5Solution Proposed


The purpose of this proposal is to
The objective of this proposal is to efficiently process by:-

  • Reducing the number of transactions not being billed due to PARKING SYSTEM not working, maintenance and automatic systems.

  • Nullify the number of overdue accounts due to exclusion from the site if an account is not paid. The system forces the operators to adhere to rules as pre set in the software. Warnings will appear to inform operators.

  • Promoting awareness of payment of violations by using various means including sign boards at the sites, Call Centre, mail etc,.

  • Introducing technology to support the PARKING processes;

  • Empowering the local landfill sites by introducing equipment and software process to enforce the weigh in and out process.



5.1Solution Components

5.1.1.1Access Control

5.1.2Backroom Services


The backroom services is defined as the process starting from the point of receiving the motion detection from the camera system at the entrance to the PARKING SITE to the point of issuing the invoice for the type of VEHICLE AT THE site, enrolment of the users, preparing the daily / weekly / monthly logs per PARKING SITE / site, to supplying the necessary documentation and information to the users.

An Internet enrolment and payment / viewing of billing / usage system is also part of the software product line.


5.1.2.1Image Management


  • All images will be retained until payment is received. Data from each transaction will be retained for 7 years.

5.1.2.2Additional Processes

5.1.3Additional technology

5.1.3.1Computer system


A network computer system will be able to keep track with the individual accounts and payment system. These computers will be used to capture all the transactions and status thereof. This computer will be linked up with the current or new SAP system, thus ensuring that we can, on a real time basis monitor the status of all sites.

5.1.3.2Software for PARKING SYSTEM

5.1.3.3Automatic Number Plate Recognition System (ANPR)


This ANPR (or LPR) system can be used at the PARKING SITE in conjunction with the access control system. The use of automatic license plate recognition is a system that has many advantaged, these include:-

5.1.3.4Twenty21 Editor


This program allows the client to process camera violations from their format to clients preferred format. This software was a range of features that make for high speed capture and conforms to the latest TCSP guidelines. Tracking, auditing, editing and other features make this software unique in the market place.
The idea behind this is to get away from the existing static systems. The unique auditing system which allows monitoring of staff work performance and time management have revolutionised the way we look at . The reporting structures per site per type of selected codes enable management to optimise the camera settings. Gone are the days where the traffic authorities were forced to use software where the authorities had to adapt – can adapt to your needs. Low cost, therefore saving you large amounts of hard earned revenue that can be better used.

5.1.3.6Audit Process


We have developed this ETMS system with full AUDIT PROCESS facilities to enable the management full control over the system. The system will allow you to track any irregularities you require to make the system safe and secure. Our secret to success is that you can set up the parameters to be audited and we will institute the process.

5.1.4Transaction Capacity Parameters

5.1.4.1Number of transactions that can be handled during peak periods;


  • The data capture software has been designed to allow multiple users (via Thin Client) to capture as fast as the Data Capture clerk is able to work. Our Data capturers presently capture 200 to 600 transactions per hour per clerk.

  • The viewer software is designed to be operated (via Thin Client or stand-alone workstation) to be added to as per customer needs.

  • The permanent camera systems have no limit on the number of violations captured in peak periods due to the fact that this system is PC based and all violations are captured and then processed to hard drive in a real time processing mode – it can handle up to 10 simultaneous events in the buffer, thus it sums to about 5 transactions per second.

5.1.4.2Response times for maintenance;


We have the policy to respond to systems going down immediately on a real time basis. We believe the better the service to the client – the better the payment rate.

    • SMS response on the system going offline;

    • E-Mail response for real time tracking;

    • internet remote view and control for online response;

    • walk in maintenance – to be done on site

    • Office at site allowing on site response

5.1.4.3Length of time required for running updates and batches;


The software uses MySQL as database backbone. It is a multi tasking system and batch process is handled in the background. Thus the user is able to use the system while batch processes are running. The average throughput is dependent on the hardware you use i.e. pc and network. The average could be anything from 500 to 2000 records per second.

5.1.4.4Period of running reports;


Depending on the amount of data to be collected From Viewer, a typical report is the number of transactions per month, the from-date, to-date and amount of sites to include reports can take anything from 1 to 10 minutes. Reports can be run at same time as other functions – ETMS is a multi tasking system. The reports can run while the system is printing notices and at the same time the Call Centre can be running etc. We can adapt the reports to your needs should the need arise.

5.1.4.5Length of time required for back-ups;


Back-ups are carried out automatically after-hours by means of schedules tasks and usually takes between 1 and 10 minutes.

5.1.4.6Capacity to run off-line;


The proposed System runs independently from the SAP System thus the ability to process and view transactions is dependent on the following factor:

  • The database located on a central server to which connection has been lost or is database stored on local machine, thus each pc has its own database.

- Advantage of local database – viewing and processing is not dependent on network

- Disadvantage of local database – if info in corrected on a outstanding account, only the user that changed it has the change on his/her system unless each user is notified manually.

The system is configurable to suit the customer’s needs and preferences.



  • Procedure, capacity and time required for batch verification and control. One can verify between 200 and 600 per hour, depending on the operator.

  • Procedure, capacity and time required for Notice number verification. Ciprus/ETMS or TCS system handles this function. The data string is loaded into the Traffic management System and the Notice number is automatically generated per violation. The ETMS handles this process immediately
