2 Establishment of South African Weather Service


(1) There is hereby established a juristic person known as the South African Weather Service.
(2) The Weather Service acts through the Board.
17 Accounting authority
(1) Despite the provisions of section 49 (2) (a) of the Public Finance Management Act, 1999 (Act 1 of 1999), the Chief Executive Officer is the accounting officer of the Weather Service, and must comply with the provisions of the Public Finance Management Act, 1999.
(2) The Weather Service must-
(a) furnish the Minister with information which he or she may require concerning the activities and financial position of the Weather Service; and
(b) submit to the Minister not later than five months after the end of each year, an annual report containing a balance sheet, a statement of income and expenditure certified by the Auditor-General and such other particulars as the Minister may require.

(3) The Minister must table the annual report in Parliament within 14 days of receipt thereof if Parliament is then sitting or, if Parliament is not then sitting, within 14 days after the commencement of the next sitting.


20 Regulating Committee
(1) (a) The Minister must establish a committee, to be known as the Regulating Committee for Meteorological Services.
(b) In this Chapter any reference to Committee means the Regulating Committee referred to in paragraph (a).
21 Functions of Regulating Committee
(3) The Committee must report before 30 June each year on the work of the Committee to the Minister, and the Minister must table the report in Parliament within 30 days after it is submitted to him or her.

24 Entering into and ratification of conventions, treaties and agreements


(1) The State President may, by proclamation in the Gazette, add to this Act any Schedule in which the provisions of an international convention, treaty or agreement relating to space affairs entered into or ratified by the Government of the Republic, are included.
(2) (a) The State President may, by proclamation in the Gazette, amend the Schedule-
(i) to give effect to any amendment of or addition to a convention, treaty or agreement referred to in subsection (1) which may be made from time to time and has been ratified by the Government of the Republic;
(ii) by the substitution for any convention, treaty or agreement appearing therein of a new convention, treaty or agreement entered into or ratified by the Government of the Republic under subsection (1).
(4) The Minister shall lay a copy of every proclamation issued under subsection (1) or (2) upon the Table in Parliament within 14 days after publication thereof in the Gazette if Parliament is then in ordinary session or, if Parliament is not then in ordinary session, within 14 days after the commencement of its next ensuing ordinary session.

Special Investigating Units and Special Tribunals Act 74 of 1996

4 Functions of Special Investigating Unit


(1) The functions of a Special Investigating Unit are, within the framework of its terms of reference as set out in the proclamation referred to in section 2 (1)-
(h) to at least twice a year submit a report to Parliament on the investigations by and the activities, composition and expenditure of such Unit.

Standards Act 29 of 1993

2 Continuation of South African Bureau of Standards


(1) The South African Bureau of Standards established by section 2 of the Standards Act, 1945 (Act 24 of 1945), shall, notwithstanding the repeal of the Standards Act, 1982 (Act 30 of 1982), by this Act, continue to exist as a juristic person known as the SABS and is the national institution for the promotion and maintenance of standards.
6 Continuation of Council of South African Bureau of Standards
The Council of the South African Bureau of Standards established by section 4 of the Standards Act, 1962 (Act 33 of 1962), shall, notwithstanding the repeal by this Act of the Standards Act, 1982 (Act 30 of 1982), but subject to the conditions of this Act, continue to exist.
14 Auditing and annual report
(2) The council shall-
(b) as soon as practicable after the end of each financial year submit to the Minister an annual report on the affairs and functions of the SABS in respect of that financial year which shall, inter alia, include a statement of income and expenditure and a balance sheet certified by the Auditor-General and such further particulars as the Minister may require.
(3) The Minister shall table the annual report referred to in subsection (2) (b) in Parliament-
(a) within 14 days after receipt thereof, if Parliament is in ordinary session; or
(b) if Parliament is not in ordinary session, within 14 days of the commencement of its next ensuing ordinary session.

24 Accountability
(1) The Agency is accountable to the Minister.
(2) The Agency must compile an annual report and submit it to the Minister, who must table that report in Parliament.
(3) The Agency must comply with the Reporting by Public Entities Act, 1992 (Act 93 of 1992), as applicable to listed entities.

State of Emergency Act 64 of 1997


3 Parliamentary supervision
(1) A copy of any proclamation declaring a state of emergency and of any regulation, order, rule or bylaw made in pursuance of any such declaration shall be laid upon the Table in Parliament by the President as soon as possible after the publication thereof.
(2) In addition to the powers conferred upon the National Assembly by section 37 (2) (b) of the Constitution of the Republic of South Africa, 1996, the National Assembly may-
(a) disapprove of any such regulation, order, rule or bylaw or of any provision thereof; or
(b) make any recommendation to the President in connection with any such proclamation, regulation, order, rule, bylaw or provision.
4 Lapsing of emergency regulations
(1) Any regulation, order, rule or bylaw made in pursuance of the declaration of a particular state of emergency, or any provision thereof, shall cease to be of force and effect-
(a) as from the date on which the proclamation declaring that state of emergency is withdrawn by the President under section 1 (3);
(b) as from the date on which the National Assembly-
(i) resolves under section 37 (2) (b) of the Constitution of the Republic of South Africa, 1996, not to extend the declaration of that state of emergency; or
(ii) resolves under section 3 (2) (a) to disapprove of any such regulation, order, rule, bylaw or provision, to the extent to which it is so disapproved; or
(c) as from the date on which the declaration of that state of emergency lapses as contemplated in the said section 37 (2) (b),
whichever is the earlier date.
