This contribution was reviewed in Track A (on 6 Feb.) rather than in the BoG that studied the other related contributions.
In the current working draft of HEVC, a flag, collocated_from_l0_flag, is used to explicitly indicate that the collocated picture is a picture specified in either list0 or list1. In this proposal, it was proposed to remove collocated_from_l0_flag for the low delay case because this flag was asserted to be redundant.
If ref_pic_list_combination_flag is equal to 0, the collocated_from_l0_flag would not be present in the syntax. This seemed like a low-priority case to consider for syntax optimization at this stage.
Furthermore, it was proposed to add a flag at the sequence level to indicate that only one picture's motion information (i.e. the most recent coded reference picture) is kept at any given point in the decoding process for collocated picture purposes, instead of keeping the motion information for multiple pictures as in the current working draft. This was suggested to save memory for low delay applications without any performance impact if multiple reference pictures are used. Simulation results reportedly show that there is no PSNR change for every slice while saving one bit per slice.
It was also proposed to remove the collocated_ref_idx when the SPS-level flag is true – as the collocated picture would be identified implicitly.
No semantics were supplied for the proposed syntax.
It was remarked that unless we mandate setting the SPS-level flag in some profile, decoders would be required to provision for the extra memory capacity anyway.
No action was taken on this proposal.
