2.3. Sample of cases that have been visited

The cases visited have not been randomly sampled. Cases needed to deliver relevant information to assess the judgement criteria. Therefore, some criteria have been identified to select the cases. For this purpose, a portfolio of HIV/AIDS related programmes has been developed for each CFA.


Taking into account the workload, the limited time for this evaluation and the fact that a critical mass of cases needed to be assessed, the consultants proposed to visit 25 cases for in-depth appraisal, in particular on the level of the beneficiaries. Five cases per CFA would be selected, equally spread over the five countries to be visited: South Africa, Zimbabwe, Malawi, India and Indonesia. For the sampling, one had to take into account that not all CFAs have developed activities related to HIV/AIDS in all the five selected countries. Eventually the Indonesia mission has been cancelled (see further) and new cases had to be identified.

Selection criteria:



  1. In each country, at least 1 case of every CFA needs to be visited.

  2. The choice of projects per CFA needs to show a good mix of AIDS focussed organisation and generalist organisations (if possible a ratio coherent with the ratio in the portfolio) as do the samples at the level of the country.

  3. The choice per CFA needs to have a good mix of intervention strategies: poverty reduction, civil society building and advocacy/lobbying. At least one case per CFA is about advocacy and lobbying activities. Moreover, there needs to be at least one advocacy/lobbying case in each country.

  4. The choice per CFA needs to contain at least 1 project – but preferably more- that pays special attention to gender.

  5. The choice per CFA needs to contain, as much as possible, counterparts that are “typical” for the kind of counterparts the CFA is used to work with.

The following table gives an overview of all counterparts that have been visited. The organisations visited during phase 1 are put in Italic.
