2.

Redistribution of posts in the non-gazetted establishment.

AGM has full powers to alter the sanctioned strength of the establishment both permanently and temporarily in respect of all Groups ‘C’ & ‘D’ posts in the revised scale of pay between Districts/ Divn. And offices as considered necessary in the public interest provided the total sanctioned strength of each category is not exceeded.
AGM has full powers for temporary change in HQ.
This delegation can be exercised without prior concurrence of the associated finance, provided the following two certificates are recorded:
(1) No changes in duties and responsibilities and work and load are involved as a result of this transfer and
(2) No additional expenditure will be occasioned by such transfer.
(3) Advice of such changes should however, be sent immediately to the FA&CAO. In all other cases where these two certificates cannot be recorded and where posts have become surplus, or are likely to become surplus, as a result f reduction of work, prior concurrence of the associated finance is necessary when such posts are utilized at some other place/station.

2(B)

2(C)

Abolition/ down gradation/held in abeyance of non-gazetted posts.

PHODs/HODs are empowered to abolish temporary posts or to down grade or hold in abeyance either permanently or temporarily.


Note: In respect of posts sanctioned by higher authority, a report should be sent to the authority competent to sanction the posts and the account officer concerned.

DRM/CWM (SAG) are delegated these powers for the posts for which they have power to sanction.

3.

Initial appointment to non-gazetted posts.

Full powers to PHODs/HODs to make initial appointments to sanction non-gazetted posts in their respective departments, subject to the following conditions:

(a) That all initial appointments are made in grades of direct recruitment, which has been authorized by general or individual (special orders).


(b) That all initial appointment to Group ‘C’ service are made only on the recommendations of the Railway Recruitment Board except where departure from this is authorized by special orders.
( c) that no initial appointment is made on more than the minimum of the grade except by prior sanction of higher authority.

DRMs/CWMs(SAG) are also delegated powers to make initial appointment to all non-gazetted posts in their respective Establishment subject to the conditions shown in Col. No.3.

Note: Where recruitment is organized by Head of Department for the whole Railway or a Division or for a small unit, but the power appointment vests in the DRMs/Heads of Departments/Divisional/ District Officers/Assistant Officers, the actual order of appointment should be signed and issued by DRMs/Dy. Heads of Departments/Divisional/ District Officers/Assistant Officers, over his own designation.


Dy. HODs/Sr. Divisional officers are delegated powers to make initial appointment to all non gazetted posts in their respective Establishment subject to the conditions shown in Col no. 3.

Note: Same as in Col. 4.

WMs who are in independent charge of workshops although at present in Sr. scale will exercise these powers except in case of millwright and machine trades. Once these in-charge of Dy. HODs, WM in Sr. Scale will cease to exercise these powers:
(i)District Officers (Sr. Scale) Sr. Scale Officers in-charge of District DAOs /SAOs/Assistant Officers in independent charge. AAOs are delegated powers up to scale rising up to Rs. 8000/- p.m.
(ii)Asstt. Officers may make appointment of Group ‘D’ staff only.
(iii) President Railway Schools can make appointment in the Scale rising up to Rs.8000/- p.m. appointment to posts in Scale of pay rising beyond Rs. 8000/- p.m. should be referred to the CPO (A) as be functions as the HOD in respect of Staff in Railway schools.

4(A)

Promotion of N.G. Staff

Full powers to PHODs/HODs to make promotions of staff of all N.G. posts within the sanctioned cadre and subject to rules and regulations.

DRMs/ADRMs/CWMs (SAG) have powers to make promotions of staff to all non-gazetted posts in their respective divisions/ workshops

Note: Where promotion is made on the basis of the whole railway or for a Division or for a smaller unit although the power of promotion may be vested in the DRMs/Dy.HODs of Departments/Divl./District Officers/ Asstt. Officers the actual order of promotion should be signed and issued by the DRMs/Dy.HODs of departments/ Divl./District Officers/Asstt. Officers over his own designation on the name of the employee eligible for promotion being intimated by the Headquarters office.

Dy. HODs/Sr. Divil. Officers/ Dy. CAO (G)/Dy. CAO (TA). All may make promotions of staff to N.G posts, which are controlled by them in their respective departments.

Note: Same as in Col. 4.

WMs, who are in independent charge of workshop although at present in Sr. scale, will exercise these powers except in case of millwright and machine trades. Once these workshops are placed in charge of Dy. HODs, WMs in senior scale will cease to exercise these powers. The posers are further delegated as follows:
(i)Divisional Officers (Sr. Scale) Sr. Scale officers in-charge of district/ DAOs/SAOs in independent charge to make promotions of staff to posts in the revised scales of pay rising up to Rs. 9000/- p.m. other than those which are filled up on the basis of interdivisional seniority.
(ii) Assistant Officer to make promotion of staff of posts in group ‘D’ service only.
(iii)Presidents of Railway School to make promotions of staff of posts in scale of pay rising up to Rs. 9000/- p.m.

4(B)

Officiating arrangements vice non-gazetted staff sent for training or on refresher course for a period exceeding one month.

Full powers to PHODs/HODs with the prior accounts concurrence subject to extant orders.

DRMs/ADRM/CWM(SAG) have full powers in respect of grades controlled by them with the prior concurrence of Accounts, subject to extent orders.

Full powers to Dy.CMEs, Dy.COSs in-charge of Stores Depot/Dy.CEEs/Dy.CSTE and Dy. CEs in-charge of workshops in respect of grades controlled by them with the prior concurrence of DAOs/SAOs subject to extant orders.

Sr. Scale who are in independent charge of workshops although at present in Sr. Scale will exercise these posers of Dy. HODs except in case of Millwright and machine trades. Once these Workshops are placed in-charge of Dy. HODs, WMs in Sr. Scale will cease to exercise these powers.




4(C)

Adhoc promotion of Group’C’ against regular vacancies.

CPO only and FA&CAO (in respect of Accounts staff).













5.

Increments.

(a) Gazetted Officers – No powers.
Note: Increment other than those at the stage of the efficiency bar are required to be formally sanctioned. Subject to the prior certification by Accounts office, such increments can be drawn as they fall due unless there are orders for withholding them as a penalty.
(b) Non-Gazetted staff- full powers to PHODs/HODs to grant of increments to non-gazetted staffs, which carry pay beyond the efficiency bar.

Note: 1) With regards to grant of increments attention is invited to para 1318 New Edition RII (1990) which lays down that an increment other than increment next above an efficiency bar shall ordinarily be drawn as a matter of course unless it is withhold. In order to conform to the provision of statement in the form prescribed in para 1646G should be prepared in duplicate, in first week of each month and put up by the Estt. Section or Branch of the different offices of the perusal of the Divisional officer and /or the controlling officer concerned showing the names of all non-gazetted staff whose increments will normally accrue on any date on the second following month. This will give adequate time to take steps necessary for with holding increments under competent sanction where considered justified. This will also restrict reference to higher authority only to those cases in which increments beyond the efficiency bar have to go for sanction or where stoppage of increment in any case requires the orders of a higher authority under the Discipline and appeal rules.
(2) One copy of the statement as perused by the Divisional Officer or the controlling officer concerned will be sent in due course to the Accounts office concerned along with the pay bill for the month in terms of para 1646 (G) with necessary corrections, if any.

(a) No powers.

Acting and duel charge allowance to non-gazetted staff

a) Acting allowance not exceeding 6 months.

a) DRM/ADRM/ CWMs(SAG) delegated full powers to sanction acting allowance to non-gazetted staff in accordance with the prescribed rules for the purpose.

a)Divisional officer (Sr. Scale Officers) in-charge of Districts, Assistant Officers in independent charges, SAOs/DAOs exercise these powers in respect of staff in revised scales of pay rising upto Rs. 8000/- p.m


Asstt.. Officers may exercise these powers in respect of group ‘D’ staff only. WMs who are in independent charge of Workshops although at present Sr. Scale will exercise these powers of Dy. HODs. Once these workshops are placed under incharge of Dy. HODs, WMs in Sr. Scale will cease to exercise these powers.







b) Dual Charge Allowances not exceeding 6 months

7.(a)

Travelling Allowances.

a) Daily allowance grant for halts up to 180 days under rule RII 1618 (Edition 1990)




Full powers to PHODs/HODs to grant daily allowance within a maximum limit of 180 days in the case of all classes of staff under their control in accordance with the prescribed rules. Beyond 180 days halts-Nil (Rly. Board’s letter no. PCIV 86/INP/A1-7 dated 9.2.87


DRMs/ADRMs/SAG in independent charge are delegated these powers within a maximum limit of 180 days in the case as all classes of staff under their control in accordance with the prescribed rules.

Dy. HODs/Sr. Divisional Officers are delegated these powers within a maximum limit of 45 days in cases of all classes of staff under their control and with a maximum limit of 60 days in case of relieving staff only.

Divisional officer (Sr. Scale) Senior Scale officers in-charge-of District/Asstt. Officers in independent charge are delegated these powers within maximum of 30 days in the case of relieving staff only Boards letter no. F(E)1-68/PW5 dt. 21.5.69.



b)

Grant of conveyance allowance to blind and othopaedically handicapped Rly. Employees subject to the conditions prescribed.

c)

i) Conveyance Allowance.

Full powers to PHODs/HODs to allow staff to draw the actual cost of hiring a conveyance on a journey performed on duty in visiting offices from places at which they are working whether at headquarter or not as admissible under the rules.
Note : In case of Officers-

i) Conveyance allowance should not be allowed in addition to traveling or daily allowance.


ii) Conveyance allowance at headquarters should not exceed the amount of traveling or daily allowance that would be admissible, if the officer was on tour of duty.
iii) Powers to sanction conveyance allowance to DRMs will be exercised by SDGM.

DRMs/SAG officers in independent charge are delegated these powers to allow staff to draw the actual cost of the hiring a conveyance on a journey performed on duty in visiting offices from places at which they are working whether at headquarter or not as admissible under the rules.
ADRMs are delegated these powers for N.G staff only.

Dy. HODs in independent charge are delegated these powers to allow staff to draw the actual cost of hiring a conveyance on a journey performed on duty in visiting offices from places at which they are working whether at headquarter or not as admissible under the rules.

Any Gazetted officer (including accounts officers) who is the head of office is also delegated these powers in respect on non-gazetted staff under his control.




c)

ii) Permission to travel by road between stations connected by rail and grant of mileage thereafter.

i) Full powers to PHODs/HODs is to allow gazetted staff to travel by road between stations connected by railway Board’s letter no. F(E) 1/85//A1-7/3 dt. 23.8.85
ii) For non-gazetted staff full powers to respective section controlling officer.

Note: i) Travel by cheapest mode of conveyance should originally be resorted to
ii) The sanctioning authority should record a certificate that journey by road was absolutely necessary in the interest of railway service such as the saving of public time or inspection of work enroute, etc.


DRM/SAG officer is independent charge are delegated full powers in respect of Non-gazetted staff under their control.

DRMs are also delegated these powers to permit gazetted staff working under their control to undertake the journeys by road between stations connected by rail in the following types of cases only.


Journeys for the surprise inspection of level crossing gates, journeys in connection with accidents and breaches and journeys for surprise checks at stations in the nature of raid by road against ticketless travels etc. (Rly. Bd’s letter no. F(E) 1-68/PW -5/2/11 dated 03/06/69).

Cycle allowance under Rule 1606 RII (Edition 1990)

Full powers to PHODs/HODs to grant cycle allowance to non-gazetted staff with finance concurrence subject to the conditions that the employees concerned owns a bicycle maintains it in proper working orders and used it in the discharge of his official duties involving extensive travelling as laid down in 1606 RII Edition 1990.

DRMs/SAG officer in independent charge are delegated full powers to grant cycle allowance for non-gazetted staff with financial concurrence subject to the conditions that the employee concerned owns a bicycle maintains into in proper working order and uses it in the discharge of his official duties involving extensive travelling as laid down in 1606-RII 1990 Edition.

Dy. HODs in independent charge are delegated full powers to grant cycle allowance of Rs. 30 only for non-gazetted staff with financial concurrence subject to the conditions that the employee concerned owns a bicycle maintains it in proper working order and uses it in the discharge of his official duties involving extensive travelling as laid down in (Rule no. 1606 –RII Edition 1990)
Dy. HODs/Sr.Divl. Officers are delegated these powers in respect of non-gazetted staff only.
