4.2.1. If any early action has been taken into account in the allocation of allowances to individual installations, please describe the manner in which this has been done. Please list and explain in detail the measures which have been recognised as early action and the criteria on which they have been recognised as such. Please demonstrate that the investment/action implemented has resulted in emissions reduction exceeding what is required under EU or national legislation existing at the time the action was taken. 4.2.2. If benchmarking has been used, please describe the basis used to define the group of
installations to which benchmarking has been applied and the reasons for choosing a particular benchmark. Please also state the output values used and show proof of their appropriateness.
