Issues and Solutıons ın Cultured Gılthead Seabream (Sparus Aurata)

Export ın European Unıon Harmonızatıon Process
In this study of thesis, the problems encountered during the adaptation process to European Union of the managements in the Aegean and Mediterranean Region, which exports Gilthead Seabream to EU and Agricultural City/Town Managements, were investigated. The list that belongs to those firms, was provided from the Aegean and Mediterranean Export Merchant Union and the data, gained as a result of the survey which was sent to 27 firms, was evaluated.
As a result of the survey performed, it was detected that, 93 % of the managements are both manufacturers and exporters and the managements evaluate 70% of their products at foreign market. It was determined that, exportation of gilthead seabream to EU, was mainly performed by the managements in Aegean Region when compared with those in Mediterranean Region. It was concluded that the exporters in Aegean Region adapt the EU harmonization process more easily. It was determined that, the managements which attach importance to Research and Development (53%), invest in technology (71%), attend exhibitions (60%), own quality system documents (94%), are members of the Fisheries Union (73%) and participate in trainings about EU (57%), adapt EU and situate in the sector more easiliy.
As the most important problem that was encountered during the exportation, the long lay days at customs, insufficiency of the encouragements and high freight charges at airway transportation were the conspicuous issues.
As a result of the survey, among the most important troubles that the managements encounter during the EU adaptation process, the late informance about the changes in legislation exists. Also, it was detected that, the imperfect and mistranslation of EU criteria influences the comprehensibility of the legislation and causes trouble in application. It was determined that, there is no equity house to deliver the suggestions and troubles of the producers to EU about EU criteria.
As a result of the present thesis, it was concluded that, constituting an equity house which delivers the troubles of the SME to EU during EU adaptation process, providing the development of SME in order to construct facilities that are suitable to EU norms, decreasing the bureaucratic activities to minimum level, enhancing freight charges, performing studies to increase the awareness of financial instruments, accelerating the customs procedures, rearranging the quotas which are applied to articulated lorries and employment of more Fisheries Engineers in these fields are required. Thus, both the development of the sector during the adaptation process to EU, and significant increase in the capacity of exportation of our country and acceleration of the competitiveness in foreign markets will be provided.
