17.2.1.2. Senior Contracts Manager


Directly responsibility for administration of the contract. The Senior Contracts

Manager serves as the primary point of contact and liaison between the Government’s Contracting Officer and the Contractor.

Standard: The Senior Contract Manager is required to have the following qualifications:


  • A four-year college degree in business or related field from an accredited college/university;

  • 10 years’ experience in managing (Governmental or non-Governmental) procurements;

  • 5 years’ experience in managing relevant Federal procurements.

17.2.1.3. Senior Interior Designer


This individual provides professional Interior Design oversight and guidance to the Task Order level Interior Design services.

Standard: The Senior Interior Designer should, except if stated otherwise, have the following qualifications:



  • A four-year college degree in interior design or a related field from an accredited college/university;

  • 10 years’ experience in design and design review of relevant (Governmental or non-Governmental) projects;

  • 5 years of experience on relevant Federal projects;

  • Not be officially affiliated with any furniture dealership, vendor or manufacturer;

  • National Council for Interior Design Qualification (NCIDQ) certified

17.2.1.4. Project Manager (PM)


The individual(s) who has the direct responsibility for an individual project(s). For each Task Order issued, the Contractor shall designate a PM. The Government anticipates that a typical PM will be required on the project site full time and will only be assigned to one project at a time.

Standard: Project Managers, at a minimum, shall have the following qualifications:



  • A four-year college degree in architecture, interior design, engineering, business or a related field from an accredited college/university;

  • 5 years’ experience in a supervisory position;

  • 5 years’ experience in managing relevant (Governmental or non-Governmental) projects; and 2 years of experience on relevant Federal projects

  • PMP Certification Preferred

17.2.1.5. Interior Designer


This individual has the direct responsibility for the professional Interior

Design services as required on an individual project basis. For each Task Order requiring Interior Design services, the Contractor shall designate a Project Interior Designer.

Standard: The Interior Designer, at a minimum, shall have the following qualifications:


  • A four-year college degree in interior design or a related field from an accredited college/university;

  • 5 years’ experience in the design and design review of relevant (Governmental or non-Governmental) projects;

  • 2 years of experience on relevant Federal projects;

  • National Council for Interior Design Qualification (NCIDQ) certified; and

  • Not be formally or officially affiliated with any furniture dealership, vendor or manufacturer

17.2.1.6. Biomedical/Research Equipment Planning Specialist


Provides expertise in the planning, and specifying of biomedical/biomedical research equipment for project(s) involving multi-disciplinary and diverse healthcare and research facility activities.

Standard: The Biomedical/Biomedical Research Equipment Planning Specialist, at a minimum, shall have the following qualifications:



  • 5 years’ biomedical/biomedical research equipment planning experience; and

  • 3 years’ biomedical/biomedical research equipment planning experience on relevant Federal projects.

17.2.1.7. Transition Planner


Provides expertise in the clinical and logistical activities and services required for the transition from existing facilities to new facilities, reorganization, and consolidation of existing facilities, and/or opening new facilities. Facilitates the conduct of customer needs assessments to identify specific customer requirements for initial outfitting and transition. Services may include maintaining project documentation, coordinating schedules, and providing on-site supervision of move activity and coordination of paperwork and subcontracts involved in a relocation project.

Standard: The Transition Planner shall have the following qualifications:



  • Possess a working knowledge of clinical/research functions with an understanding of how to interface with varying outpatient clinical departments, administrative and research departments;

  • Possess a working knowledge of the processes associated with the planning, design, and execution of relevant construction;

  • Familiar with the myriad of transition activities associated with construction and renovation type projects;

  • 5 years’ transition planning experience; and

  • 2 years’ transition planning experience on relevant Federal projects

17.2.1.8. Information Technology (IT) Planner


Provides technical, managerial, and administrative direction for problem definition, analysis, requirements development, and implementation for logistics and related information systems. Makes recommendations and advises on organization-wide information systems architecture; networking; telecommunications; automation; communications protocols; risk management/electronic analysis.

Standard: The IT Planner, at a minimum, shall have the following qualifications:



  • A four-year college degree in information technology or a related field from an accredited college/university;

  • 7 years’ experience in the IT field; and

  • 3 years’ experience on relevant Federal projects

17.2.1.9. Environmental Graphic Designer


This individual has the direct responsibility for the professional Environmental Graphic Design services as required on an individual project basis. This addresses the visual aspects of signage/wayfinding, identification, and branding as pertaining to navigation of the buildings. For each Task Order requiring signage and wayfinding services, the Contractor shall designate a Project Environmental Graphic Designer.

Standard: The Environmental Graphic Designer, at a minimum, shall have the following qualifications:



  • A four-year degree in environmental graphic design or related field from an accredited college/university;

  • 5 years’ experience in the wayfinding and design review of (Governmental or non-Governmental) projects of a similar nature;

  • 2 years’ experience in dynamic digital technology;

  • 2 years of experience on relevant Federal projects;

  • Not be formally or officially affiliated with any signage vendor or manufacturer
