Step 4. Formulation of the Competitiveness Strategy and Identification of Interventions. Formulating the competitiveness strategy for a commodity involves developing the commodity’s value chain upgrading strategy. Upgrading refers to the innovation that increases competitiveness in the value chain or moving towards sustained higher rates of growth or expansion. Keeping in mind the principles involved in formulating competitiveness strategies, the stage has been set for the identification of interventions and programs that will strengthen the weak links in the chain. 24
