The Agency has established a National Technical Advisory Team with the primary focus of:

  • Driving consistency in the application of the NDIA Reasonable and Necessary decision making framework, tools and operational guidelines;

  • Providing technical advice and support to NDIA staff and partners in relation to unusual or complex service delivery matters;

  • Providing timely technical advice across the service delivery network;

  • Facilitating the achievement of participant and Scheme outcomes;

  • Contributing to tactical research that informs best practice service delivery;

  • Supporting the application of insurance principles within the disability sector.

The Technical Advisors support both planners, partners and delegates to develop and approve reasonable and necessary NDIS support plans in specific areas requiring specialist knowledge. Advisors will work directly with internal and external staff in a coaching and mentoring role to develop their understanding and critical analytic thinking relating to appropriate supports for participant needs and use of the NDIS reasonable and necessary decision making framework. TAT advisors also provide support and expert advice for high risk plans, compensation matters and internal and Administrative Appeals Tribunal reviews.
Position

This Executive Level 2 (EL2) Director position manages a team of specialist Technical Advisors in the Reasonable and Necessary stream to support the delivery of the NDIA across Australia.

You will have extensive knowledge and experience of disability impacts on daily living and where early intervention and capacity building may reduce impacts and/or improve outcomes for the individual, the community and the Scheme. The role will require a strong understanding of how the Technically Advisory Team will strategically link reasonable and necessary decision making to scheme sustainability and participant outcomes.
The Director will oversee the leadership of the Reasonable and Necessary Technical Advisory Team and ensure advice is delivered in a timely and consistent manner to the NDIS service delivery network according to performance expectations. The Director's role includes being able to exercise higher level delegations with respect to access and reasonable and necessary supports, undertake reviews of decisions and manage TAT relationships across the national service delivery network. This advice may pertain to reasonable and necessary supports, reviews and other policy development.

The Director is required to lead and support Technical Advisors to consider creative solutions to drive outcomes, consistent quality reasonable and necessary decisions and effectively manage complex situations associated with approval of funding. They will monitor the impacts of practice on operational policy and incorporate this into a continuous improvement framework, which identifies changes and innovation and ensures this is captured in policy refinement.


Responsibilities include –


  • Leadership and management of TAT staff, including establishing performance standards, mentoring and coaching;

  • Ensuring team and individual performance requirements are met within timeframes and quality expectations;

  • Managing and coordinating performance and quality improvement using a data-driven focus to set priorities aligned to operational imperatives;

  • Build productive working relationships with service delivery network and key national office stakeholders;

  • Contribute to the development of team and network capability;

  • Contribute to developing best practice application of reasonable and necessary support to maximise participant outcomes and scheme sustainability;

  • Providing regular reporting on conformance with Scheme management controls and on client related trend analysis with a particular emphasis on improving service delivery decision making at the local level and, where relevant, to improved Agency performance and systems at a national level;

  • Monitoring decision making processes and trends, report on consistency, trend analysis, network practice and outcomes analysis;

  • Supporting continual improvement in business processes and practices identifying opportunities for improvement and efficiencies;

  • Guiding TAT staff in the management and timely response to requests for reviews;

  • Contributing practical insights to national Agency policy outcomes and oversee the implementation of policy changes.



Eligibility


Successful candidates will be required to undergo a pre-employment National Police History check, and provide evidence of Australian Citizenship. Failure to do so may jeopardise your offer of employment.
Dependent on the role the appropriate working with children and/or vulnerable people checks may need to be undertaken as per State Legislation.

This position will be offered for a specified term of up to 18 months, with the possibility of extension up to three years.
