1 Many of these groups function as “stealth” epistemic communities, or pressure groups, with definite agendas, focussing on “hot” issues such as the state of world fisheries, their impact on ecosystems, the role of marine protected areas (MPAs), protection of emblematic species, some forms of ecosystem approach to fisheries (EAF) or of ecosystem-based fisheries management (EBFM), co-management, fishing rights and individual transferable quotas (ITQs), etc.
