Chapter 5 Management on Construction Sites



As the main content of this Environmental Codes of Practice(ECOP), this chapter has put forwards environment protection measures and fundamental requirements of environment management for Contractor during river regulation engineering. This section summarizes requirements on site environmental management, including working hours, construction of nameplate, enclosures, barricades, access roads, construction camp sites,as well as prevention of accidental risks. Construction unit shall observe management regulations of the local EPD, and accept regular inspection by environment supervisor.

Construction working hours:

  • Construction time is 6:00am to 22:00pm. During lunch break 12:00am-14:00pm, construction is stopped. Please note that entering and exit time of construction vehicles shall comply with the local government regulations;

  • Limit night construction and notice residents around when night construction cannot be avoided. Go through relevant procedures and take measures to reduce effect on residents around.

Setup of construction name plate:

  • Construction unit shall post information such as construction and project schedule, service interrupt, period for dredging;

  • Construction works during nights are limited;

  • If necessary, control effect on the neighborhood caused by night construction and notice the community to take necessary measures;

  • Before service interrupt (including water, gas, electricity and bus route), put up notice on project site, bus stop, effected resident houses and enterprises at least five days in advance.

Enclosures:

  • For any works with a construction period longer than 30 days, the boundary of its construction site should be built with an enclosure and sealed;

  • Enclosures should be metal plates or other hard fire-resistant materials. The enclosures should have a height or 2m at least for the construction sites in ordinary areas or 2.5m at least for the construction sites in key areas;

  • Enclosures should be built straight, neat and uniform, clean, beautiful and without damages and their appearances should go with the surroundings nearby;

  • An enclosure built for road occupation should be a metallic screen enclosure with great straightness and rigidity built within a sight distance of 5m from the road junction and should not block the sight of both vehicle drivers and pedestrians for sake of traffic safety. Never stack any articles within the 5m sight distance of the enclosure;

  • If an enclosure is 5m at most from a residential building, or its construction point is 15m at most from a residential building, a hospital, a school or a sensitive building, noise reducing measures such as increasing the height of the enclosure or setting a noise barrier should be taken. The setting of the noise barrier should comply with related specifications and standards. The places within a 5m or shorter distance out of each enclosure should be clean;

  • Never stack any materials, tools, earth or stones at the places with a 1m or shorter distance in each enclosure;

  • Never use enclosures as supports of retaining walls or other facilities or equipment, and

  • For the pipeline works in key areas, the boundaries of the construction sites should be enclosed and sealed.

Setting of Barricades:

  • If a pipeline works with a construction period of 30 days at most needs to occupy a road, its construction boundary should be set with barricades;

  • Never use red and white flags, safety isolating ropes or other materials as substitutes of barricades;

  • When using barricades, continuous sealing should be done and the barricades should be firmly fastened together, neat, uniform, clean and without damages;

  • If it is necessary to open an inspection well cover on an urban road with permissible traffic for an operation purpose, foldable barricades should be set on the boundary of the construction areas;

  • When setting a barricade, make the longer side of its base channel steel face the construction areas. If it is necessary to set a construction channel between the barricade and the construction area, the construction channel should have a width of 0.6m at least;

  • The names of construction units should be printed in a transverse direction on barricades. Never use barricades on which the names of construction units are not the same as the names of the actual construction units on construction sites;

  • If it is necessary to paint, refurbish or clean the external surface of a building or structure, the boundary of the operation area should be completely enclosed with barricades and all machinery, tools and materials should be put in the enclosure;

  • Never remove barricades before traffic is temporarily permit on the constructed roads or before the related works are finished, and

  • During the construction of a pipeline below a road in a key area, the construction method of “excavation, paving and recovery section by section” should be used and simultaneous excavation on all the sections is strictly forbidden.

Access roads:


  • If urban roads are occupied during construction, the related regulations of the public security, traffic and highway management departments should be followed, relevant examination and approval formalities should be fulfilled and roads for temporary pass should be set in a standardized way;

  • The construction period should comply with the regulations of the permit strictly. Never occupy roads without permission or continue to construct after the construction period specified on the permit;

  • If urban roads are occupied during construction and the pass of both vehicles and pedestrians is affected, roads for temporary access should be set as required;

  • If sidewalks are occupied during construction, it is necessary to set steady, flat and continuous sidewalks with peripheral safety enclosures on the sides of access doors close to commercial buildings, enterprise buildings, office buildings or residential buildings and the safe access for pedestrians should be guaranteed;

  • When a ditch or a pipeline trench is dug on an urban road on which pass of vehicles and pedestrians is needed and the construction cannot be finished in a single day, the relevant construction unit should construct with the method of covering steel plates on the urban road;

  • If the ditch or a pipeline trench has a width of 0.8m at least, the lower ends of the covering steel plates should be supported and strengthened by metal sections, and

  • Each covering steel plate should have a thickness of 0.03m at least. The edges of the steel plates and the chosen metal slope frames should be grinded to remove their sharp corners and burrs to ensure safety for both vehicles and people.

Preparation of construction camps:

  • Construction unit shall rent neighborhood resident houses to the greatest extent, this measure will reduce negative impacts on surrounding environment;

  • Arrange, store and dispose all solid waste generated from construction site appropriately, and

  • No natural wood shall be used as fuel for processing or preparing necessary material for project, cooking or heating.

Prevention of accident risk:


  • Construction unit shall formulate accident prevention measures in advance, assign person in charge of emergency to ask relevant department for help in case of accident.
