1INTRODUCTION 1.1AIM
In parallel with the population growth caused by immigration, infrastructural demands have also been increased in the Mersin Province. In order to meet these requirements, General Directorate of Water and Sewerage Administration (MESKİ), Mersin Greater Municipality, has started implementation of a series of projects, which progress in coordination, for renewal of infrastructure and extension of services. Under these projects, water network system extension works were started to meet water demand of 19 Town Municipalities within the Greater Municipality boundaries. In parallel, the network renewal and repair project have been executed with the funding support of World Bank for Municipality Services Projects to reduce the loss and unaccounted for water rate to reasonable levels in the network. These projects, directed to network extension and renewal, are aimed to be completed in 2009.
Municipal Services Project aims financing investments from the World Bank funds for use in water, wastewater and solid waste projects of municipalities with coordination of the Bank of Provinces. Purpose of this project is to support municipal development in a sustainable manner.
Activities carried out under the project must be in conformity with effective Turkish Environment Regulations and Procedures and other Protection and Operation Policies, in particular the Environmental Assessment described in the Operation Policy 4.01 of the World Bank (The World Bank OP 4.0.1, 1999). Environmental Monitoring Criteria were established, meeting both Turkish and World Bank standards to monitor this conformity. These projects are evaluated in four categories according to these criteria. MESKİ’s project for rehabilitation of water supply network and connected units is under category B with the Monitoring Criteria. Category B defines projects that are not listed in Appendix I and Appendix II of the EIA Regulation under Turkish legislation, but that are site specific projects having impact on environmentally important areas in accordance with the World Bank Monitoring Criteria. An Environmental Impact Assessment (EIA) has not been done in this project for the reason that this project is not in the scope of Turkish legislation.
Preparation of an Environmental Management Plan covering construction and operation stage of the project in accordance with requirements of this category is the purpose of this study.
