The aim of the project is to support the Government of the Republic of Yemen (GoY) in its effort to transform from Local Administration to a Local Governance as articulated in the National Strategy for Transition to Local Governance (NSTLG) that was approved by the Cabinet in 2008. The core activities of the project will be articulated around supporting the development and implementation of the GoY National Programme which will guide and manage the implementation of the National Strategy for Transition to Local Governance (NSTLG). The project will provide support at three levels – to the National Programme Management Structure to formulate and coordinate implementation, to central government institutions, particularly the Ministry of Local Administration and to Local government units to support them in undertaking specific reforms as part of the implementation of the overall National Programme agenda
