Management of the Transition from the Millennium Development Goals to the Sustainable Development: Millennium Development Goals and transformative change

Thank you madam moderator;

Despite the uneven and slow progress the Millennium Development Goals which handle the social development in many dimensions have created a significant awareness at the international level; encouraged the enhancement of efforts on translating the objectives of the least developed, underdeveloped and developing countries into practice and thus accelerated the initiatives on the promotion of gender equality in many countries.

Turkey has recorded significant progress from the 2000 onwards in terms of the achievement of Millennium Development Goals and achieved progress in protection of women’s human rights and advancement of women’s economic and social status. When the figures in the field of education are examined, it is seen that the net schooling rate of girls in the primary education which was 90% in 2000 rose to 99% in 2013. Furthermore, remarkable increase has been recorded also in the schooling rate of women and girls in the secondary education and tertiary education. While the illiteracy rate in 2000 was 19,6%, the rate decreased to 7% in 2013.

Moreover, maternal mortality and infant mortality rates have shown a sharp decrease over the course of time. With a downward trend in the maternal mortality rates between the years 1990 and 2008, Turkey has become one of the ten countries who achieved the highest decrease in maternal mortality rates. The pre-natal and post-natal service enjoyment rates have also increased during the course of time and mothers were provided conditional health assistances on the condition that they bring their children between the ages of 0 and 6 to the regular health checks. A variety of programs have been implemented such as the Micro Credit, Social Support Programs, Conditional Education and Health Assistances for women to decrease women’s poverty, strengthen the economic status of women and increase their participation in the labor force. We hope that post-2015 agenda will gain an impetus to and shed light on the future activities of many countries that they will introduce to protect and advance the human rights of women and strengthen women and girls in all spheres of life.

We need nothing less than a transformative approach which leaves no one behind and we believe that human rights of women and girls should be at the heart of the agenda. After 20 years platform for action is still acting as a roadmap which highlights our ways for many areas such as development and right to development.

Increasing Women’s Access to Economic Opportunities: towards an integrated and evidence-based policy design

BACKGROUND

Like many other Middle Income Countries, in recent years Turkey has seen significant improvements in women’s welfare, especially in health and education. These gains have been reflected in an increase in labor force participation among women of all ages, particularly the young. Yet, gender inequalities remain in the area of women’s access to economic opportunities.


Increasing women’s access to economic opportunities could significantly boost economic growth and reduce poverty in Turkey and other countries, as well as have a positive effect on the productivity, efficiency and sustainable economic growth (as it was highlighted in the Concluding Observations of the 58th Session of UN-CSW). Improving women’s access to more and better jobs as well as opportunities for entrepreneurship are crucial to enhancing productive employment. Research shows that the existing labor market gender inequalities in Turkey result in a 22 percent loss in GDP per capita, three quarters of which is explained by the low female labor force participation. The gender gap in entrepreneurship explains the rest through its effects on resource allocation and aggregate productivity.
A new strategy to address the challenge is being implemented in the country. Drawing on an understanding of the multiple nature of the constraints women face when it comes to economic participation, Turkey has moved to design policies focusing on a combination of factors, including equipping women with skills to enter formal employment; enable these women to reconcile work and family life; increase access to affordable early childhood education and care; removing barriers to female entrepreneurship and asset ownership; and strengthening existing economic activities for low-skilled women; as well as understanding employers biases and perceptions of female employees.
Acknowledging that more information is needed to better understand and address the overlapping constraints women face, the new policy design sits on a strong evidence base. The Ministry of Family and Social Policy, in partnership with the World Bank and with the financial support of Sweden (via the World Bank’s Umbrella Facility for Gender Equality) has been engaged in producing new evidence and analysis for policy design in these areas.

OBJECTIVE OF THE EVENT

  • The event aims at highlighting novel work done around documenting evidence to identify the enabling factors for women’s economic participation and labor market outcomes.

  • In addition, the event will focus specifically on ideas around new policy design on key areas such as work-family reconciliation via early childhood education and care; and push-pull factors for women’s entrepreneurship.
