CARROLL COUNTY BOARD

NOVEMBER 17, 2016 9:30 A.M.

SMALL COURTROOM
The meeting was called to order by Chairman Reibel, followed by the Pledge of Allegiance.
Roll call was taken showing Cole, Stitzel, Imel, Payette, Reibel, Yuswak, Fritz, Preston and Hartman all being present, with no one being absent.
Motion by Mr. Hartman, second by Mr. Imel to approve the agenda as presented. Motion carried.
Motion by Mr. Hartman, second by Mr. Preston to approve the November 3rd County Board meeting minutes as presented. Motion carried.
FINANCIAL

Bills Paid in Vacation were presented. Motion by Mr. Hartman, second by Mr. Imel to approve the action of the clerk. Motion carried.


Committee on Claims were presented. Motion by Mr. Hartman, second by Mr. Imel to approve the bills as presented. Motion carried.
TRANSFERS –Motion by Mr. Hartman, second by Mr. Imel to approve the transfer of $1,669.54 Hotel Motel 40-5151 Gen Fund 5% 11-3044 as per budget. Motion carried.
Motion by Mr. Hartman, second by Mr. Imel to approve the following transfers:

  1. $40,557.92 911 Dispatcher 41-5203 to Gen Fund Dispatcher Reimb 11-3080 as per budget

  2. $7,667.51 Ins Reimb 41-5377 to Gen Fund Dispatch Ins 11-3092 as per budget

Motion carried.
Motion by Mr. Hartman, second by Mr. Imel to approve the following transfers:

  1. $3,047.19 FICA Reimb 41-5210 to FICA Reimb 19-3200 as per budget

  2. $5,049.90 IMRF Reimb for Dispatch 41-5378 to IMRF Reimb for Dispatch 20-3200 as per budget

Motion carried.
Motion by Mr. Hartman, second by Mr. Imel to approve the following transfers:

  1. $230.00 Task Force Reimb for FICA 45-5351 to FICA Reimb 19-3136 as per budget

  2. $508.00 Task Force Reimb for IMRF 45-5400 to IMRF Reimb 20-3136 as per budget

Motion carried.
Motion by Mr. Hartman, second by Mr. Imel to approve the transfer of $20,000.00 Public Safety 37-5412 to Gen Fund 11-3058 as per budget. Motion carried.

Motion by Mr. Hartman, second by Mr. Imel to approve the transfer of $16,779.80 Probation Service Fee 32-5403 to Gen Fund 11-3048 as per budget. Motion carried.


Motion by Mr. Hartman, second by Mr. Yuswak to approve the transfer of $7,000 Fund 23-5410 to Gen Fund 11-3304 as per budget. Motion carried.

Treasurer – Treasurer Powers reported they will be finalizing the year end with the auditors.

Assessor – SOA Gruhn reported she recently attended the IACO conference in Peoria.
County Clerk & Recorder – Clerk Woessner reported that the election had a 68.5% turnout and the flat fee recording bill will be introduced in the January legislative session.
Animal Control – A monthly report was submitted in the packet.
Highway – A monthly report was submitted in the packet. Motion by Mr. Hartman, second by Mr. Imel to approve the Engineers Salary Resolution as presented. Motion carried.

911 – Mr. Fritz reported that everything is on board for next generation 911 system.

Hotel/Motel – Mrs. Cole – A monthly report was submitted in the packet.
Tri-County Opportunities Council – Mr. Preston – A monthly report was submitted in the packet and the next meeting is November 29th in Dixon.

Extension – No report
OLD BUSINESS – Union Contract – Administrator Michael Doty reported receiving a copy of the collective bargaining agreement between Carroll County, Sheriff and FOP Union. After reviewing the negotiated details, he advised the board to approve. Motion by Mr. Hartman, second by Mr. Preston to approve the new one year proposed contract as presented. Motion carried. The new contract will be posted on-line shortly.
Budget Discussions – The following board actions took place to finalize the 2016-2017 Carroll County Budget:

  • VAC - Line item 9190 wages – Motion by Mr. Imel, second by Mr. Preston to increase the wages from $10,609 to $14,300. Roll call was called for showing Imel and Preston voting aye and Stitzel, Yuswak, Fritz, Hartman, Cole, Payette and Reibel all voting nay and no one being absent. Motion denied.

Line item 9193 training and mileage – Motion by Mr. Imel, second by Mr. Preston to approve an increase in training and mileage from $2,200 to $3,200. Roll call vote was called for showing Imel, Hartman, and Preston voting aye and Stitzel, Yuswak, Fritz, Cole, Payette, and Reibel all voting nay and no one being absent. Motion denied.

  • SENIOR FUND 30 – Motion by Mr. Payette, second by Mr. Stitzel to increase line item 5359 CC Senior Citizens Org. from $77,000 to $79,000 and reduce line item 5362 Lutheran Social Service from $8,000 to $6,000 and to rename line item 5362 to Senior Programs. Motion carried by voice vote.

  • LIABILITY FUND 34 – Motion by Mr. Fritz, second by Mr. Hartman to reduce line item 3001 from $167,000 to $137,000. Roll call vote was called for showing Stitzel, Yuswak, Fritz, Hartman, Cole, Payette, Reibel all voting aye and Imel and Preston voting nay, and no one being absent. Motion carried.

  • PENSION FUND IMRF – Motion by Mr. Fritz, second by Mr. Hartman to increase line item 3001 from $400,000 to $430,000 and to increase line item 5464 from $50,000 to $80,000. Roll call vote was called for showing Stitzel, Yuswak, Fritz, Hartman, Cole, Payette and Reibel all voting aye, and Imel and Preston voting nay and no one being absent. Motion carried.

  • MENTAL HEALTH FUND – Motion by Mr. Hartman, second by Mr. Preston to increase line item 3001 by $1,000 for support of the substance abuse and coalition. Motion carried by voice vote.

  • COUNTY CLERK & RECORDER TRANSFERS – Clean up entry adjustments needed for proper accounting. Motion by Mr. Fritz, second by Mr. Hartman to decrease general revenues fund line item 3304 from $14,000 to 0 and use direct expense from fund 23-line item 5410 up to $14,000 to general fund. (eliminate transfers). Motion carried by voice vote.

  • HIGHWAY DEPT ROOFS – Motion by Mr. Payette, second by Mr. Fritz to insert $21,000 for new roofs on the administrative and animal shelter buildings. Motion carried by voice vote.

  • HEALTH DEPT – Health Dept requested an additional $7,000 be added to line items 6027 for health insurance coverage for a possible new full time nurse. Motion by Mr. Hartman, second by Mr. Yuswak to approve the request. Motion carried by voice vote.

Motion by Mr. Hartman, second by Mr. Yuswak to approve the Combined Budget and Appropriations Ordinance as presented. Roll call vote was called for showing Stitzel, Yuswak, Fritz, Imel, Hartman, Preston, Cole, Payette, and Reibel all voting aye, and no one voting nay, with no one being absent. Motion carried.


Motion by Mr. Hartman, second by Mr. Preston to approve the 2017 Tax Levy as presented. Roll call vote was called for showing Stitzel, Yuswak, Fritz, Imel, Hartman, Preston, Cole, Payette and Reibel all voting aye, and no one voting nay, with no one being absent. Motion carried.
NEW BUSINESS – None
CHAIRMAN REPORTS – Chairman Reibel stated he has enjoyed being County Chairman and plan to run for another term.
APPOINTMENTS – Motion by Mr. Hartman, second by Mr. Yuswak to approve the reappointment of John Beaver Miller to the Zoning Board of Appeals. Motion carried.
PUBLIC COMMENTS – None
EXECUTIVE SESSION – 5 ILCS 120/2 (c) (1)(2) Union Contract Negotiations – Motion by Mr. Payette, second by Mr. Hartman to enter into executive session. Roll call vote was called for showing Stitzel, Yuswak, Fritz, Imel, Hartman, Preston, Cole, Payette and Reibel all voting aye, and no one voting nay, with no one being absent. Motion carried.

Chairman Reibel declared the meeting back into regular session with no action taken.


Motion by Mr. Hartman, second by Mr. Imel to adjourn the meeting. Motion carried.
