The BoG also proposed an output document, edited by Yan Ye, on reference picture related test conditions to update/replace JCTVC-G1036, adding conditions for reference picture list reordering and using different list ordering for different slices in the same picture – to become H0725.

One document was reported to have remained open from the BoG, JCTVC-H0449. The interaction of this with H0531 was discussed.

Regarding H0449, it was suggest that this could be combined with H0531.

It was suggested to provide new text for H0449 integrated with H0531. This was later provided and reviewed by the group, as noted below.

The BoG also discussed the possibility of absorbing the ref pic_list_combination() syntax into ref_pic_list_modification(), and further study on that issue was encouraged.

Further discussion of text integration of H0449 and H0531was chaired by J. Boyce.

Text was provided to combine H0449 with H0531, later uploaded as a revision to H0531.

Further study was suggested to determine whether the specification decoding process text could be rewritten to avoid the use of POC MSBs.

The contributor of H0531 volunteered to integrate the H0449 constraint in the encoder as part of the integration of H0531 into the HM reference software.

The intention is that the restriction sentence should belong in Annex C.

Decision: Adopt BoG recommendation with integration of the constraint proposed in H0449.
