FOREWORD
A key requirement for growth in the digital era is a population that is well educated and trained in science and technology. In order for a country to achieve sustainable growth in today’s competitive global market, it is essential that it continue to upgrade the skills and knowledge of its people to effectively meet the challenges of the rapidly changing technological age. Human Resources Development (HRD) and Technical Vocational Education and Training (TVET) should therefore be a continuous process of learning and training to meet the changing needs of the work place, and to ensure a bright future for all.
Limited by a lack of natural resources, Korea has strategically concentrated its efforts on the development of human resources through effective vocational education and training. Many trials and errors have taken place and many lessons have been learned. The current policies of vocational education and training and the development of the nation’s human resources are built on the intensive efforts of past decades.
Korea Research Institute for Vocational Education and Training (KRIVET) has been in the center of Korea’s VET and human resources development since 1997. As a government-funded research institute, KRIVET’s primary role is to conduct research to aid the planning and implementation of HRD policies, development of curriculum programs and so on. KRIVET also carries out such services as career counseling and online career-net, provided by the KRIVET Center for Career Development. In addition, KRIVET assesses private qualifications for national authorization.
The diversity of roles and activities performed by KRIVET as well as its accumulated expertise in HRD and TVET make the institution an ideal provider of training for senior officials, leaders and policymakers in the related fields in countries where the importance of HRD and TVET is growing. Since 2002, KRIVET has assisted countries in the Asia-Pacific region in making guided efforts in their pursuit for a successful and stable system of TVET through its annual UNESCO Regional Center of Excellence in TVET Training Programs.

Introduction
The advent of the new century poses several new challenges to countries in the Asia-Pacific region. With rapid advances in information, technology and communications, and flows of capital and labor occurring freely across borders, developing countries in particular are pressured to acquire greater labor productivity and flexibility in order to compete in an era of economic and technological change. Thus, TVET and HRD have become national policy concerns in many countries.
Through close cooperation with international organizations such as UNESCO, OECD and ILO, Korea Research Institute for Vocational Education and Training (KRIVET) has made continuous efforts for international exchange of knowledge and expertise in TVET and HRD. In 2000, KRIVET was named as an Asia-Pacific region UNESCO Regional Center of Excellence in TVET. To fulfill this role, KRIVET is always endeavoring to develop new and effective initiatives to foster the development of TVET in the Asia-Pacific region.
The annual UNESCO Regional Center of Excellence in TVET Training Program is one initiative that was launched in 2002 by KRIVET. The objectives of the training program are:

To provide an opportunity for participants to learn from Korea’s experience of developing TVET and HRD sectors at various stages of the nation’s economic growth.

To provide an opportunity for exchange of ideas, knowledge and experience among participants to stimulate innovative thinking in regards to TVET and HRD.

To foster networking among participants and program organizers for a lasting international partnership.
This year, KRIVET will be holding the 3rd Annual UNESCO Regional Center of Excellence in TVET and HRD Training Program for Leaders from September 14~20. We sincerely hope that the opportunity to take part in this year’s training program is not passed by those who can make a difference by participating in it.

Who is eligible to apply?
※ Please note, only one applicant from an organization/ institution can be recommended.
Applicants must meet two or more of the following conditions to be eligible:
■ Citizen of a country in the Asia-Pacific region
■ Professional experience of at least 10 years in HRD and/or TVET fields as an expert, high ranking policymaker and/or administrator
■ Someone who is capable of applying or utilizing the outcomes of the training program in the making and implementation of HRD and/or TVET policies in his/her country
■ Someone who is capable of applying or utilizing the outcomes of the training program for the development of TVET and/or HRD in his/her country

Applying for grants
■ All applicants are eligible for grants covering partial or full cost of participating in the training program. The purpose of the grant is to provide support to those who have an urgent need for training but are limited by financial constraints.
■ There are three types of grants- full grant, accommodations grant and airfare grant.
■ Applicants who wish to apply for grants should specify in their cover letter and application form the type of financial assistance they need.
■ Participants receiving full grant or airfare grant will have their airfare reimbursed upon arrival. Participants must submit their ticket stub and invoice.
Responsibility of participants
■ Successful applicants must pay a registration fee of US$50 at the registration desk on the first day of the training program. The full grant does not cover the registration fee.
■ Successful applicants must participate in the entire program.
■ Successful applicants are encouraged to bring any form of publication (brochure, booklet, book) published in English by his/her organization that may be used as reference in understanding TVET and/or HRD in their respective country. These materials will be on display for participants to view during the training program period and will be included in the KRIVET archives.
■ After completion of the training program, participants must submit a brief report on their experience of the program. The reports will be compiled for publication and dissemination, and will be used as reference for developing future training programs.
■ KRIVET does not cover travel insurance for participants. All participants are strongly advised to purchase individual insurance for their own convenience.
