KENTUCKY SHERIFF’S ASSOCIATION

May 26, 2015

FRANKFORT, KENTUCKY
Meeting called to order at 10:00 AM Eastern Standard Time.

Colonel Morgan called role. Sheriff’s absent: Sheriff Korzenborn, Sheriff Aubrey, Sheriff Root, Sheriff Pate, Sheriff Folger, and Sheriff Whittaker.



Colonel Morgan certified a quorum.

Motion was made by Sheriff Dills and seconded by Sheriff Hampton to excuse the absent board members. Motion was approved unanimously.
MINUTES OF PRIOR MEETING
A motion to approve the Minutes from March 27, 2015 made by Sheriff Boggs and seconded by Sheriff Leavell to approve the minutes of the prior meeting as written. Motion was approved unanimously.

PRESIDENT AGENDA
Welcome all guest and Sheriffs in attendances.
Daniel Jordan Sheep Dog guest of Sheriff Chuck Dills addressed the board in reference to helping Wounded Warriors. This group helps veterans at Thanksgiving and Christmas. See the KY chapter Face Book Sheep Dog Assistances Impact and go to Cincinnati Team. See hand out at end of minutes.

NSA Conference- June 26-July 1st 2015
See attached letters from Speaker of House Greg Stumbo about legislation and a letter from Special Olympics for their donation $1,000.00

KSA EXECUTIVE DIRECTOR’S REPORT

KSA BOYS/GIRLS RANCH REPORT

KSA Executive Director Wagner Report
KSA Director Wagner submitted the March and April financial report for the ranch. Finances are in better shape since the Ranch has started tracking with Quick Books.
Motion was made to approve the reports made by Sheriff Byars and seconded by Sheriff Wright to approve the financial report. Motion was approved unanimously.
The ranch took a loan from the KSA in the amount of $6,800 last year to help with a mailer; the ranch will send check to KSA. A motion was made to forgive the loan by the ranch by Sheriff Gaines, 2nd by Sheriff Byars. Motion was approved unanimously.
Director Wagner- wanted to thank Sheriff Leavell and others for helping at the ranch Sheriff Young and Sheriff Wright will be at the Ranch the week of June 1st to do some work to get it up and running by June 14. Sheriff Byars is working with a committee to get the bunk houses replaced.
Sheriff Inspections-The KSA is working with Transportation cabinet to do an online version of the training class.
KSA Ranch Vehicle-Ticket sales are a little flat at this time about $13,000 dollars have been sold. If you would like the truck at an event please contact the ranch or Jerry Wagner.
Audits-Sheriff offices need to complete rape survey sent by auditors as soon as possible.
County Fees- Working with JW Bryant on Extradition reimbursement.


NSA President

KSA Director Wagner and NSA President met along with the Audit Committee and new NSA Director in reference to changes coming to NSA.

Contract for road work with Auditors


NEW BUSINESS
Sheriff Boggs- Sheriffs and other law enforcement officials had a meeting with the Recycling Association in reference to wanting sheriff’s and law enforcement to enforce the law on un licensed medal scrapping as required by the KRS.
Sheriff Cain-NSA has had conference calls with NSA board members in reference to resolving issues with Asset Forfeitures and DERMO surplus military equipment.
Sheriff Sparrow will be running for NSA board at conference, a motion by Sheriff Peoples to allocate $1,000 for his campaign, 2nd by Sheriff Hampton. Motion was passed unanimously.
Thor Morrison from DOCJT address the board about the Job Task Analysis survey sent out. They are due back by June 4th an email with the survey will be sent to all sheriff’s by the KSA.
OLD BUSINESS

KSA Directors Vehicle- The new vehicle has been cancelled by GMC. The new vehicle will be a 2016 and will be at the same price as the 2015.
