TERMS OF REFERENCE

RECRUITMENT OF TECHNICAL ASSISTANCE TO MONITOR THE DISTRIBUTION AND INSTALLATION OF COLD CHAIN EQUIPMENT AND SUPPLIES ACQUIRED BY THE MINISTRY OF HEALTH IN THE FRAMEWORK OF UNICEF PROCUREMENT SERVICES

BACKGROUND
Over the past year the Ministry of Health of Peru (MINSA) has frequently used the Procurement Services offered by UNICEF through UNICEF Copenhagen. As a result of the joint technical work carried out by UNICEF Lima and MINSA, the great majority of strategic acquisitions were performed in the framework of the Peru-UNICEF Cooperation Programme. The cold chain equipment to preserve vaccines and other supplies represented the largest volume of products acquired. The equipment and supplies have arrived in the country and at present are being cleared from customs and ready for distribution.
PURPOSE FOR HIRING
To provide technical assistance to UNICEF Lima and Supply Division in the monitoring, identification of bottlenecks in the distribution, installation, of the cold chain equipment and to provide technical assistance to the Ministry of Health to build its capacity in monitoring, installation, management and maintenance of the cold chain equipment.
DUTIES AND RESPONSIBILITIES
The position will report directly to UNICEF Lima and to UNICEF Supply Division in Copenhagen and will provide technical support to MINSA – the National Health Immunization Strategy (ESNI) and the Bureau for the Procurement of Strategic Resources (DARES) in the following activities:



  1. Monitor the distribution of the cold chain equipment and supplies by locations as planned by DARES and ESNI for, using as reference the Distribution Lists and the Proof of Delivery Voucher (PECOSAS).

  2. Conduct field visits nationwide, with a focus on those regions considered a priority, in coordination with ESNI. Maintain constant communication with those in charge of regions at MINSA in order to check:

    1. The delivery of the equipment and supplies to the health care facilities – end users.

    2. The registration in inventories of the equipment and supplies in the Regional Health Bureaus.

  3. Monitor and report on the technical suitability of the equipment, taking into consideration the context, maintenance capacity, access to energy sources, etc.

  4. Maintain communication with the Regional Health Bureaus -personnel responsible for immunizations and cold chain technicians- for the updating of plans and activities related to the reception, installation and maintenance of the equipment.

  5. Carry out follow-up monitoring visits to the regions, in particular to those regions which have difficulties in handling the receipt, distribution and installation of the equipment for the preservation of vaccines.

  6. Prepare reports on the processes of distribution, installation, operation and maintenance of the equipment, on performance over time and the impact generated, providing recommendations to MINSA, DARES, UNICEF Peru and the Supply Division in Copenhagen, including quality reports on the equipment.

  7. Accompany and provide technical assistance to the person or persons designated by the MINSA as responsible for the distribution, installation,

  8. Identify needs and make recommendations for training in the distribution, installation, appropriate use and maintenance of the chain cold equipment, providing recommendations for improvement purposes.

  9. Hold periodic meetings with MINSA, DARES and UNICEF Lima to inform on the progress and bottlenecks in relation to the distribution, installation and operation of the equipment.

  10. Prepare periodic reports in agreed formats to UNICEF Lima and Supply Division and perform follow-up actions emanating from these reports.



IMPORTANT COMMENTS


  1. With regard to the type of employment contract and based on the result expected, a full-time employee is required since it will be necessary to cover territories nationwide, prioritizing hard-to-reach locations.

  2. In connection with the need to travel as mentioned in point 1, travels may take a long period of time in order to cover rural Amazonian and Andean areas, being necessary to use various transportation modes, i.e. by air, land (highway / dirt road) and river to cover such distances.

  3. Travel expenses must be included (tickets, allowance, etc.) at the time of hiring.


PROFESSIONAL PROFILE


  • University degree in Business Administration, Management, Engineering or in directly related areas of specialization, including credited courses in supply, logistic operations, supply chain management

  • Master in Supply Chain Management desirable

  • Three years of experience in management of logistics operations


Technical knowledge


  • Specialized, standard technical knowledge and experience in mechanics, electronics or similar

  • Knowledge and experience in the functioning of cold chain equipment

  • Knowledge and experience in the operation and distribution of cold chain equipment



Common Technical knowledge


  • Logistics policies, goals, strategies, and approaches

  • General principles and processes involved in risk management in supply and procurement, including risk analysis and evaluation techniques
