ÖZET

Bu araştırmada, Türk Milli Eğitim Sistemi'nin hedeflediği insan tipi ile yetişen insan tipinin karşılaştırması yapılmıştır. Başta Anayasa olmak üzere eğitimle ilgili yasa ve yönetmelikler ile ortaöğretim kurumlarının ders programları incelenmiş ve Türk Milli Eğitim Sistemi'nin nasıl bir insan yetiştirmeyi hedeflediği

belirlenmiştir.

Hedeflenen nitelikler doğrultusunda araştırma anketi hazırlanmış ve anket, Ankara Büyükşehir Belediyesi sınırları içindeki ortaöğretim kurumlarından genel liseler, imam hatip liseleri ve özel liselerin son sınıflarındaki öğrencilere ve anket uygulanan sınıflarda dersi olan öğretmenlere uygulanmıştır.

Öğrenci yanıtlarına göre, milli eğitim sisteminin hedeflediği niteliklerde insanlar yetiştirmedeki başarısı çok derecededir. Öğrenciler evrensel nitelikleri tam derecede, bireysel nitelikleri çok derecede, demokratik nitelikleri tam derecede, sanat, kültür, sporla ilgili nitelikleri orta derecede, milliyetçilikle ilgili nitelikleri çok derecede ve Atatürkçülükle ilgili nitelikleri de tam derecede kazandıklarını belirtmişlerdir.

Evrensel ve demokratik niteliklerin kazanılmasında okul türleri arasında anlamlı bir fark görülmezken, bireysel niteliklerde özel liselerin genel liselere göre; sanat, kültür, sporla ilgili niteliklerde özel liselerin genel liselere ve imam hatip liselerine ve genel liselerin de imam hatip liselerine göre öne çıktığı; Atatürkçülükle ilgili niteliklerinde imam hatip liselerinin genel liselere ve özel liselere göre; milliyetçilikle ilgili niteliklerde ise özel liselerin genel liselere ve imam hatip liselerine göre geride kaldığı saptanmıştır. Anketin tümüne göre ise, imam hatip liselerinin aleyhinde olmak üzere imam hatip liseleriyle genel liseler ve özel liseler arasında anlamlı farklar vardır.

Öğrencilerin çoğunluğu eğitim sistemine güvenmemekte ve sistemin bozuk, yetersiz ve sürekli değiştiği yönünde eleştiriler getirmektedirler. Sisteme ilişkin beklentiler ise, daha çağdaş, kaliteli bir eğitim ve öğrenci görüşlerini de dikkate alınmasıdır.

Öğretmenlere göre, öğrencilerin hedef nitelikleri kazanma dereceleri ortadır. onların ankete verdikleri yanıtlar, Atatürkçülük alt ölçeği dışındaki ölçeklerde, öğrenci yanıtlarına göre anlamlı derecede farklılık göstermektedir. Eğitim sistemine yönelik eleştiri ve beklentiler, öğrencilerinkiyle büyük oranda aynıdır.

ABSTRACT

In this research, a comparison has been made between the type of human being that the Turkish National Education System aims at and the one that is being brought up. Primarily, the Constitution, then laws and regulations related to the education and the course programs of the institutions of secondary education have been analyzed and what kind of a person that Turkish National Education System aims at bringing up has been stated.

A research questionaire in accordance to the qualities aimed at has been prepared and the questionnaire has been applied to the State high schools from the institutions of Secondary education which are in the boundaries of Ankara Metropolis Municipality, to the students in the last grade of high School for the Training of Islamic Religious personnel and Private High Schools and to their teachers who teach to those classes above.

According to the students’ answers the success of National Education System in bringing up people with the qualities it aims at has various degrees. The students stated that they had gained the universal qualities to the full extent, individual qualities at a high degree. democratic qualities to the full extent. the qualities related to art, culture, sports at a moderate level, the qualities related to Nationalism at a high degree, and the qualities related to Kemalism to the full extent.

While a significant difference was not seen among the types of schools in the acquisition of universal and democratic qualities, it was determined that private schools were more successful in developing individual qualities with respect to state high schools private schools were also more successful in developing qualities related to art , culture and sports with respect to the state high schools and high schools for the training of Islamic Religious Personnel. and State high schools were more successful with respect to high schools for the training of Islamic Religious Personnel. It was also determined that high schools for the training of Islamic Religious Personnel were not successful in developing the qualities related to Kemalism with respect to State high schools and private High schools, Private high schools were not successful in developing the qualities related to Nationalism with respect to state high schools and high schools for the training of Islamic Religious Personnel According to the whole of the questionnaire, however, there are significant differences, working against high schools for the training of Islamic Religious Personnel, among high schools for the training of Islamic Religious Personnel, state high schools and private high schools.

The majority of the students do not trust the education system and bring for ward criticisms in its being disorderly, inadequate and continuously changed. The expectations as to the system, however, are a more modern and qualified education .. and the consideration of students views.

According to the teachers, the acquisition of the target qualities are at a moderate degree The answers they gave to the questionnaire show a significant difference with respect to the answers of the students an the states excluding the sub-scale of Kemalism. Their expectations of and criticisms to wards the education system is the same to a great extent as those of the students.
