PROGRAMME THREE: STRENGTHENING SERVICE DELIVERY & DEMOCRATIC GOVERNANCE



5.1 Programme Scope:


Programme Definition: The programme is envisaged to contribute in strengthening service delivery and promoting democratic governance through programmatic interventions that address the medium term strategic priorities and national development outcomes in three key outputs: (i) Supporting the consolidation of the public sector through targeted institutional strengthening interventions across national, provincial and municipal levels; (ii) Supporting oversight and accountability mechanisms through capacity strengthening of legislative oversight and the Electoral Commission, and supporting community and civil society initiatives; and (iii) Institutional and capacity development support for mainstreaming gender and HIV in the public sector.

5.2 Envisaged Programme Results





  • A more capable public sector that can deliver higher quality services in an effective and efficient way to the historically disadvantaged population

  • Strengthened policy research, monitoring, reporting and evaluation

  • Enhanced citizen participation

  • Improved oversight and accountability

  • Gender and HIV are mainstreamed into the public and private sector policies and programmes


5.3 Output One: KwaZulu-Natal Capacity Development Programme



Description: Provide technical support to the Government of KwaZulu-Natal to strengthen its public sector human resource capabilities and competencies to improve the performance of the KwaZulu-Natal Provincial Administration. The programme seeks to enhance the institutional capacity of the KwaZulu-Natal Public Service Training Academy through providing trainings on provincial service delivery, accountability and overall government performance. It will contribute to provincial public sector capacity building and accountability by developing training material/curriculum for the KZN Academy, training of Senior Managers on Monitoring and Evaluation (M&E), Results Based Management (RBM), Ethics, Integrity, and Anti-Fraud as well as reviewing of material on Ethics, Integrity and Anti-Fraud. UNDP will support a leadership development programme for the Provincial Public Sector, the development of an Integrated Public Sector Human Resource Development and Professional Support Programme, and a curriculum and learning framework to inform the provincial public sector capacity building and planning aligned to the National Development Plan & the Provincial Growth & Development Strategy (PGDS), and design of a quality management system in line with SETA requirements
Activity 1: Develop training material on RBM/M& E and Ethics and Anti-corruption

Purpose: To contribute in improving the performance of the KwaZulu-Natal Provincial Administration through the development of training curriculum and learning framework, on M&E/RBM, Ethics, Integrity, and Anti-Fraud and conducting a Provincial Public Sector Capacity Needs Assessment to Inform the Integrated Public Sector Human Resource Strategy & Professional Support Programme, and develop required for each competency and occupational level. UNDP will also conduct four African leadership development workshops to facilitate the partnership between the KZN Academy and the UNDP regional and global network, and the National School of Government.
2017 Targets:

  • Course packs for 80 managers


Activity 2: Training of senior managers on RBM/M&E and Ethics and Anti-corruption
Purpose: Senior managers will be trained on the use of results based monitoring and evaluation, and application of ethics and integrity, in the execution of their functions. They will also be trained as facilitators of future courses.
2017 Targets:


Activity 3: Compile a Provincial Public Sector Capacity Needs Assessment baseline report
Purpose: Prior to the development of the HRD and integrated professional support programme, consultations will be held with various provincial and local government stakeholders to determine expectations and requirements of the strategy, and the scope.
2017 Targets:

  • Capacity Needs Assessment baseline report and a work plan.


Activity 4: Develop an Integrated Public Sector Human Resource Programme Strategy and Policy framework
Purpose: To develop a comprehensive review to determine the human resource needs and produce a policy guidance that will capacitate both provincial and local government officials to implement the provincial growth and development plan.
2017 Targets:

  • Integrated Public Sector Human Resource Programme Strategy and Policy framework developed


Activity 5: Develop a Curriculum/programme that outlines required competencies for each government position

Purpose: Determine competencies required for each position/occupation, and develop a concomitant schedule and catalogue of courses to be used by all departments and public officials. This directory will form part of capacity building programme of the Training Academy.
2017 Targets:

  • Curriculum and competency framework for each key critical government position/category, including gender competencies.


Activity 6: Train senior and executive managers (Directors to HODs) in leadership
Purpose: Expand the leadership knowledge and capability base of senior decision-makers in the provincial government and expose them to African leadership practices, benchmarked on international best practices.
2017 Targets:

  • 96 HODs, DDGs, CDs and Directors at provincial and local government trained, disaggregated by sex

  • 12 managers trained as facilitators

  • Training report and facilitators guide
