3Component 2. ICT for Public Service Delivery & Good Governance





    1. Planned Sub-Components/Activities

  1. Increase Usage of VC Services for 40,000 participants

  2. Conduct Hosting of 12 Applications on Regional Data Center

  3. Wireless Local Area Network procurement, Design and Installation for 52 Sectors which engaged in BPR Automation at Zone, Woreda Level and Regional sectors

  4. Install ADSL Line for BPR Automated Sectors at Zonal Level

  5. Connect Regional sectors with Woreda net and conduct survey to connect Zonal sectors with Woreda net

  6. procure 10 servers and Arrange Desktops and others procurement for sectors which engaged on BPR Automation

  7. Follow up and support the establishment of 1 call center in the Region by MCIT

  8. Arrange Office and Manpower for KebeleNet and follow-up the accessibility

  9. Implement VC decentralization by own force

  10. Procure IEC materials (editing machine, etc)

  11. Print and dispatching ICT Training manuals and annual magazines

  12. Maintenance of ICT equipments




    1. Accomplishments

  1. Increase Usage of VC Services for participants

It was planned organizing videoconference services for 40000 participants for this period. Data collected reveals that 42321(M 35096 F 7228) customers gained the service for the last six month. This covers 105.80% of the intended plan. The service conducted here saved Birr 12, 767,519,20 if customers physically attained far away from their villages.

Besides tribunal cases are conducted by WoredaNet. The Supreme Court used WoredaNets for tribunal cases. Totally 623(M486 F 137) community members were benefited and saved Birr 406,827.00 if they attend physically in Bahir Dar other places.



  1. Wireless Local Area Network procurement, Design and Installation for 52 Sectors which engaged in BPR Automation at Zone, Woreda Level and Regional sectors.

Survey conducted in 249 sectors in 2004 E.C. showed that 105 sectors have Local Area Network connection. Wireless Network connection has been carried out effectively for 52 Zone sectors, which conduct BPR automation.

  1. Install ADSL Line for BPR Automated Sectors at Zonal Level

It was planned installing ADSL line for BPR automated sectors for effective information exchange. Currently as mentioned below the Region decided to connect sectors with Woreda Net and payment is effected.

  1. Connect Regional sectors with Woreda net and conduct survey to connect Zonal sectors with Woreda net

As planned, for video conference decentralization sectors were identified by the Agency and ratified by the Regional ICT Steering Committee based on parameters already developed. The parameters for selection were:

  1. Sectors, which carried out BPR automation

  2. Sectors, which developed different systems already

Totally 134 identified sectors (10 Region Bureaus, 100 Zone Departments 10 each from 10 Administrative Zones and 24 Departments each 8 from 3 City Administrative) were included.

5. Procure 10 servers and Arrange Desktops and others procurement for sectors which engaged on BPR Automation

Ten servers for effective and efficient data transfer management for sectors, which automated are procured and installation and configuration is being carried out.

6. Follow up and support the establishment of 1 call center in the Region by MCIT

It was planned to establish one call center in the Region. Ethio-Telecom prepared one room. 5 Sectors are selected for phase one to start the service. Payment requested by Ethio-Telecom is paid and one expert shared experiences from Addis Ababa, Hwassaa and Oromiyaa, where already centers are established. Guideline for the center is produced.

7, Arrange Office and Manpower for Kebele Net and follow-up the accessibility

The Regional Steering Committee decided for the accessibility of information at all levels. Special attention has been taken for Kebeles to be benefited here. A lot has to be done on awareness. Letters are sent to all levels and confirm the Region what has been done especially on manpower recruitment man and office building. It was planned wireless installation for 900 Kebeles. Currently installation is completed for 838 Kebeles. This covers 93% of the intended plan.

8. Implement VC decentralization by own force

Previously, multipoint video conferencing was held under Federal data center permission due to the system. Currently after train two experts in collaboration with MCIT it is possible conducting multipoint video conference and now the service is terminated.

9. Procure IEC materials (editing machine, etc)

Information and Education Communication (IEC) instruments and materials are procured and installed for information exchange at Regional level.

10. Print and dispatching ICT Training manuals and annual magazines

Six ICT basic computer training manuals have been developed and revised in 2004. All six manuals each with 250 copies are published and distributed to all Zones, Woredas and Community Multipurpose ICT Centers.

The Agency has conducted survey on ICT impact on Service Delivery across the Region in 2004 E.C. The document was enriched by different experts and finally a half day workshop. The document is printed in 500 copies and distributed to sectors across the Region.

11. Maintenance of ICT equipments

Different ICT equipments are maintained by own forces at different level of the Region. Here Birr 2,226, 550.00 is saved if maintenance was out sourced.
