INTRODUCTION

The Republic of Uzbekistan's development has been influenced by both the most recent advancements in modern culture, enlightenment, science, techniques, and technologies, as well as the rich spiritual culture of the people and universal human factors. The development of independent thought and observational tools based on the contemporary economy of science, with adequate intellectual output and the flawless creation of highly skilled, competent jobs, is a crucial prerequisite for Uzbekistan's progress.
In our republic, work is being done to create a new personnel production system that will meet modern standards for high-quality, highly qualified labor, be able to work independently in the field of study of choice, and be able to contribute honorably to the nation's scientific-technical, socio-economic, and cultural development. It will also quickly develop socio-economic adaptation to the conditions of development and produce goods with high cultural, spiritual, and moral qualities.
Establishing the priorities for the methodical reform of higher education in the Republic of Uzbekistan, modernizing higher education to foster the growth of the social and economic sectors through the use of cutting-edge educational technologies, and elevating the process of training highly qualified personnel with contemporary knowledge and high moral and ethical qualities to a new level in terms of quality Decision No. 824 of December 31, 2020 of the Cabinet of Ministers "On measures to improve the system related to the organization of the educational process in higher education," and Decree No. PF-5847 of October 8, 2019 "On approval of the concept of the development of the higher education system of the Republic of Uzbekistan until 2030"
Writing and reading on a very basic level are both means of communication. There is a significant difference between the two, but they are both also related closely.
