The Assessment Of Environmental Legislation in Turkey in The Process Of Harmonization With The European Union
Implementation and transposition of the European Union Environmental Legislation into the Turkish Environmental Legislation is the basic obligation of candidate countries. Opening Environmental Chapter, accelerates compliance with the directives of horizontal legislation, air, water, waste, noise, natural protection, industrial pollution and chemicals sectors. In the first part of this thesis, principles and historical development of the European Union (EU) and Turkish Environmental Legislation is evaluated. Compliance of EU Environmental Legislation into the Turkish Environmental Legislation is discussed as a main issue of thesis in the second part.
In addition, in this thesis, the process of adaptation new and challenging directives for our country such as the REACH Regulation and the Seveso II Directive is evaluated to multinational lubricants plant by examples.
As a result of this thesis, due to high costs of application, Environmental Chapter which is considered one of the difficult negotiation needs a long time and financial resources for fully adapting.
Transferring to the European Environmental Legislation to the Turkish Environmental Legislation largely been limited by the removal of regulations. In general on the implementation of these regulations fail due to financial impossibilities and further dates have been postponed.
