connection
      • Transition of connections underway
  • WMC / RTH Washington will provide WIS GISC functionality within its systems.

    • Will have virtual extension to other centers adding to GISC functionality
    • Will coordinate within Region IV to develop regional plan

Major WIS Concern

  • Existing GTS Frame relay contract ends Dec 2007

  • BT may be willing to extend for 1 year

  • What will be its replacement ???

  • MPLS ???

Data Communication Networks The Highway

  • GTS itself – MTN & RMTN

  • IGDDS – Satellite Dissemination & Collections systems

  • Regional / National Networks

  • Highways are often multi-lane using VPN or dedicated channels

Data Communication Networks The Trucks

  • X.25

  • Asynchronous

  • IP / Sockets / Frame Relay /MPLS

      • FTP
      • Email
      • Web
  • DAB / DVB

  • LDM

  • XML

Data Communication Networks The Cargo

  • Observations, Products, Watches, Warnings

  • Data objects

    • WMO formatted messages
    • Files
  • Standard formats

    • GRIB, BUFR, CREX
    • XML wrapped objects – may be alphanumeric text or tagged files containing ???
    • NetCDF, HDF

Data Communication Networks The Grocer, the Baker, the Gingerbread Maker

  • Data Collection or Production Centers (DCPC)

  • Regional Specialized Meteorological Centers (RSMC)

  • Numerical weather modeling centers

  • National centers

  • Data Archive centers

  • Academic institutions

  • Any global, regional or local data holding or producing center for which a need to access data from or send data to exists.

Data Communication Networks The Warehouse

  • GISC / VGISC – This is the new piece and the challenge

    • How do we support operational functions with these new technologies?
      • Currently, RTH Washington services 75 to 100 request/reply queries per day.
      • How will this scale?
    • Data Synchronization
    • From managed network services to managed information services
    • User not provider managed dissemination services via subscription and ad hoc requesting

Data Communication Networks WIS

  • The Highway

    • GTS, IGDDS, DAR
  • The Trucks

    • X.25, IP (HTTP, FTP, etc) DAB, DVB, Radio, TV, phone, voice, writing
  • The Cargo

    • Observations, Products, Watches, Warnings
    • GRIB, BUFR,
  • The Grocer, the Baker, the Candlestick Maker

    • Global, Regional or National data holders or producers
    • DCPCs, RSMCs, National Centers,
  • The Warehouse

    • GISC / VGISC

Data Communication Networks WIS

  • Highways, Trucks, Cargo,

  • Grocers, Bakers and Candlestick Makers

  • And now Warehousing

  • THE INTERNATIONAL DATA TRANSPORTATION NETWORK

  • Road transport systems must also handle emergency services be they police, ambulance or rescue.

  • The People !!!
