Moldova is actively participating at the working sessions of Stability Pact, by sending representatives from the Moldovan institutions to take part. In this regard, the representatives of Moldova, participated on 29-30th of May 2006, in Belgrade, at the reunion of the Regional table and Working Tables of the Stability Pact, during which the project for reorganisation of the Stability Pact was launched, by creating the Regional Council for Cooperation (RCC), that is to integrated all the progresses and initiatives from the South - Est Europe. The Republic of Moldova welcomed the initiative for creation of the RCC, expressing a full political commitment.
In order to create, in February 2008, the RCC, and of the related structures, as well as launching the activity and ensuring the functionality of the new regional structures, the South-Est European countries, on 14th of September 2007 signed in Plovdiv (Bulgaria), the Headquarters Agreement between Ministers’ Council of Bosnia and Herzegovina and the Governments of the SEECP on the commitments of the hosting country to carry the RCC secretariat, a phase for the initiation of process of ensuring the legal status of the new regional cooperation mechanism from the South Est Europe.

In process of completion Moldova’s participation to the initiatives and processes from the South-Est European region represents and provides and added value to the cooperation of the states of the South-Est Europe in priority fields. In this context, Moldova, along side with the member states of the Stability Pact Anticorruption Initiative (SPAI), signed on 13th of April 2007, at Zagreb, the memorandum of understanding on the cooperation in the field of fighting corruption through the AISP instrument, cooperation than will contribute to the amendments of the national legislation to the standards established by the international conventions on anticorruption, the general principles and the specific recommendations developed by the European Union institutions and of the Council of Europe.
In the same context, the Republic of Moldova signed on 24-25th of September 2007 in Zagreb (Croatia), the memorandum of understanding on the institutional framework of the Disasters Preparation and Prevention Initiative (DPPI) of the South Est European Stability Pact, the benefits for signing this document are to be reflected in the consolidation of the institutional capacities to manage the disasters and of the organisations responsible for administration of the exceptional situations for improving the process of prevention and preparations for disasters in the states from the region.
In October 2007, during the meeting of the Multinational Advisory Group (MAG) of the Regional Assisting Committee for Verification and Implementation of the Arms Control, the Republic of Moldova will take over the Presidency of the MAGRACVIAC for the period of 2007-2008, fact that will contribute to the consolidation and promotion of the country’ image as a trusted partner in the cooperation of the states from the South-Est Europe on defence, military conversion and regional security.
At the same time the Republic of Moldova is providing special attention to the participation and active involvement in the e initiative of the Regional Centre for Fighting Cross Border Crime (SECI), and the Stability Pact for Fighting Organised Crime Initiative (SPOC) that are in the process of restructuring, the new institutional structure is to yet decided for these two regional initiatives.

In the process of completion Ministry of Foreign Affairs and European Integration is continuing to ensure the participation of the representatives of the national institutions to the organised meetings within the framework of the initiatives and processes of the Stability Pact, dedicated to specific topics, that are in the competences of these institutions. The main objective, in this regard, is to ensure the direct contact, of the national experts with the experts of other states, contributing in this way to the professional development and motivating exchange of experience.

On 19th of December 2006, during the summit of the Prim-ministers from the Stability Pact countries for the South Est Europe, the Republic of Moldova, alongside with the country from the West Balkans, signed the improved CEFTA Agreement 2006, that represents an extension of the free trade agreement for the Central Europe and has the aim to contribute to the development of the trade relations between member states in the process of European Union Integration and assimilation of the European Union standards.
The activities of the Moldovan authorities are directed to the diversification of the markets for the Moldovan products, promoting trade exchanges with the member states of the Central European Free Trade Agreement (CEFTA).
The Republic of Moldova will take over the Presidency of the CEFTA in 2008.

EU support for the participation of Moldova to the South-East European Co-operation
Process.
Completed On 4th of May 2006, during the summit of the Chiefs of States and Governments of the South Est European Cooperation Process (SEECP) in Thessaloniki, the Republic of Moldova adhered to the SEECP as a full-fledged member. The European Union expressed its support for the adherence of the Republic of Moldova to the SEECP.
The Republic of Moldova provides special attention to the framework cooperation offered by the SEECP, that has the main aim to contribute to the promotion of common policies of the participant countries, as well as to support the states in the process of European Union Integration, SEECP being the main political forum and the supreme decision making political body in the process of regional cooperation in the South Est Europe.
In the context of creation and launching the RCC, SEECP will offer necessary political guidance to the participant countries in the South – Est European cooperation, in order to fulfil the main objectives suggested in the main areas for cooperation.
The Republic of Moldova will take over the presidency of SEECP in 2008.

In order to promote the political solution of the transnistrian problem during the period of implementation of the EU-Moldova Action Plan (ENP AP), consultative activities were made with all the participants in the process of settlement at bilateral as well as multilateral levels, in the international forums and organisations. As a result of the consultation made on 27th of September 2005 in Odessa, Ukraine, the decision to enlarge the negotiation format was made, as a result the USA and the European Union obtained the status of observers in the negotiation format.
According to the first measure from the chapter 2.2 of the Action Plan, as well as with the agreements and commitments, undertaken in the negotiation process, the Ministry of Reintegration, in collaboration with other ministries and central public authorities, participated at the development of normative and legislative acts named in point 2.1(1) of this report.
According to the Parliament Decision no.117-XVI of 10th of June 2005 and the Law of Republic of Moldova no.173-XVI of 22 July 2005, the agenda for the negotiation rounds of the 27-28th of October 2006, 15-16 December 2005, 26-27th of January 2006 was focused on the democratisation and demilitarisation subjects of the transnistrian region, including the creation of the OSCE mission for evaluation of the organisation and development of the election in the transnistrian region under the international control, the situation in the Security Zone, monitoring of the military and industrial factory of the region, withdrawal of the ammunitions to the Russian Federation placed on the territory of the Republic of Moldova and exchange of information between Tiraspol and Chisinau.
In the context of the retreat of Tiraspol from the negotiation process, the Ministry of Reintegration, made significant efforts, supported by the active consultations with all the participants to the negotiation process and for its re-opening. In this context:
- The Ministry of Reintegration held active consultations with all the participants in the 5+2 format in order to reopen the negotiations and find a peaceful solution of the transnistrian conflict, by means of political negotiations, during which the legal status of the transnistrian region should be established, with the observance of the territorial integrity and sovereignty of the Republic of Moldova. The Ministry of Reintegration is continuously promoting the position of the Republic of Moldova for the re-opening of the negotiations with the transnistrian region;
- The Minister for Reintegration and the Counsellor for internal policy to the President of the Republic of Moldova made a visit to Washington, during which consultation with the American side were held (State Department, National Security Council) on various aspects of the transnistrian problem, as well as the resuming of the negotiation process;
- The Ministry of Reintegration performed a number of actions in order to state the position of the Republic of Moldova, on the organisation by the
Tiraspol “authorities” of the so called “referendum” on the self determination of the region. As a result the firm position of the European Union, United States of America, OSCE, Council of Europe and GUAAM, was ensured as well as of other states and international organisation, regarding the non recognition of the “referendum” organised by the transnistrian region “authorities”;
- The delegation of the Ministry for Reintegration participated at the consultations in the format 5+1, on the re-opening of the negotiations in the 5+2 format, that took place on 18th of October 2006 in Odessa, Ukraine, during which the appeal for the resuming of the negotiations was repeated and the priority directions of Republic of Moldova for the process for solving the transnistrian problem were stated;
- The Ministry of Reintegration participated at the Moldavian-Russian negotiations that took place in Moscow in November 2006 and January 2007, as well in Kiev at the beginning of 2007, during which the positions on the possibilities for resuming the negotiation process were coordinated, as well as other ways for solving the transnistrian problem;
- The Ministry of Reintegration made a number of appeals to the mediators and observers of the settlement process of the transnistrian problem, in order to re-open the “5+2” negotiation format. In this context in March 2007 consultations were held separately with the mediators and with the observers – Mr. Kalman Miszei, the EU Special Representative for Moldova, and Mr. David Kramer, Deputy-Assistant of the State Secretariat of the United States of America, Mr.Anderi Veselovskii, Special Representative of the Ukrainian President in the process of negotiations, Mr. Iurii Zubakov, The Deputy-Secretary of the Security Council of the Russian Federation, Mr.Valerii Nesteruskin, Ambassador with special missions of the Ministry of Foreign Affairs of the Russian Federation – during which the whole spectrum of problems fro the settlement process, as well as the methods for resuming of the negotiation process.
- The consultation with the stakeholders were continued in order to promote a model of settlement of the transnistrian problem by observing the main principles established by the Law on the main provisions on the legal status of the regions for the left side of Dniester (Transnistria) and the Parliament Decision no.117-XVI of 10th of June 2005. The problems mentioned were also discussed during the visit to Republic of Moldova of the Mr. Andrei Veselovskii, Special Representative of the President of Ukraine in the process of negotiations (30th of July), Mr.Valerii Nesteruskin, Ambassador with special missions of the Ministry of Foreign Affairs of the Russian Federation (31st July), Mr. Mr. David Kramer, Deputy-Assistant of the State Secretariat of the United States of America, (3rd of August), Mr. Kalman Miszei, EU Special Representative for Moldova, (23rd of August), as well as meetings with the Ambassador of Ukraine, Mr. Serghei Pirojkov (8th of September).
The Ministry for Reintegration, in collaboration with the Ministry of Foreign Affairs and European Integration, performed a number of consultations with all the partners of the settlement process (EU, USA , Russian Federation, Ukraine) in order to coordinate the text of the final declaration of the Ministerial meeting of OSCE (Brussels, 5-6th of December 2005), as well as the declaration for Moldova (in the dialog with the foreign partners was negotiated the repeated appeal to the Russian Federation to fulfil its obligations taken during the summit of the OSCE in Istanbul in 1999, on the chapter regarding the Republic of Moldova, and of the final Declaration of the OSCE Ministerial meeting, as well as the stipulations in the regional declarations for Moldova of the final scope of the negotiations process in the transnistrian problem – determination of the status of the transnistrian region as an inalienable part of the Republic of Moldova).
The Ministry of Reintegration, in collaboration with the Ministry of Foreign Affairs and European Integration participated at the preparation and ensured the participation of the Republic of Moldova delegation to the Ministerial meeting of the OSCE (Brussels 4-5th of December 2006), as well as the promotion of the position of the Republic of Moldova within the meeting. In this context, the Ministry of Reintegration jointly with the Ministry of Foreign Affairs and European Integration performed a number of consultations with all the partners for the settlement of the process (OSCE, Russian Federation, Ukraine and USA). During this dialog the position of the Republic of Moldova regarding the necessity to include in the paragraph on the Republic of Moldova of the Final Declaration of the Ministerial meeting of the OSCE on the appeal to the Russian Federation to fulfil the commitments undertaken at the OSCE summit from Istanbul in 1999, was reiterated, as well as the stipulation in the regional declaration for Moldova of the final objective of the negotiation process in solving the transnistrian problem – determination of the legal status of the transnistrian region with observance of the sovereignty and the territorial integrity of the Republic of Moldova. In the virtue of the existing divergences in the interior of the organisation, caused as well by the rigid position of the Russian Federation regarding the solving of the frozen conflicts and because of the problems of reorganisation of the Organisation, the Ministerial Council didn’t succeed to sign the final regional Declaration for Moldova.
The permanent delegation of the Republic of Moldova to the OSCE touched upon, during the meeting of the Permanent Council of OSCE, of 19th of July 2007, the problems related to the process of solving the transnistrian conflict in the dialog with the delegations of the EU and OSCE member states, in order to ensure the support for the position of Republic of Moldova;
The Ministry of Reintegration collaborated actively with the representatives of the Bar Association of New York, organising a number of meetings, during which significant information on the transnistrian issue was presented, as well as the evolution of the process of solving the transnistrian problem and the process of negotiations, all the time the position of Moldova was explained. The report of the American Lawyers served as basis for specific recommendations, addressed to the Moldovan authorities and to the participants involved in the settlement of the process.
The Ministry of Reintegration in collaboration with other central public authorities, participates at the development of a number of instructions on the official position of the Republic of Moldova in the process of settlement of the transnistrian problem, that are sent to the diplomatic missions of the Republic of Moldova abroad for diffusing them to the international community and international organisations, particularly to those that are involved in the settlement process of the transnistrian problem.

Effective co-operation between the EU and Moldova towards a settlement of the
Transdnistrian conflict within agreed formats, including consultation on post-settlement arrangements and guarantees as appropriate.
In the process of completion The Ministry of Reintegration has actively participated in the negotiations on the delegation on behalf of the European Union of a Special Representative for Moldova. In this context, on 16 of March 2005, Mr. Adriaan Jakobovits de Szeged, was designated as the Special Representative of the European Union for Moldova, responsible of the transnistrian problem.
The Ministry of Reintegration maintains a permanent dialog with the European Union in the transnistrian issue (every two weeks meetings are organised), with the Special Representative of EU for Moldova (the office of the Special Representative in his absence) and with the ambassadors of the European Union member states accredited in Moldova, in this way facilitating the exchange of operative information on the subject, with the EC Delegation, the Council and the Presidency of European Union. Also, the Ministry of Reintegration is permanently making consultations with the diplomatic missions accredited to Chisinau, especially with the OSCE Mission in Republic of Moldova, the US Embassy, Ukraine and Russian Federation embassies.
The Moldovan delegation in the 5+2 format has absolutely supported the draft of the mandate of the International mission for evaluation, preparation and organisation of free and democratic elections in the transnistrian region under international control, developed by the OSCE mission in Moldova.
The Ministry of Reintegration maintained a permanent dialog at the bilateral level (with the states and international organisations that are involved in the settlement of the transnistrian conflict), including with the Special Representative of the European Union, as well as within the process of negotiation, in order to facilitate the mechanism for transformation of the peacekeeping mission in the region into an international mission of military and civil observers with international mandate, supporting in this respect, the draft document developed by the OSCE and EU.
The Ministry of Reintegration held consultations with the participants to the negotiation process, including with the representatives of the European Union, in the process of development and implementation of the normative framework for the recognition of the property rights on the objects that are in the transnistrian region in the context of definitive settlement of the transnistrian problem.
In the process of fulfilment of the actions under the RM-EU Action Plan on the guarantees, as well as in the context of other initiatives at this chapter and of those stated in the declaration by the President of Ukraine, Mr. V. Iuscenco, during the Security Conference that took place in Munich, the Ministry of Reintegration in collaboration with the Ministry of Foreign Affairs and European Integration, is holding consultations with the Ukrainian side and with the representatives of European Union in order to adopt a Declaration of Stability and Security for the Republic of Moldova.
The Ministry of Reintegration made an evaluation of the legality of providing the status of refugees to the persons that are “internally displaced” and of the legal framework that regulated the problem of the persons that are internally displaced, as well as for the identification of the legal procedure, according to which the persons that were moved after the military conflict in 1992 were registered. In this context, the list of persons internally moved from the Eastern districts that require improvement of their living conditions was checked in detail. Also, an analysis was made on country background, on the ensuring with living space of the internally displaced persons. At the same time, the constructions of the buildings on Ginta Latină and Milescu Spătaru street, that have the aim to ensure with living space the persons internally displaced, is monitored by the working Group created by the Government disposition no.1133-1509 of 4th of August 2005.
The Ministry of Reintegration addressed to the City Hall of Chisinau a letter requesting an urgent examination and transfer of the property of the buildings to the Agency for Construction and Development of the Territory, condition stated by the Development Bank of the Council of Europe, fact that will allow to continue the financing of the rest of the construction from the credit offer by the Bank.
