Regarding this judgment criterion the evaluators have analysed how counterparts have adapted their programmes to the HIV/AIDS context and if they reach out PLWHA.
19 generalist counterparts have been visited. All of them have responded in one way or the other to the changing context as a result of HIV/AIDS. Several models of external HIV/AIDS mainstreaming could be identified. Based on the different concepts described by Sue Holden, the evaluators distinguished between AIDS work, AIDS integrated work and external mainstreaming.
