The Contractor shall provide personnel management and support as required. The Contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The Contractor shall make necessary travel arrangements for employees. The Contractor shall provide necessary infrastructure to support contract tasks. The Contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).
16.4. Subcontract Management
The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subContractor performance on this requirement. The Prime Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subContractors to their team after notification to the Contracting Officer.
16.5 Employee Identification
All Contractor employees working at a Government facility shall wear company identification and/or Government issued identification to distinguish themselves as Contractor personnel. When conversing with Government personnel during business meetings and over the telephone, Contractor employees shall identify themselves as such. Where practicable, Contractor employees occupying space within a Government facility should identify their workspace area with their name and company affiliation.
The Contractor shall provide the necessary personnel, resources, and infrastructure to manage, perform, and administer the contract. The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The Contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall ensure the labor categories as defined in the Labor Categories document, labor rates, and man-hours utilized in the performance of each Task Order deliverable line item issued hereunder will be appropriate to accomplish the task.
This PWS requires personnel experienced with the following labor disciplines: Project Management, Planning, Interior Design, Transition/Relocation, Low Voltage Systems, Information Management/Information Technology (IM/IT), Logistics, Signage, Wayfinding, and Biomedical/Biomedical Research Equipment. The personnel should have experience with both healthcare and research laboratory projects, and have the appropriate educational background, certifications, and experience to demonstrate expertise in their field. The Contracting Officer reserves the right to determine whether or not the team members meet the requirements of the contract.
The Contractor shall include a designated Project Manager (PM) serving as the Government's primary point of contract and responsible individual for overall coordination and scheduling of the contract team's work.
The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of misconduct, security violations, or found to be or suspected to be under the influence of alcohol, drugs, or other incapacitating agent. Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is in the best interests of the Government. Such removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to perform the services as required by this contract.
17.2. Key Personnel
The personnel identified herein are considered essential to the work being performed hereunder. Prior to substituting, removing, replacing, or diverting any of the specified individuals, the Contractor shall notify the Contracting Officer 15 working days in advance and shall submit a written request and justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on this contract. The proposed substitution of personnel must meet the education, experience, and other technical requirements of the personnel being replaced. No change in personnel shall be made by the Contractor without notifying the Contracting Officer. However, in urgent situations, as determined or agreed to by the Contracting Officer, an oral request to substitute key personnel may be approved.
17.2.1. Personnel Qualifications
Prior to employees beginning work under the terms of this contract and any subsequent Task Orders, the Contractor will ensure that employees have the required qualifications identified below and, if applicable, have the required current and valid professional certifications. At least one key personnel under the base contract must have the authority to contractually bind the Contractor. The Program Manager, Senior Contracts Manager and Senior Interior Designer positions are key personnel that shall be identified and appointed for the base contract. The Project Manager, Interior Designer (Project), Environmental Graphic Designer, Biomedical/Biomedical Research Equipment Planning Specialist, Transition Planner, and Information Technology Planner are all key positions that may be required on an individual Task Order basis and shall be identified and appointed as required for each individual Task Order. The following are the standard requirements for each key position.
17.2.1.1. Program Manager
Provides business, technical, and personnel management across a major single project or multiple projects, involving multi-disciplinary and diverse functional activities, subordinate groups of technical and administrative personnel. Serves as the single point of contact and liaison between the Government’s Program Manager and the Contractor. The Contractor shall designate a Program Manager that will be assigned to this contract.
Standard: The Program Manager shall have the following qualifications:

A four-year college degree in architecture, interior design, engineering, business or a related field from an accredited college/university;

10 years’ experience in a supervisory position;

10 years’ experience in managing relevant (Governmental or non-Governmental) projects; and 5 years of experience on relevant Federal projects.
