Detailed information about quality, the ISO 9000 Standards, total quality management, quality in education and total quality management concepts are presented. The history of maritime education, current maritime education, analyzing maritime training institutions in our country and maritime education in the world and licenses issued as a result of this training are discussed.

The necessity and importance of quality standards for maritime education, international and national legislation on the subject have been given. Educational institutions have set up quality management system, monitoring, evaluation and reporting were discussed.

Maritime training institutions in the world are examples of the study. STW meeting of ''Audit Quality of Education in Maritime Countries", offering a proposal for Singapore's maritime education and also the Norway’s of the quality standard system example were investigated. In addition, University of Yalova, Piri Reis University, Karamursel University, Karadeniz Technical University, examined a common quality marine parts of the Quality Manuals handbook for the creation of the model proposed.

In the last section there is a evalatuion about model stduy.
