Citizens Charter Elements: 7.The proposed Project Development Objective is to improve service delivery through strengthened Community Development Councils and Clusters. This objective will contribute to the Governments long-term goals of reducing poverty, breaking the cycle of fragility and violence, and deepening the legitimacy of the state. The Citizens Charter project builds on the NSP and will work through CDCs to promote inclusive development and ensure the rights of vulnerable persons such as women and the poor.
