The first thing I have to do is to apologize that my talk will be in English. But, it will be in English, not in German, so this is something which might make it possible for you to follow if I speak with my German english which will not be too elaborate.

Perhaps, I am the only person at the table giving a talk about developments abroad who is not a government person. I am from a university where I am a professor in a epartment of psychology and at the same time head of a research institute outside the university which is the German Institute for Research on Distance Education which is funded equally by the federal governement and by the Länder, the states of Germany. This already gives you an introduction to the perspective prospective coming from the German side : the question we were asked wasto have someone explain the policy of the German government, that is under the responsibility of the BMBF, the federal ministry for education, research and technology. But actually, this already is a problem because the federal government is not responsible for universities, schools and everything connected to education. It is, in the main, the responsibility of the 16 Länder. So we have to look at things going on in Germany from the perspective that there will be different approaches. One of course from the federal government supporting a lot of actions, especially actions which are widespread, broader than just the perspective of one of the Länder. But on the other hand, the main thing going on at the universities in post-secondary education has to be supported mainly by the Länder. So what I will do is to look at both perspectives : first the perspective of the federal government, and then give the example of one of the bigger states, of Baden-Würtemberg which is the state where I am working.

What has been done on the federal government side is to conduct a sort of a survey : what is going on ? This has been done by a University Information System, the HIS, and then there have been a lot of committees looking at what is the real situation here and the BMBF has developed something like a position or a vision on new media in post-secondary education. And at the moment, there is an important funding linitiative taking place, and I will talk about this. Third, I will talk about Länder policy and, if time permits, I can at least hint at some supporting activities, especially those coming from the German Science Foundation or those line with the recommendations which have just been published by the Scientific Council in Germany.

So, the federal government perspective has to start from key numbers in terms of new media, that is how many people are connected to the Internet, to the World Wide Web. The number is not exactly known, but it will x definitely be less than 5 % of the population right now, that is of the whole population. I guess, if we talk about especially Internet access, World Wide Web access, we have to face a situation where at least university people will have a percentage close to one hundred in a very few years time at universities. This is a strong perspective we have to look at, and the situation coming from the survey by HIS was based on results and trends from a national survey on about, 1000 projects having a strong tendency to use electronic media. Here we have some numbers : you can see on the transparency that, for example, 25 % of the projects were interdisciplinary, 66 % of the media-based components were regular parts of the traditional teaching offers and most of the projects tried to stay in the old metaphor and use traditional forms of learning, and only 13 % tried to look for the new potential of the new media in developing new forms of virtual components. 66 % of all projects were based on individual initiatives by single professors, single teachers.

The structural deficits we found in this survey were that only a minority of the whole group of teachers or professors were engaged in new media and there was a strong tendency towards single actors which often leads to discontinuity if these persons didn't continue or if they changed their interests. We quite rarey found cooperation between different universities which means that parallel developments might occur and no consensus was found concerning a nation wide standard. We quite rarely found complex tele-teaching scenarios.

The main obstacles reported in this study were (over all teachers and over all professors) the lack of technical knowledge, the extreme demand on time and energy for developing tele-teaching offers or even running tele-teaching offers, and the lack of support for these initiatives up to now, and of course, the lack of evaluation. So they strongly recommanded a professional evaluation of different disciplines and of the different purposes which were behind these projects.

So the BMBF tried to use this knowledge and based their paper or their view on such a survey and of course on committees and meetings, like meetings by the conference of the ministers of science over the 16 Länders, on the coordinating agency between the federal government and the Länder - for those who are familiar with the German system, this is the BLK (Bund Länder Kommission) - and of course on recommendations by the rectors' conference in Germany.

I do not share everything which is written up here, but the assomptions or positions were mainly that digital information becomes easier and less costly, more accessible and searchable. Net based communication and collaboration becomes easier and also less costly, which is always important. Digital information can easily be recombined into new sequences and there will be strong progress in the development of such tools which allow the creation of information interactively.

The implications from the universities for the BMBF perspective, partly similar to the Canadian view, are that the role of the creation of scientific knowledge stays the same but that the role of tutoring the students instead of merely delivering information becomes more important. Which means we have to face a new division of labour which is less oriented to the delivery of new information and more to the tutoring and supporting of the students practically in their local campus situations.

The challenge from the BMBF perspective, for the universities, is that we have first to integrate new forms of information display and delivery, that the disciplines, as a whole, have to develop stategies for the use of new media with a strong emphasis on a discipline-specific approach. The allocation and reallocation of money to support the actions by the federal government and the Länder in the past were too few and were mainly oriented to computer equipment and to a high capacity network all over Germany. Lastly of course the challenge isto support projects and work which differentiate between those things we might wish to do and those we can do. So no more about feasibility.

The main funding initiative I mantioned at the beginning, is entitled "How to use worldwide available information for education and innovation". This is the main initiative - and we will hear the numbers in a few seconds - for which funbding is planned .

The expected outcome from this initiative is to promote cooperation between universities, research institutions and industry, to look for market and product oriented cooperation, and to create a new market by applying information and communication technology, especially in the area of multimedia for education.

The criteria to obtain financial support from the federal government is to have development and use of structured information offers, user friendly access, and based on didactical principles, to use this to support media based self-oganised learning more strongly, and to develop a context for a virtual university as a coordinating institution delivering modular units for teaching.

We are in the middle of this process right now. We have had so far, on the federal side 251 proposals from big consortia. We were interested in running three, four or five year, big projects, and in the first round, 15 were selected to make a more elaborate proposal, and in the end, 5 will be retained.

Right now, the range of each of these projects is between 50 and 250 millions Deutsch Marks (multiply by 3 to have the French Francs equivalent). All together the federal government is expecting that these 5 projects will have an overall budget of 400 to 500 million Deutsch Marks. The government will fund up to 50 % of the money needed for the 5 big projects, which rely to an important extentt on industry, on the Deutsche Telekom, IBM or Siemens, and research institutes and universities.

Something similar - and I'll be briefer on this - is going on in many of the states of Germany, in the Länder. I can't adress all 16 Länders, right now, and anyway we can't talk about the 16 Länder in equal terms. There are three big Länder, which are North Rhine-Westphalia, Baden-Würtemberg and Bavaria and they are the leading states in terms of their approaches to the new media. So I shall talk about juste one of these (Baden-Würtemberg).

They have a funding programme called "Virtual University" which is offering 50 million Deutsch Marks for the next three to five years to encourage mainly universities to develop complex scenarios for this kind of virtual university programme. The criteria are partly the same as those put forward by the federal goverment. But you can see here that they are looking for improvement of quality and efficiency in university teaching and scientific further education - this is of course self evident - and are interested in the shared use of distributed resources, the decreasing dependency on time and place, supporting self directed learning, paying attention to didactical concepts and trying at the same time to improve knowledge and skills of university teachers in using new media as well as developing new media, based on teaching and learning concepts and scenarios.

And of course, they are looking to have long lasting effects by aiming at durable structural changes, and to ensure everyday usability. There are also of course looking for shared forms of interfaces and technical platforms. All the consortia which applied here - you see the numbers below - were asked to have either interdisciplinay approaches or cooperation between different universities, or at least different forms of universities. Like in Baden-Würtemberg, for example, we have two different forms of Hochschulen (highschools) and universities are just one of the four types which include also technical colleges, teacher education institutions, and one which is called in German Berufakademian which is very closely connected to industry.

Here, in the one Länder perspective, we had 70 consortia applying for these funds. 17 were selected and about 10 will get a funding of about 5 million for the next three to five years. This wil include the establishment of a skill centre for a virtual university, especially supporting those projects which are not in this round of funding but are interested in doing something, say in history or whatever, and acquiring some skills from such a centre. At least, on the level of the three main states, we have similar developments and similar amounts of money to call upon for funding this type of initiative.

As a last point, let me hint at other supporting activities, especially the programmes of the German Science Foundation. They are facing a strong demand for research on teaching. So one step is establishing virtual doctoral colleges - we have right now 300 interdisciplinary doctoral colleges which are funded by the German Science Foundation, and we will start with the first virtual doctoral college - and establishing bigger research groups for investigating, maybe understanding, the concrete mechanisms which help us use new technology to bring knowledge to students, and especially looking for those methods which are innovative, which are not sticking to the old metaphor and just using the new technology to transport a lecture or a seminar, but rather looking for new forms of teaching and learning. They are looking of course, for special aspects for example in multimedia and information delivery : we have to consider how to visualize content information because these media are different from text media ; how to improve orientation and navigation in such systems, or, if we have to face virtual groups, Which do not meet face to face, in terms of communication, cooperation and collaboration what has to be done to coordinate virtual groups, how to support knowledge-exchange , etc. The recommendations by the Scientific Council which will come out in October, are especially concerned with this situation and if someone is familiar with the German situation, one has to know that the Scientific Council is a very important institution in Germany, set up by researchers and government people and there is a strong tendency in the German government to really follow such recommendations and fund initiatives coming out from such recommendations or even create structures which enable universities and students to attain such a goal there. So this is the German situation, from my point of view, as a non-government person.

Coopération internationale, processus de réalisation des consortia et rôle des réseaux

Au cours de ces deux journées, des mots sont revenus régulièrement : réseau, partenariat, coopération, collaboration ; on peut se demander pourquoi ces termes ont été si souvent prononcés et pourquoi se pose aujourd'hui de façon si nette, à propos des nouvelles technologies, la question de la collaboration.

Une partie de la réponse réside dans le fait que nous sommes entrés, avec les nouvelles technologies et plus largement sur le terrain de la formation, dans un contexte de compétition, de compétition mondiale, que certains de nos partenaires inscrivent dans ce qu'ils nomment clairement " le marché mondial de l'information ". Nous nous trouvons dans une situation qui nous impose de nous mobiliser dans le sens d'une coopération qui doit écarter les oppositions, les incompréhensions ou les malentendus compte tenu de la contrainte d'évolution rapide consécutive au temps relativement court qui nous est imparti. Nos interventions doivent s'opérer dans des " fenêtres " étroites.

Cela conduit à s'intéresser à la collaboration, à s'interroger sur le contexte international, tant nous sommes interpellés par un phénomène dont la portée est mondiale. Cette nécessité peut être analysée, comme le suggérait à l'instant le Président de séance, à la lumière de l'expérience de l'établissement d'enseignement à distance, le CNED qui, comme chacun sait, couvre tous les champs de la formation.

Les publics qui sollicitent le CNED sont en forte progression avec près de 400 000 inscriptions en 1996 (dont 200 000 post-bac) qui émanent à 80 % d'adultes dont les 2/3 ont plus de 25 ans. Ces publics adressent au CNED des messages et des demandes qui vont dans le sens de ce qui a été dit hier par certains intervenants, à savoir une plus grande diffusion de services, de services de formation et de documentation numériques. Cette attente ne peut être satisfaite que par le recours aux techniques dites nouvelles qui font appel à une logistique que l'on peut qualifier de lourde. On peut alors s'interroger sur l'opportunité et l'intérêt de vouloir construire seul une telle logistique. N'est-il pas au contraire avéré que l'on doit travailler avec les industriels pour répondre dans de grandes masses à de telles demandes. Ce n'est en effet pas un hasard si l'Open University britannique s'est rapprochée de grands industriels pour développer son réseau informatique. Ce n'est pas non plus tout à fait par hasard que le CNED, pour le développement de son programme de " Campus Electronique ", complète un autofinancement important par un rapprochement avec des industriels.

La question de la formation, évoquée hier, trouve naturellement un écho important dans l'activité du CNED. Un établissement d'enseignement à distance a un savoir-faire pédagogique particulier qui constitue sa véritable richesse. Son devoir est de l'enrichir, de le partager : c'est à cette fin que le CNED a créé, sur le site du Futuroscope, une Ecole de Formation aux Métiers de l'Enseignement à Distance. Il est en outre nécessaire que cela soit complété par un environnement de recherche sur lequel je reviendrai dans quelques instants. Nous savons toutefois, que lorsque l'enseignement à distance s'aventure sur le terrain du numérique, il est nécessaire d'avoir une vision claire des usages dont il faut tenir compte, des méthodes qu'il convient de développer. Il est indispensable d'établir une collaboration, d'une part avec les chercheurs français, mais également avec les chercheurs étrangers pour que, dans les investissements mais aussi dans les services à rendre, chacun puisse avoir une connaissance de ce que nous allons devoir faire en favorisant une recherche fondamentale et une recherche appliquée.

Chacun sait que cela ne peut se faire seul. Dans une période où les connexions vont se multiplier, la question - très politique - est de savoir comment on va organiser la production de ce qui va circuler sur les réseaux ou de ce qui sera diffusé sur les écrans de télévision connectés à un satellite. Se pose alors la question de la production, ce qui amène bien évidemment à se rapprocher des compétences dans le domaine de l'enseignement supérieur. Rappelons que le CNED est en convention avec 47 universités et qu'il est évident que, pour produire ce qui est attendu sur le terrain de l'enseignement à distance, il faudra développer la collaboration dans ce domaine. De même, on constate que les institutions étrangères d'enseignement à distance sollicitent des produits français, proposent des échanges. Il est clair que ne peut être refusée une telle collaboration qui passe par l'examen des savoir-faire réciproques, les échanges de produits dont le besoin mutuel se fait sentir. A ce titre, par exemple, le Président de l'Université Centrale Radio et Télévisée de Chine, en visite au Futuroscope la semaine dernière, était prêt à proposer des modules de chinois en contrepartie de modules de français. Au delà d'une logique de collaboration guidée par les événements, on peut dire, plus fondamentalement, que si l'on veut une production multimédia lourde, capable de répondre à la demande de publics nombreux, il faut également travailler avec les éditeurs privés qui ont leurs propres compétences et des savoir-faire spécifiques. De ce point de vue, il paraît nécessaire, dans le cadre français au moins, que se produise une ouverture, qu'un partenariat soit recherché avec les éditeurs privés qui hésiteront de leur côté à engager des investissements dans des productions multimédias dont les marchés ne leur apparaissent pas clairement. A l'inverse, les établissements de formation peuvent développer une production multimédia plus nombreuse à condition de recourir à certaines compétences dont ils ne disposent pas forcément mais qu'ils peuvent trouver auprès d'entreprises privées. Il y a là des collaborations qui apparaissent nécessaires.
