Question 2: My second question is about tax. Which taxes do I have to pay if I benefit from this project?

Answer: As you mentioned, you will be enrolled in 36-hour courses. In these courses, you will be given information about taxes, terms of their calculation and payment. You will be explained the legislative issues. 

10. Citizen - Khanim Taghiyeva

Question: I have completed the tailoring course. I am a disabled person of the 2nd group. Can I benefit from this Project in the tailoring field?

Answer: By participating in the self-employment program, you can be provided with the assets of “tailoring” business idea. You will benefit from this project which is jointly implemented with World Bank and you will be involved in the training course. You will be able to develop a business plan in the selected business area and then you will be provided with assets and build your business.

Question: My second question is when will the project begin?

Answer: The project is scheduled to begin in June, 2020.

11. Citizen - Samir Piriyev

Question 1: I want to build a farm. Does the project envisage agriculture?

Answer: Yes, you can be provided with assets by participating in the self-employment Program. You will benefit from the project which is jointly implemented with World Bank and you will be involved in the training course. You will be able to develop a business plan in the selected business area and then you will be provided with assets and build your business.

Question 2: My second question is how many citizens will this project cover in 2020, and how is the selection process carried out?

Answer: I would like to note that in 2020, 2,200 beneficiaries are expected to benefit from the project. Preference is given to the citizens belonging to the vulnerable groups in 4 categories. These are as follows:  youth, women, citizens who receive the TSSA and citizens from IDP families. The involvement of beneficiaries to the project is carried out on the principle of priority.

 12. Citizen - Ilaha Aliyeva

Question: I am a parent of two minor children. I bring up them alone. I am a hairdresser (hairdresser). I want to set up my own business. Can I get the equipment I need in the project?

Answer: Yes. You can be provided with assets that are included in the set of assets of the “hairdresser” business idea by participating in the self-employment program. You can benefit from this project and organize your home-based hairdressing service.


Public Discussions in Aran Economic District.

On January 23, 2020, a meeting was held in Barda with beneficiaries from the Aran Economic District. Anar Valiyev - Head of Employment activities and unemployment insurance payment sector of the State Employment Service under the MLSPP, and Kanan Baghirov, Senior Advisor of the same sector, Director of the Berde District Employment Center Bilman Shadlinski, Director of the Agdam District Employment Center Elshen Rustemov, Director of the Terter District Employment Center Azer Aghayev as well as employees of Yevlakh Region Employment Center, Agjabadi District Employment Center, and 43 unemployed citizens from those regions attended the meeting. During the meeting, Anar Valiyev answered the following questions of citizens:

Citizen - Gasimzade Narmin

Question: I'm an internally displaced person. I have 2 children. I raise my children alone. I am a baker. I want to work at home. Can this project help me, given my current situation?

Answer: Yes, you can participate in this project. By participating in the self-employment program, you will be involved in training at the District Employment Center where you are enrolled. You will develop a business plan for the confectionery industry. With the World Bank project focusing on 4 categories of citizens in the most vulnerable group, you can take advantage of this project and organize home-based confectionery business.

Citizen: Binnetzade Rauf

Question: Does this project apply to all citizens registered at the Employment Centers?

Answer: No. This project applies to unemployed citizens. These beneficiaries apply for participation in this project. On the basis of priority they are involved in training and develop a business plan. At the next stage, their business plans are evaluated, and the assets are provided.

Citizen: Aliyev Naghi

Question 1: My question is, what are the areas planned for setting up business in frames of the project?

Answer: As we mentioned, the self-employment project is being implemented country-wide and there are packages of equipment and assets for the establishment of service, production and agricultural businesses. You can get acquainted with those packages.

Question 2: My next question is, what are the environmental considerations for the project?

Answer: As we mentioned, the self-employment project is being implemented country-wide and it is planned to pay attention to environmental issues. All businesses in the manufacturing, service, and agriculture sectors should not harm the environment or pollute the environment. From this point of view, each project participant should set up his own business taking into account the above-mentioned issues.

Question 3: My next question is if a citizen was involved in self-employment projects in the past and was provided with assets, can he/she participate again?

Answer: No, every citizen can participate in a self-employment project once. In this regard, the same person is not allowed to participate in the project again. Also, beneficiaries who participate in the project and start their own business will become owners of assets transferred to them after 2 years.

Question 4: My next question is whether a citizen can participate in a self-employment project, be provided with assets and set up his own business so that he can use this project again to grow his business in the future. Will he be given additional goods or assets?

Answer: If the citizen benefits from this project and builds self-employment, it is expected to provide further support in expanding his/her activities.

Citizen: Muradzade Mirhuseyn

Question: I realized that the project involves women. But I think most of the unemployed people were men. In this regard, how will the project be implemented?

Answer: The Self-Employment Project implemented in partnership with the World Bank considers all citizens. However, those who have special advantages in the project are young people, women, displaced people, and TSSA recipients. These criteria will be taken into account in the selection of project participants and will be implemented on a priority basis.

Citizen: Abdullayev Sahil

Question: My question is about family composition. Do citizens who have a large family and apply for self-employment have some advantage?

Answer: The self-employment project envisages all citizens. The project involves citizens who have received unemployed status under the relevant legislation. The project participants and their family members joining the program does not have an advantage due to circumstances such as the number of citizens involved in the project will be carried out in accordance with the principle of priority.

Citizen: Valiyev Saleh

Question: I graduated from vocational training. During my course, I was also paid a salary. Can I participate in this project?

Answer: As we mentioned, the Self-Employment Project envisages all citizens. The project involves citizens who have received unemployed status under the relevant legislation. In this regard, if you are unable to get a job, you can apply for this project by getting a unemployed status. By participating in the project, you will have the opportunity to build your own small business based on the principle of priority.

Citizen: Hasanova Lamiya

Question: I have a higher education and am a teacher. I would like to take advantage of this project and open a course. Can you help me?

Answer: As we mentioned, the Self-Employment Project envisages all citizens. The project involves citizens who have received unemployed status under the relevant legislation. In this regard, if you are unable to get a job, you can apply for this project by getting unemployed status. You will be involved in a 36-hour (12-day) training and will develop a business plan based on your idea. In this regard, you can benefit from the project and start your own small business.

Citizen: Mammadova Lamiya

Question: I am a confectioner and want to start my own business as a confectioner. Can this project help me?

Answer: Yes, you can participate in this project. By participating in the self-employment program, you will be involved in training at the district employment center where you are enrolled. You will develop a business plan for the confectionery area. With the World Bank project focusing on 4 categories (woman, youth, IDPs and recipients of targeted state social assistance) of citizens in the most vulnerable group, you can take advantage of this project and organize home-based confectionery business.

Citizen: Osmanli Aysun

Question: I'm a hairdresser. I would like to open a beauty salon. Can I create my own business by joining this project?

Answer: Yes, you can choose an existing beauty salon package by participating in this project. By participating in the self-employment program, you will be involved in training at the district employment center where you are enrolled. You will develop a business plan for the relevant industry. With the World Bank project focusing on 4 categories of citizens in the most vulnerable group, you can take advantage of this project and you can open a beauty salon.

Citizen: Ahmedov Mahammad

Question: I am a group III disabled person. I applied to the Employment Center. I want to join this project. What can I do about it?

Answer: As we mentioned, the Self-Employment Project envisages all citizens. The project involves citizens who have received unemployed status under the relevant legislation. In this regard, you should contact the Employment Center where you are registered. If you cannot get a job, you can apply for this project by getting unemployed status. By participating in the project, you will have the opportunity to build your own small business based on the principle of priority.
