Department focused on establishing ICT Hubs in under-served Provinces and a Model for the ICT Hubs was developed after which consultations with Provinces commenced.

Within the Free State Province, Welkom in Matjhabeng Municipality was identified as a suitable site while the second site identified was in Limpopo Province. The Department is currently in the process of appointing a service provider to assist with the implementation of this project as it is experiencing HR capacity constraints in this area
