The Korean-American Educational Commission (hereafter, KAEC) administers the Fulbright Program in Korea. All inquiries regarding your award or its terms and conditions should be addressed directly to KAEC at the above address.
I. EXPLANATION OF AWARD DOCUMENT
All references in < > are to the numbered items and sections of the award document.
Review the explanations with the document in hand.
- : Name and Address of Awardee
Any changes should be reported immediately to KAEC and the relevant cooperating agency in the United States. Depending on the urgency, the awardee may communicate the necessary information by letter, e-mail or fax. If requested, an acknowledgment of receipt will be made.
- : Date of Issue
The signed award document should be returned to KAEC within 30 days from the issue date indicated in the award letter. Within limits, extensions may be granted upon written request by the awardee to KAEC prior to the deadline.
- : Period of Award
Basic Stipulations
The award period is indicated in the award document. All award benefits are based on this period subject to the “Contingencies” stipulated in Section VII (see below). Adjustments are made in the award benefits, as warranted, in cases of late arrival or early departure.
Beginning and ending dates for the award period may be indicated as well. As these dates may have been established in consultation with the prospective host institution in Korea, any substantive changes must be authorized by KAEC in advance. For lecturers, changes in the beginning and ending dates of the award generally are not possible if they interfere with the opening and closing dates of the Korean semester. For researchers and students, as circumstances warrant, the beginning date of the award may be advanced or postponed for a reasonable period of time subject to prior approval by KAEC.
Awardees are expected to arrive in Korea on or about the beginning date of the award period, either as stated in the award document or as subsequently adjusted and confirmed in writing by KAEC. Late arrival without approval may constitute grounds for termination of the award. Early arrival may be permitted, but prior approval must be obtained from KAEC if the early arrival will entail visa sponsorship or payment of award benefits beginning in advance of the stated award period.
Approval of an early beginning date shall not constitute a commitment by KAEC to extend the award period. Normally the ending date will be advanced by an equivalent period so that the funded award period remains the same number of months as initially stated.
Extension/Renewal
Upon request, and conditional upon making satisfactory progress toward the approved objectives, you may request the award period (i.e. Fulbright visa approval period) to be extended. Normally extensions do not exceed 90 days.
As funding during such an extension is rarely available, an awardee requesting an extension must certify the availability of adequate funds to cover the requested period of extension. Funding may be from personal sources or another award.
Lecturers and lecturer/researchers are eligible to apply for a renewal of the award for an additional one or two semesters provided the request is supported by their host institution or another eligible host institution. KAEC grants renewals solely at its own discretion and subject to the final approval of the J. William Fulbright Foreign Scholarship Board (FSB). Generally, renewals are approved only in exceptional cases.
Absences
Absences from Korea during the award period are permitted for limited periods provided such absences do not interfere with the purposes of the award. Prior written approval for each absence must be obtained from KAEC by submission of a request well in advance of the proposed travel dates. As explained below, depending on the circumstances, an absence may or may not result in an adjustment of award benefits.
Absences necessitated by activities directly and immediately related to the approved project or other Fulbright-sponsored or approved activities such as inter-country conferences will be construed as "professional absences" and no adjustment of award benefits will be made for the periods of absence from Korea. While there is no specific period limitation for professional absences, KAEC reserves the right to disallow requests it considers excessive.
Absences occasioned by any other circumstance such as tourism or even enrichment travel will be construed as "personal absences" and an adjustment of award benefits will be made if the absences exceed the permitted "grace period" as follows:
a. For awards of 9 to 12 months, including any extension, a combined total absence of up to three weeks (or 21 calendar days) will be allowed without any deduction in award benefits. A total absence in excess of 3 weeks will result in a deduction of award benefits for the excess period.
b. For awards of 4 to 8 months, a combined total absence of up to two weeks (or 14 calendar days) will be allowed without any deduction in award benefits. A total absence in excess of 2 weeks will result in deduction of award benefits for the excess period.
c. For awards up to 3 months, no leave of absence will be allowed.
Early Termination
Researchers and students who have accomplished their objectives earlier than expected, or who must depart early because of professional or personal obligations in the U.S. should submit a written request for early termination to KAEC. As the award benefits are intended only to cover expenses while in Korea to pursue the stated objectives, award benefits will be paid only up to the day of departure.
If a student grantee wishes to terminate before completing the 6th month of award period, the grantee will be responsible for reimbursing one half of all award payments previously made by KAEC, and will be responsible for paying for their return airfare to the U.S.
Lecturers and lecturer/researchers may not depart early (before the end of their teaching commitment) except under compelling personal circumstances. In those rare instances, KAEC expects the maximum advance request for early termination and the fullest possible cooperation to minimize the inevitable disruption to the classes at the host institution. Once again, award benefits will be paid only up to the day of departure.
Delayed Return
An awardee wishing to remain in Korea for a significant period after the expiration of the award period is responsible for seeking an appropriate adjustment in the status of entry (i.e., visa status) from the Korean immigration authorities. Under current regulations, a former awardee is required either to leave the country or to obtain an adjustment within 30 days of the expiration of the award period (including extensions). During any additional period of stay under such adjusted visa status, former awardees may not represent themselves as Fulbright scholars, either officially or unofficially. KAEC assumes no responsibility for any increase in return travel costs incurred as a result of the additional stay.
- : Category of Award
Any change in the category of the award must be approved by KAEC.
- : Purpose of Award
Full-time lecturing, research and/or study is expected as described. Prior approval from KAEC is required for any change in the stated purpose of the award.
Acceptance of remunerative employment in Korea, unless approved in writing by KAEC, violates the conditions of the award. KAEC normally will not approve any employment other than the classes arranged for lecturers unless very closely related to the stated objectives of the award and only temporary or short-term in nature. Occasional special lectures are normally approved.
A normal teaching load for lecturing consists of two or three courses per semester, depending on the normal teaching load of full-time faculty at the affiliated university. One or more of the courses may be a graduate seminar. Undergraduate courses meet two or three times a week. Graduate seminars frequently meet for one extended session per week. Lecturers are welcome to conduct research, of course, although it will not be considered a part of their official assignment or result in a reduction in their teaching load.
A lecturer/researcher conducts research as proposed in addition to the teaching load as stated above. The research period may be arranged at the grantee’s discretion either preceding or following each semester of full time teaching.
A researcher may elect to teach a course at the related institution if it is related to the research and does not interfere with normal progress, but no teaching is required. Researchers are required to inform KAEC of requests for lecturing services. If circumstances warrant, the award benefits may be adjusted.
A professional with the required academic credentials also may teach a course. In this case as well, KAEC must be informed and the award benefits will be adjusted as warranted.
Teaching or lecturing on a regular basis is not an authorized activity for anyone in the student category.
- : Institution of Affiliation in Korea
KAEC determines appropriate affiliations based on its programmatic objectives. Any institutional affiliation confirmed in the award document may not be changed by the grantee without the approval of KAEC. For lecturers and lecturer/researchers, finalized formal host institutional affiliations are normally arranged prior to their arrival in Korea. KAEC will inform the grantee of the terms of the affiliation prior to the anticipated arrival date in Korea. Those terms are final and binding and may not be re-negotiated without the explicit consent and prior approval of KAEC.
For students and researchers, both academic and professional, the objective of having an affiliation is to provide a "base" which will facilitate access to other contacts. It does not mean that the grantee will be confined to working with that institution or with a specific contact at that institution. Conversely, from the host institution's perspective, the offer of an affiliation which entails no services to the institution does not necessarily imply a firm commitment to extend privileges or substantial assistance.
In some instances, especially in the case of students, institutional affiliations may be arranged or finalized after arrival in Korea. For students who are recent college graduates, rather than enrolled graduate students or Ph.D. dissertation researchers, the institutional affiliation may be of a nominal nature. Nonetheless, the grantee should remain in regular contact with the host institution throughout the award period. If the affiliation does not work out, the grantee should inform KAEC and seek assistance in arranging an alternative affiliation.
Before or after arrival, KAEC will provide letters of introduction as necessary to organizations and individuals a grantee may need to contact in connection with approved objectives in Korea. Please contact KAEC directly to request confirmation of an affiliation even if you have already arranged one.
- : Cooperating Agencies in the U.S.
There are two principal cooperating agencies which provide important services to the Fulbright Program worldwide. These organizations are:
INSTITUTE OF INTERNATIONAL EDUCATION (IIE) - IIE assists the Fulbright Program in the exchange of students. It handles the placement and day-to-day supervision of foreign Fulbright students in the United States and the recruitment and academic screening of American student candidates competing for Fulbright awards to other countries. IIE's head office is in New York, and it has regional offices in Chicago, San Francisco, Houston, Denver and Washington, D.C., as well as several offices overseas.
COUNCIL FOR INTERNATIONAL EXCHANGE OF SCHOLARS (CIES) - CIES cooperates with the Fulbright program in the exchange of lecturers and research scholars. It assists in the recruitment and academic screening of American lecturer and research scholar candidates for Fulbright awards to other countries and provides placement services and day-to-day supervision for foreign research scholars and lecturers in the United States. As needed, CIES calls upon its constituent agencies and upon professional organizations and academic institutions in the United States to assist it in specialized fields or particular exchange problems.
Other agencies involved in the administration of the Fulbright Program in the United States are:
J. WILLIAM FULBRIGHT FOREIGN SCHOLARSHIP BOARD (FSB) - The FSB was created by the U.S. Congress under the so-called Fulbright amendment of 1946 to supervise the worldwide educational exchange program first authorized by that amendment. The intent of Congress was to establish an impartial and non-official body which would assure the respect and cooperation of the academic world for the educational exchange program, particularly in the selection of awardees and of educational institutions qualified to participate. The FSB sets policies and procedures for administration of the program, has final responsibility for approving the selection of all awardees, and supervises the conduct of the program both in the United States and abroad. The Fulbright-Hays Act of 1961, under which the educational exchange program is presently conducted, consolidated and enlarged the authority of the FSB. Appointed by the President of the United States, the FSB is composed of twelve members drawn from academic, cultural and public life. Subcommittees, organized on a regional basis, review exchange proposals submitted to the FSB by a binational commission or, in countries which have no commission, by the United States embassy or consulate.
U.S. DEPARTMENT OF STATE - Bureau of Educational & Cultural Affairs (ECA) is the administrative and executive agency of the Fulbright Program, as it is for other U.S. Government exchange-of-persons programs. ECA provides budget, administrative and staff support for the program, negotiates agreements covering educational exchanges with foreign governments, maintains liaison with United States embassies and consulates overseas on exchange affairs, and in Washington seeks the help and cooperation of other U.S. Government and private agencies on particular aspects of the program.
- : Award Benefits
The award is tenable in Korea only. Depending on the category of the award, as indicated in the award document, the financial terms will include all or most of the following benefits:
a) The MONTHLY MAINTENANCE ALLOWANCE (hereafter, allowance) is primarily intended to cover living costs in Korea. It can be paid in Korean currency at the current exchange rate on request, if the Commission has enough won on hand.
An awardee will not be entitled to the allowance until taking up the assignment in Korea. The initial payment will be made shortly after arrival in Korea. Payment is made monthly in advance. Awardees must establish a Korean bank account so KAEC may deposit won payments.
If for any reason an awardee ceases to carry out the approved project or activity during the term of this award, KAEC may suspend payment of the allowance and any other benefits provided under the terms of this award until such time as the approved project or activity resumes, and no claim for such allowance or other benefits for such period of suspension shall be honored. If for any reason the awardee, during the term of this award, leaves Korea without KAEC's written authorization, KAEC may suspend the allowance and any other benefits provided under the terms of this award until the awardee returns to Korea, and no claim for such allowance or other benefits for such period of suspension shall be honored.
b) A MONTHLY DEPENDENTS’ ALLOWANCE is provided to cover basic living expenses for accompanying dependents, with a maximum of “one” for graduate student grantees and “two” for scholar grantees. "Dependents" include a spouse, accompanying children who are unmarried and under 21 (or regardless of age if incapable of self support) and a mother or father of the awardee or of the awardee's spouse if incapable of self support.
Dependents must arrive with the awardee, or shortly thereafter, and must remain in Korea for all, or most, of the award period to qualify as "accompanying dependents" with entitlement to a dependent allowance. KAEC considers “most of the award period” to be 80% of the grant period.
c) All TRANSPORTATION from the awardee's U.S. home of record to Korea is coordinated by KAEC. At least five (5) weeks prior to the date of departure awardees must submit to KAEC via e-mail their preferred date and itinerary travel and must contact our U.S. travel agent. DO NOT MAKE TRAVEL RESERVATIONS through any other travel office or airline prior to contacting KAEC and our travel agent.
Travel costs for accompanying family members normally are not included as a benefit of a Fulbright award, except for one primary dependent of a Fulbright senior scholar whose award is for a full academic year of ten (10) or more months. (Under current FSB regulations, the dependent of a Fulbright student grantee is not eligible for a travel benefit regardless of the length of the award.) This travel benefit normally is available only if the dependent will remain in Korea for a "substantive" part of the period of the Fulbright award, which KAEC interprets as 80% of the grant period. The Fulbright Award Authorization specifies whether or not this additional benefit is provided. When this benefit is included in the terms of the award, the same conditions apply as those described above for the grantee.
KAEC pays our cooperating U.S.-based travel agent for the cost of the least expensive coach (economy) class routing from the awardee's home of record to Korea. If an awardee wishes to make intermediate stops and/or alternate routing, or wishes to choose a more expensive non-stop flight, any additional costs will be his or her individual responsibility.
Exceptions:
1. An awardee who is already in Korea on the date of issue of the award document will receive return transportation only from Korea to the home of record in the U.S. as shown in the application or as otherwise verified by KAEC. At its own discretion, KAEC may reimburse an awardee for the actual expenses incurred in traveling to Korea provided the awardee is judged to have had a valid reason for traveling to Korea prior to the beginning date of the award and funding is available for this purpose.
2. Return transportation will not be paid for any awardee who leaves Korea prior to the termination date of the award, unless such early departure is approved by KAEC. If a return ticket has been provided in advance, the awardee must reimburse KAEC for the difference between the cost of round-trip and one-way travel.
Travel expenses from home to airport in the United States and from the airport to lodgings in Korea are not specifically covered by the award. When the host institution is located outside of Seoul, however, the awardee will receive a ticket or be reimbursed for any actual travel costs for travel within Korea by air or ground transportation.
Normally KAEC provides one-year open tickets as most grantees return to the U.S. within 12 months. Return transportation is assured to awardees only for 60 days after termination of the award. Extension of return travel beyond this period requires KAEC approval.
d) A BAGGAGE ALLOWANCE is provided on a round-trip basis. The total amount may be used either in traveling to Korea or in returning to the U.S. KAEC will make reimbursement for shipping or mailing charges only on the submission of original receipts. At KAEC's discretion, the allowance may be adjusted if only one-way travel is authorized.
e) A one-time SETTLING-IN ALLOWANCE will be paid in Korean cash, normally at the airport immediately upon arrival in Korea, to assist the awardee in meeting various expenses normally incurred in settling in to new housing, such as desired utensils, small appliances, linens, or other household items. If arrival services are not provided, this allowance will be paid during the in-processing procedures.
f) An INCIDENTALS ALLOWANCE in the amount indicated in the award document is available for books, photocopying, educational supplies and materials, translation assistance, local travel or services rendered in Korea which are essential to the awardee's activity. Reimbursement for this allowance will be made on submission of original receipts during the grant period.
Some types of research may involve special expenses for equipment, interpreters, questionnaires, travel, field assistants, etc. Researchers who anticipate special research expenses beyond the amount of KAEC's allowance should seek assistance from other sources, as such expenses cannot be covered by KAEC.
g) A MONTHLY HOUSING ALLOWANCE is paid only to those awardees who are not provided housing by KAEC or a host institution.
Host institutions sometimes provide housing for lecturers and lecturer/researchers who are unaccompanied by dependents. Even those who are accompanied may receive housing depending on the situation of the host institution.
Institutions do not normally provide housing for non-lecturing scholar or student researchers. KAEC will assign its own housing, as available, to scholar and student researchers who do not receive institutional housing.
All charges for utilities and maintenance fees in institutional or Fulbright housing are the responsibility of the awardee.
The monthly housing allowance, when paid, is intended only to offset some rental charges and may not necessarily cover the full cost of rent, much less other expenses such as utilities and furnishings. The allowance varies depending on whether the awardee is accompanied or unaccompanied. The award document specifies the amount to which an awardee may be entitled.
h) SCHOOL TUITION may be provided for up to two school age dependents in the case of lecturers or researchers, and for one school age dependent in the case of student grantees. If the actual tuition is more than the allowance, the awardee will be responsible for covering the balance.
Only the actual costs up to a maximum of $14,000.00 per school year for each entitled dependent will be covered. This benefit is available for dependents in grades K through 12 only.
This allowance may be applied to the costs for correspondence study if the awardee elects that option in lieu of formal schooling or if formal schooling opportunities are not available at the place of residence in Korea.
i) HEALTH AND ACCIDENT INSURANCE COVERAGE is provided by the award, up to $50,000 per covered accident or illness under a $25 deductible group policy arranged for Fulbright grantees by the State Department. The awardee will be insured for the period of the award and the time spent in direct travel. No coverage is provided during any time outside of Korea, whether on personal or Fulbright-related travel. No coverage is provided for dependents. Claim forms and other necessary documents will be provided upon arrival in Korea.
- : Orientation
Orientation to Fulbright in Korea is more of a process than an event, and includes all information sent to the grantee by KAEC and other sources prior to departure from the US. There is no orientation “gathering” in the US for Fulbrighters coming to Korea. KAEC provides brief individual orientation during the in-processing procedures after arrival in Korea. Orientation and progress seminars may also be scheduled for student awardees. All awardees are expected to attend all orientation and seminar sessions unless explicitly exempted by KAEC.
- : Special Provisions
All grants are contingent upon KAEC’s receipt of MEDICAL CLEARANCE from IIE or CIES (as appropriate).
In the case of students, a LANGUAGE STUDY ALLOWANCE may be available to partially offset the costs of language study during the period of the award. This benefit will be offered only to those students who need additional language study and who are pursuing an approved program of language study with the prior approval of the Commission.
Other special provisions which might apply include increases or decreases in one or more of the regular allowances depending on the special circumstances of the award being offered.
- : Authorizing Officer
The award document must be duly signed to be valid. Normally it is signed by the KAEC Executive Director.
- : Acceptance or Declination of Award
An awardee must complete, date and sign the award document, and return the copies as instructed.
